About this file

This Request for Information (RFI) concerns a flooring replacement project for Building 1, 4th Floor at a VA facility, with Solicitation Number 36C24225B0022. The project involves comprehensive flooring renovation, including complete removal of existing flooring, asbestos abatement, subfloor leveling, and installation of new Mannington Luxury Vinyl Tile (LVT) in 12x24 size with a specific wall base (Edge Effects: Flair EEFLA). The total project area is approximately 3,500 square feet, spanning wings 4B and 4C, with work to be performed during off-hours, including weekends and holidays.

Key technical specifications include removing multiple existing flooring layers down to original concrete, addressing potential surface variations, and reinstalling DIRTT wall partitions. The project requires careful coordination with the VA facility, strict adherence to asbestos removal regulations, and maintenance of facility cleanliness. Contractors must use the freight elevator for waste material, ensure proper floor transitions between different flooring types, and submit comprehensive documentation. The VA emphasized the importance of field verification, referencing specific contract documentation sections for detailed guidance on flooring preparation, base installation, and overall project execution.

Project# 561-25-101 Replace Flooring Building 1 4th Floor RFIs

1) Are there any existing surface conditions that would require a self-leveling application to the floor system? If so, what are the estimated height variations that would need to be corrected?

VA Response: Contractor to field verify. Please refer to project specification section 09 05 16.

2) Will abatement need to be done in phases?

VA Response: Contractor to provide schedule and coordinate with facility. Please review contract documentation provided.

3) Can the freight elevator be used for all waste material (Including ACM)?

VA Response: Yes, please review contract documentation provided. All work to be completed during facility off hours, maintain facility clean of debris, and all ACM removal and transportation to be done in accordance with local, state and federal regulations.

4) Drawings outline the B-wing as level 3 infection and the C-wing as level 4 infection. Per drawings and specifications, these levels would require a construction barrier with no access being allowed to the general public. Is this project to remain open to the public during it’s duration and will a construction barrier be required?

VA Response: Please review contract documentation provided. Construction to be completed in phases and coordinated with facility.

5) Are the windows operable to allow for air machine outlets during abatement and construction?

VA Response: Yes.

6) Will transition pieces be required for offices and rooms that open into these corridors? If so does the VA have a transition model or manufacturer that should be used?

VA Response: Floor transition strip is required when transitioning between different flooring types/heights mostly to prevent tripping hazards. Most rooms that are open to corridors on the 4th floor have LVT: Please use manufacturer’s recommendation for this application, sometimes it could be as simple as T-molding. For different floor types, refer to industry standard.

7) Will the VA accept a digital printed seal on our bid bond or does it have to be an embossed seal?

VA Response: Corporate Seal of the Surety must be added to the bond (raised/stamped/electronic).

8) Drawings specify the flooring material to be White Sands Harmony 12x24. In speaking with the manufacturer White Sands Harmony is a sheet good, while 12x24 is the sizing for the White Sands plank system. Is the flooring to be vinyl sheets or vinyl planks?

VA Response: Flooring to be White Sands Luxury Vinyl Tile (LVT) size 12x24.

9) How many layers of flooring are under the top layer of carpet tile?

VA Response: Contractor to field verify.

10) Will the abatement / demo be down to the original concrete?

VA Response: Yes, please refer to project contract documentation provided.

11) What level of floor preparation should we carry? We recommend carrying at least ¼” self level.

VA Response: Please refer to project specification section 09 05 16.

12) The plans call for 6” cove base. There is currently 6” cove base and with the removal of multiple layers of flooring the new base may not cover the old adhesive line.

VA Response: Please refer to project specification section 09 65 13.

13) It is possible that the removal of existing cove base from the Acrovyn will damage the Acrovyn.

VA Response: Please refer to project contract documentation provided.

14) The project calls for off hours, please confirm it will be Monday thru Friday only with no weekend work.

VA Response: Work hours include weekends and holidays. Please refer to project contract documentation provided.

15) Will the transition strips at each doorway be changed and if so what type are to be used?

VA Response: Please see VA Response to question number 6.

16) Since we do not know the depth of work required for asbestos abatement, are we only required to submit costs for the walkthrough/survey?

VA Response: Please refer to the Asbestos Abatement Scope section of the Scope of Work provided.

17) The scope for Wing 4C refers to the removal of approximately “3,000 linear feet” of asbestos-containing flooring. As flooring is generally measured in square feet, could you please confirm if this is a typographical error, or clarify what the linear feet refers to (e.g., cove base or perimeter mastic)?

VA Response: It should read 3,000 square feet, “linear” is a typographical error.

18) Could you also confirm whether the contractor is responsible for the removal of any fixed objects or furnishings within the corridors (e.g., modular partitions, anchored furniture) prior to flooring removal/installation?

VA Response: Contractor is responsible for the removal and reinstallation of the DIRTT wall partitions. Please refer to project contract documentation provided and Drawing AD-101.

19) Total Floor Area Involved: Could you please confirm the total square footage of the flooring to be removed and replaced?

VA Response: Please refer to addendum 1 change in overall square footage from approximate 5,200 SF to 3,500 SF. There are two rooms added to flooring replacement: 4-173 and 4-172.

20) According to the demolition drawings for the 4B and 4C wings, we estimate the total area to be approximately 4,000 to 4,500 square feet. Please confirm if this is correct.

VA Response: Drawings are not to scale, please see answer to question number 19.

21) Scope of Work: Can you confirm whether the full scope includes the following items?

· Complete removal of existing flooring and wall base

· Asbestos abatement in designated areas

· Subfloor leveling where needed

· Installation of new flooring and wall base

· Temporary partitions with fire-rated doors

· Work to be performed on weekends and/or holidays only

· Final closeout documentation and cleaning VA Response: Please refer to Scope of Work provided.

22) Material Specification

· Is the flooring material specified (LVT, epoxy, other)?

· Is there a finish schedule, color requirement, preference we should follow?

VA Response: Please refer to project contract documentation provided.

23) The drawings provided are 11x17 and cannot be read properly. Please resend the originally scaled drawings.

VA Response: Drawings are not to scale, larger drawings A-101 R1 and AD-101 R1 provided with responses.

24) Drawing A101 specifies the LVT product as having a micro-beveled edge (a plank product) with a tile size of 12”x24”. However, the style is noted as being a sheet vinyl product. Please confirm whether the product is to be tile or sheet vinyl.

VA Response: Please see answer to question number 8.

25) The style for the wall base – there are several and each has a different price point:
