This purpose of this amendment is to provide VA answers to questions provided by prospective vendors.

Request for Information (RFI) - Vendors questions and VA answers
Section - Question
1. Purpose - What level of administrative support is needed for conferences?
VA answer: If needed, marketing materials such as email campaigns, QR codes, website announcements, social media posts, etc.
2. Purpose - Does the Government anticipate creating its own Podcast series or offering WRIISC EXPRT SMEs to be featured on one of VA's existing Podcast Network? How many Podcasts will be created annually?
VA answer: We currently host a WRIISC podcast series on Spreaker (Veterans’ Health Matters (spreaker.com)). We are planning on recording and producing new episodes in 2024-2025, anticipating 5 total. Because this is within a pre-existing VA podcast, VA will handle audio/production.
3. Purpose - For the print newsletters, will the contractor be responsible for printing? If so, in what quantity?
VA answer: At this time, bulk printing can be done at the East Orange facility or the GPO.
4. 8. ODCs - Will the government update the pricing schedule B.4 to include ODCs such as stock photography?
VA answer: If needed, ODCs will be addressed first using VA means.
5. 9. General Requirements - What types of multimedia development will be required? How many per contract year?
VA answer: Electronic and print materials, digital/non-digital product development, photography if not provided by government stock, mailing distribution, social media content, website development and support, and other general marketing and communications support as agreed upon by the EXPRT Center and the contractor.
6. 10.2.1 - What types of audio and video education products will be required? How many per year?
VA answer: We anticipate recording and producing 5 podcasts in FY25; however, audio production is covered by VA. Audio and videos will be for instructional training and can be studio. Our main deliverables will be print and online with the option for video if deemed appropriate.
7. 10.4.1 - How many animations and videos will be required annually?
VA answer: Videos are for instructional training and can be studio. Our main deliverables will be print and online with the option for video if deemed appropriate.
8. General - Can you provide the requirements for the proposal? Please specify the volumes, page count limitations, font, font size, etc.
VA answer: The number of deliverables specified in the contract are currently being determined but will not exceed the contract cost.
9. 10.1.1 Task Deliverables - Communication Materials and Product Development. Do you have an expected qty and length for the videos that might be required per month or per year?
VA answer: Videos are for instructional training and can be studio. Our main deliverables will be print and online with the option for video if deemed appropriate.

11. 10.1.1 Task Deliverables: Communication Materials and Product Development. Is there a need for videos to be delivered in both horizontal (regular HD) and vertical (such as is used in Facebook Reels, Instagram, etc.) formats?
VA answer: Yes.
12. 10.1.1 Task Deliverables: Communication Materials and Product Development. Are there staff or other individuals that are capable and available to serve as video hosts or interview subjects?
VA answer: Yes.
13. 10.1.1 Task Deliverables: Communication Materials and Product Development. Is there any anticipated need for any live streaming of videos, such as Q&A content?
VA answer: Yes.
14. 10.1.1 Task Deliverables: Communication Materials and Product Development. Is there potentially a need for travel to other VHA facilities to interview or film experts, medical personnel or effected Veterans?
VA answer: No. This task can be accomplished virtually.
15. 10.1.1 Task Deliverables: Communication Materials and Product Development. Is there any potential need for studio style video production and if so are there any spaces at the WRIISC that might be setup to serve that purpose?
VA answer: Yes to both.
16. 10.1.1 Task Deliverables: Communication Materials and Product Development. Could video equipment rental be considered ODCs?
VA answer: Yes, if needed and not provided by local OIT or public affairs.
17. 10.1.1 Task Deliverables: Communication Materials and Product Development. Will you have specific outlines and concepts for the videos you would like produced or should the contractor be prepared to develop a video production plan to include schedule of videos to be crated, creative briefs and outlines?
VA answer: Our communication team will be the lead with creating content. Support will be needed with implementation.
18. General - Is this a Service Contract Agreement (SCA) contract? If SCA is applicable to this contract, which labor category does the Government consider to be under SCA?
VA answer: Unsure but will attempt to get an answer by the proposal deadline.
19. General - Questions are due on 6/19 and the proposal is due 6/20. Will the Government extend the due date for the proposal allowing time to answer the questions and update the proposal accordingly.
VA answer: Yes. Extensions to the deadline will be considered taking into consideration our needed award date.
20. General - Is there an incumbent for this effort? If yes, can you please identify the company?
VA answer: Powell Strategies, LLC.
21. B.4 Cost/Price Schedule - Item 8 is for Conference Materials. Is this supposed to represent Other Direct Costs for the conference? Can you verify this is not a labor expense or further elaborate on this for pricing assumptions.
VA answer: If needed, marketing materials such as email campaigns, QR codes, website announcements, social media posts, etc. Labor will be provided by VA staff.
22. B.4 Cost/Price Schedule - The statement of work refers to possible travel on the contract that will be reimbursed at Contractor's expense (with prior COR approval). The Cost/Price Schedule does not show a Travel Clin line. Will that be added to the awarded contract?
VA answer: If needed, it will be included in the FFP pricing/costs.
23. Contractor Experience 71 - Can examples of products produced be included demonstrating the contractor experience? If so, can it be done as an Appendix exceeding the 15 page technical volume. Additionally, can URLs external to the VA firewall be included to demonstrate contractor's experience?
VA answer: Absolutely.
24. Personnel - Please clarify what roles are key personnel. For example, are the conference support personnel considered to be key?
VA answer: Key personnel include project manager, technical writer, graphic designer, and web/sharepoint support specialist.
