RFI Questions and Answers for 36C24225B0006 - Renovate Building 9:
1. Liquidated Damages are indicated on Page 32 of the solicitation but no dollar amount / penalty is defined. Please clarify.
Answer 1: Please disregard 52.211-12-Liquidated Damages on page 36 of the solicitation as it does not apply to this project.
1. The solicitation (general requirements) on Page 73 Item B reference ‘implied work’. Please define the parameters of this statement as the contractors bid to the documents to ensure fair and equal bidding practices and we are not to make inferences regarding design intent.
Answer 2: Implied work is industry standards and quality of workmanship. Contractors should base their bid on the information shown on the contract documents.
1. The Solicitation (general requirements) Item E references the Canandaigua VA. Please confirm this is a typo.
Answer 3: This is a typo. Please replace any reference to the Canandaigua VA with Bath VA.
1. The Solicitation (general requirements) Item H discusses long lead material payments / stored materials. Please confirm that if stored material invoicing is not allowed that there is a price escalation clause for material price increases.
Answer 4: The VA does not pay for stored material and your bid should be adjusted to capture the risks associated with price escalations or storage. Exceptions can be made by the CO on rare occasions but the contractor must submit the request and have it approved by the CO.
1. The Solicitation (general requirements) Items L & M refer to minimizing impacts to patient care due to noise and state that “Off tour work may be required to minimize impact to Veterans and employees “. Please clarify if this is a minimal expectation or if the facility intends for a substantial or quantifiable amount of construction activities to be completed off-hours, and which tasks are impacted by this stipulation.
Answer 5: Building 9 is unoccupied and is in an area of the campus with low patient traffic. Off hours work is expected to be minimal for this project.
1. The Solicitation (page 74) states that a submittal log is attached, however other areas of the documents indicate this is to be provided by the Contractor. Please indicate if the submittal log is missing from the bid documents as they are referenced.
Answer 6: A submittal log is included as a reference, contractors are responsible for submitting their own
1. Please verify if the bid issued specifications are construction-ready. The specification set indicates this version is a bid submission.
Answer 7: Documents are construction ready, this is just the bidding phase of the project.
1. Specification Section 01 00 00 Section 1.3 Statement of Bid has a base item and (2) undefined alternates. Please confirm there is only one lump sum bid price required.
Answer 8: There will only be one lump sum bid price.
1. Specification Section 01 00 00 Section 1.17: NEW TELEPHONE EQUIPMENT The contractor shall coordinate with the work of installation of telephone equipment by others. This work shall be completed before the building is turned over to VA.
8. Please clarify who will be providing and installing the telephone equipment (third party or VA staff?)
Answer 9: VA staff will install the telephones. These will be relocated from the existing police station.
1. Specification Section 01 00 00 Section 1.24 calls for professional construction photography. Please confirm this requirement as sometimes it is enforced and sometimes it is waived.
Answer 10: Disregard this section, professional photography is not required.
1. Specification Section 01 33 23 Section 1.5 Submittal Preparation redefines how to process submittals:
10. Collect required data for each specific material, product, unit of work, or system into a single submittal. Prominently mark choices, options, and portions applicable to the submittal. Partial submittals will not be accepted for expedition of construction effort. Submittal will be returned without review if incomplete.
10. Is this a new VA requirement or the requirement of this specific AE?
10. The standard for the VA for at least 10 years has been to submit one item per cover sheet because bundling items under a single cover sheet results in confusing partial approvals or multiple revision sequences to obtain a complete approved package. Submitting in this format eliminates the ability to order materials to keep the construction schedule moving, and leads to extended submittal performance periods as well as longer review cycles increasing costs for everyone, to include the government, when submittals are not reviewed or returned within the allotted time frame due to a perceived formatting issue, though the content is generally acceptable.
10. Please clarify this clause.
Answer 11: This language has been added to the template specification on the TIL. It is Encorus’ understanding that the intent is to mitigate submittals where entire product line catalog is included but specific item intended for purchase is not clearly indicated and to mitigate submittals where not all of the pertinent information for a particular item are included in the submittal. Encorus is of the understanding that one item per cover sheet is still acceptable per this clause.
1. Please clarify the SSHO requirements; can these responsibilities be absorbed by the onsite superintendent or is a second person required?
Answer 12: The SSHO and CP can be superintendent or another qualified individual. They must be designated as the responsible party in the various safety plans.
1. Is the building on the historical registry? If so, are there any construction restrictions or implications related to this? Do contractors need to source authentic or matching materials?
Answer 13: Building is not on the historical registry. Any requirements for matching are included in the contract documents.
1. Please complete the chart in Specification 09 06 00 – Schedule for Finishes. The bulk of the items are unclarified or state additional information is to be provided by the VA.
Answer 14: The materials that colors are still needed will be selected by the VA after the contract has been let. There has been a lot of colors identified but if you identify what you are looking for, I may be able to provide some guidance with those. The color finishes for the door hardware are noted in the Hardware Specification Section 087100. The other colors required could range from the exterior roofing, trim, paint, and louvers. If you review the specifications for each section where colors are required it usually states that the owner can select colors from the manufacturers list of standard color charts. If so, I do not see any of these items being necessary for selection prior to the bid.
1. A-001: 8. THE CONTRACTOR SHALL VISIT THE SITE TO VERIFY FIELD CONDITIONS, NO ADDITIONAL PAYMENT WILL BE MADE FOR FAILURE TO ACCOUNT FOR OBSERVABLE CONDITIONS
14. Please clarify; site visits are not identified as mandatory by the contract documents.
Answer 15: Site visits are not mandatory but encouraged to allow prospective contractors the opportunity to view the site.
1. Keyed note 2 on Drawing SB 100 states existing basement floor has a headroom clearance of 3’-0” +/. Keyed note 5 on Drawing AD 101 states contractor to “remove debris from crawlspace and level to 6’-0” below first floor”. Please confirm the expectation is remove approximately 3’-0” of dirt from the entire crawlspace area.
Answer 16: It is actually the General Note 2 on SB 100 that states the existing basement (crawl Space) has a headroom clearance of 3’-0”. This is only partially true only if you consider the clearance between pipe and other mechanical interferences. The actual clearance from the bottom of the floor joists above the crawl space is between five and six feet. Refer to the pictures on AD 101 which will provide a better reference. The intention is not to lower the depth of the crawl space it is to provide as refence for the debris to be removed. The dirt floor does not need to get lower joist remove the stone, and material piles so that the area is free and clear.
1. It looks like there are conflicting details on the Door Schedule AE601. Head and Jamb details listed do not match up with the Frame material listed. Could you please confirm frames listed as Type 2 Hollow Metal should just be standard Hollow Metal frames?
Answer 17: The Type 2 frame could be either a hollow metal or aluminum frame as noted on the doors schedule.
1. Concrete surface repair is detailed on Drawing SB 502, however there appears to be no plan reference to their use or location. If these details are provided to be used in the event that they become necessary to use, should the bid require an allowance be included if they cannot be quantified at this time?
Answer 18: Refer to drawing SB-100 as the locations and quantities are shown on that sheet.
1. Does the Bath VAMC have a standing controls contract / Contractor in place or is building 9 Bacnet (23 09 23) open to all controls contractors? Please advise.
Answer 19: The Bath VA currently has a contract with Trane for the building management system. New controls shall be compatible with this.
1. I am currently working through this on another project where Trane specified mini-splits that use refrigerant R410A are the Basis of Design. These units from what I have been told are no longer available. Trane is launching their 2025 models using 454B refrigerant. I can’t say this for sure but wanted to bring it to your attention sooner rather than later. It may be worth an RFI
Answer 20: Job will be quoted with R-454b equipment.
1. I don’t seem to see the W7 transaction window on the floor plans. Its possible I’m just not seeing it but I was wondering if it is there how many are in the building. I’m trying to get pricing for this today.
Answer 21: It is in room 102 Dispatch.
1. Is the window system store front or a fixed sash?
Answer 22: Refer to Section 085113 Aluminum Windows.
1. The security screens seem to be operable even though the windows are not. Is this correct?
Answer 23: The screens area operable to wash the windows.
1. Will we need to provide glass for all the interior wood doors? Type A
Answer 24: The contractor shall provide the glass for all of the Type A interior doors.
1. I also just realized D102, an interior office door, is assigned to SH-3 an “exterior single door” set. Please let us know what hardware set should be associated with this door.
Answer 25: The Hardware Set should be changed to WH-1F.
1. Door D114 is assigned to hardware set 6G on the door schedule. This hardware set has an exit device; however, this door is an inswing door for a utility room. What hardware set should this opening be assigned to?
Answer 26: The Hardware Set should be changed to WH-1F.
1. On the HM drawings, HM-102 is the mechanical space and there is no asbestos removal note showing what is to be removed. On HM-103 in the attic it shows us to remove 3018 sf of textured ceiling. When you compare these drawing's notes with the photos shown on the demo drawings AD-103 "the mechanical space" and AD-104 "the attic space", it appears the mechanical space has the textured ceiling. The photos of the attic space on drawing AD-104 appear to show the ceiling is constructed of wood with no textured ceiling. Please confirm where exactly where the textured ceiling to be removed is located. Will the blown in insulation be removed prior to the abatement of the areas? Can it be removed without disturbing the asbestos or will it have to be treated as asbestos contaminated waste and be addressed accordingly.
Answer 27: The Textured Ceiling plaster is confirmed to exist in the mechanical space and not to exist in the attic space. At the time of the inspection (September 2022), the plaster was in an intact condition, therefore the blown-in insulation located in the mechanical space can be removed prior to asbestos abatement as general construction debris. If a disturbance of the plaster has occurred since, if debris is found, or if a disturbance happens during demolition/construction, the insulation shall be treated as an asbestos-containing material and disposed of accordingly.
1. What size sub-base fuel tank for the genset (24, 48, 72 hour, etc.)?
Answer 28: 24hrs
1. Is there a main fuel tank that we are supposed to pull fuel from? A main tank is mentioned in the specs.
Answer 29: Just specified with an integral day tank
1. There are almost no product requirements in the genset spec – we will quote a standard package unless you say otherwise (basic factory sound enclosure, NFPA 110 bill of material, standard heaters, etc.)
Answer 30: 20kW, 208/120, standby diesel genset (the current generator at the police building is the basis of design). Standard package is acceptable.
1. The ATS spec calls for bypass/isolation type ATS. The drawing does not reflect this feature (it would normally be shown on a one-line). Is bypass/isolation actually required? It is a huge price adder.
Answer 31: VA spec requires bypass isolation. See 263623 Section 2.1 General Requirements.
1. what is the design temperature and pressure for the PRV and heat exchanger?
Answer 32: The design temperature for both is 375 F and the design pressure for both is 150 psi.
