About this file

This document is a Request for Information (RFI) log for a VA project to relocate the Radiology Building 3 at the Montrose VA Medical Center in New York. The RFI contains 14 detailed inquiries covering various technical aspects of the project, including window types, door hardware, medical equipment installations, lighting fixtures, and materials specifications. Key technical clarifications include confirmation of a 1,000-gallon fuel tank (with a VA-approved waiver), seismic design category B requirements, and specifications for lead-based paint removal.

The project involves renovating an existing building with specific requirements for electrical rooms, medical gas equipment, structural steel fireproofing, and integration of existing systems like nurse call and security. Notable details include the use of Daltile - Choice Buff CS/20 matte tiles, VA-furnished equipment like an overhead patient lift system, and industrial hygiene services to be provided by Mabbett & Associates Inc. The solicitation (36C24225B0023A) is issued by the Department of Veterans Affairs Veterans Health Administration for the relocation and renovation of Radiology Building 3, with a focus on precise technical specifications and system integrations.

RFI #01RFP not provided manufacturer name for the door Hardware. Can you please provide hardware manufacturer name?Refer to specification section 087100 Door Hardware, 087113 Automatic Door Operators, 087113.11 Low Energy Power Asst Door Operators and 090600 Schedule of Finishes for hardware requirements.VA No additional comments
RFI #02Sheet A601 has PT-1 listed as Crema CA20, 2”X2” mosaic, while sheet A600 lists Daltile – Choice Buff CS/20 matte 12”x24” for PT-1.PT-1 would be Daltile – Choice Buff CS/20 matte 12”x24” as per A600 lists and Spec. 090600VA No additional comments
RFI #031.) SPECIFICATION 085113 CALLS FOR THE ALUMINUM WINDOWS TO BE FIXED, WHEREAS THE ELEVATION ON A401 SHOWS WINDOW TYPE “T1” AS A HUNG WINDOW. THE BASIS OF DESIGN IN SECTION 090600 IS ALSO LISTED AS A DOUBLE HUNG WINDOW. PLEASE CONFIRM WINDOW TYPE.
2.) PLEASE CONFIRM IF THE WINDOW LOCATED IN ROOM TOILET 48A (ELEVATION 9/A201) IS TO BE NEW OR EXISTING.1.We recommend using fixed windows that match the existing ones in appearance. We observe that this is a prevalent choice across various VA facilities. Please confirm whether the VA prefers this recommendation or would prefer operable windows. The price difference should be insignificant.
2.Yes, the window in the bathroom 48A would be a replacement window.
Building 3 is currently has double hung windows installed throughout the building. Please plan on using double hung windows to keep the same exterior apperance.
RFI #041.) Section 088000 references Ballistic, Blast Resistant, and Impact-Windborne debris resistant glass. Is this performance required for the locations noted on the plans? If yes, it is assumed that impact-resistant performance will be required for the windows as well. Please confirm.

2.) S301 & S901 detail seismic restraints for Ultrasound and Xray equipment supports.

Are seismic engineering and restraints required for any other components and systems?

Is there a specification for Seismic Restraints?

3.)P-102 shows new medgas equipment installed in a remote mechanical room and piping running through a corridor to renovation area– will ceiling access be required for this work? Can this be done regular work hours?

4.)Does this contract have responsibility for Industrial Hygienist services, or will all of these services be provided by VA’s CIH at expense of VA?1.Please note that Sections 2.7 and 2.9 of Specification 08 80 00 should be eliminated, as they no longer apply.
2.As indicated on the structural design criteria table on the bid drawings, the seismic design category for the project is Seismic Design Category B. Therefore, seismic restraints for electrical and mechanical components are exempt from seismic bracing/restraining requirements other than what is shown on the drawings. Refer to specification 055000 for strut channel bracing.
3.Yes, ceiling work will be required for this work within the corridor. Above ceiling work and work outside of the space shall be coordinated with VA.
4.VPIH service will be covered by environmental consultant Mabbett& Associates Inc . VPIH monitoring services as outlined in the current scope, five consecutive monitoring shifts including max (5) daily asbestos PCM air sampling, final project close-out reporting, and TEM air clearance as needed. However, if additional industrial hygiene requirements arise from Spec. Sections 02 82 11 or 02 83 33.13, the contractor is required to provide a qualified Industrial Hygienist to fulfill those obligations.VA No additional comments
RFl #05RFI 001 – the construction documents include section 26 25 71 Medical and Surgical Lighting Fixtures; however, Baxter can not find any surgical lights on the drawings. The lighting Fixture Schedule on drawing EL-201 lists 2x2 troffers, 6” and 8” recessed can lights and wall sconces but no surgical lights. Please advise if surgical lights are included in the project and where they are located on the drawings and any other details that might be available.Section 26 25 71 Medical and Surgical Lighting Fixtures was included for reference only. No specific surgical lighting fixtures are required.VA No additional comments
RFI #06•Will the Site Superintendent, if duly qualified, be permitted to also serve in the roles of CQC and SSHO or will a separate individual be required for either of those two roles?
•Please confirm if taxes should be carried in proposals?
•Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
•Who is the controls vendor for the campus?Determination regarding these matters is at the discretion of the VA. We recommend directing these questions to the VA for official clarification.•The SSHO can be a shared resource amount either the Site Superintendent or the CQC, but all three roles can’t be held by the same person.
•This is a federal project, and taxes should not be carried in the proposal
•The Department of Veteran Affairs will not be using Procore for this project, we will be using ACC Build.
•We do not have a specific controls vendor; the system has to integrate with a Niagara 4 headend system.
RFI #07Regarding Division 27 Nurse Call and Division 28 Security, please provide details on existing systems, including vendors, software, licensing, and VA-furnished equipment required for integration or configuration.
Refer to sheet A702 for equipment to be VA Acquired/Contractor Installed. VA to provide information regarding existing vendors, sofware, licensing, etc. Contractor to provide submittals for new equipment for EOR and VA acceptance.VA HVHCS @ Montrose uses HillRom.
RFI #08RFI 002 – The Equipment Schedule on drawing A702 indicates that the VA is acquiring and the Contractor is to install JSN A1200, Lift System, Overhead, Patient Room. Please advise as to what brand and model will be provided to install as certified installers will be required. No proprietary cut sheets or product information have been included in the contract documents. Please refer to Section 11 73 00 for the required product specification. The determination of the lift system to be used — including whether certified installers will be required — remains at the discretion of the VA.VA No additional comments

RFI#10The scope of work for intumescent fireproofing per General Floor Plan Note “L” is “ALL NEW STRUCTURAL STEEL MEMBERS TO RECEIVE 2H INTUMESCENT FIREPROOFING (UL DESIGN D601).” Please confirm that the Design Team considers the New W6x9 Equipment Beams shown on the Enlarged Equipment Framing Plan are structural in nature and not part of the Equipment Framing Plan. The W6x9 beams are exposed on 4-sides, therefore, they will be rated with a UL Column Design X649. Furthermore, if the W6x9 beams are to receive intumescent fireproofing the thickness to achieve a 2-hour rating will be an extrapolated thickness which is subject to the Authority Having Jurisdiction (AHJ) . See the attached thickness chart for UL Design X649.The W6x9 beams and other framing members identified on the Enlarged Equipment Framing Plan are not part of the primary structural frame of the building; these members are not required to receive a fire-resistance rating. Connections between these secondary structural support members and any rated building elements must maintain the integrity of the fire-resistance-rated assemblies. No Additional VA Comments
RFI#11I am Jake an ISR with Highland Tank in our Watervliet NY office. I started looking through the spec and drawings and it seems like maybe the project has change through the planning process and maybe not everything was updated. I see the 1k vertical UL142 that they circled from our literature sheet on page E.003. But on E.002 it talks about the removal of a 1k and install of a 6k. Please clarify if the main fuel tank is 1,000 gallons or 6,000 gallons.1,000 GALLON TANK - Per VA requirements, the original calculations indicate a need for a 6000 gallon Fuel Tank, as shown on Dwg E-003, and the "6000 gallon" was included within the Phase III and Phase IV write-ups on Dwg: E-002.

Afterwards the VA approved a Waiver for a 1000 gallon tank rather than the 6000 gallon tank. Dwg E-003 indicates that a VA Waiver approval exists for a 1000 Gallon Main Fuel Storage Tank: Dated 9/21/2023. Dwg ES-101 also references the 1000 gallon main fuel tank, and the VA Waiver dated 9/21/23.

Reference to 6000 gallon Fuel Tank was not corrected within the Phasing Notes on Dwg. E-002.
