ASBESTOS HEALTH HAZARDS
Asbestos is a recognized occupational hazard. However, the presence of asbestos containing materials in a building by itself does not necessarily constitute an immediate health hazard. The potential for hazard exists if the asbestos is damaged or disturbed during building maintenance, renovations or repair and fibers are released into the surrounding atmosphere. The United States Environmental Protection Agency defines an asbestos containing material as any material that contains one percent or greater asbestos. Friable asbestos containing materials are defined as those materials that contain one percent or greater asbestos and can be easily crumbled with hand pressure to release fibers into the atmosphere and have the potential to pose a greater risk than non-friable materials.
ANAL YTICAL TECHNIQUES - BULK ASBESTOS ANALYSIS
The suspect building materials were analyzed using United States Environmental Protection Agency (USEPA) Method Number 600/R-93/116, Polarized Light Microscopy (PLM) with Dispersion staining.
The analysis involves the microscopical observation of the suspect asbestos containing materials with a stereoscopic low power microscope to determine the homogeneity of the material. Forcep samples are then immersed in a refractive index solution on a microscope slide, teased apart, covered with a cover glass, and observed with a polarized light microscope.
In accordance with New York State regulations, non-organically bound materials, such as floor tiles, mastics, roofing materials, etc. which were negative for asbestos by Polarized Light Microscopy (PLM) , were also analyzed by Transmission Electron Microscopy (TEM) at Electron Microscopy Service Labs. (EMSL).
INSPECTION PROCEDURES AND LIMITATIONS
The inspection procedures were based on the guidelines established by the Asbestos Hazardous Emergency Response Act (AHERA), as set forth in 40 CFR Part 763 of October 30, 1987.

JAMAICA, OUEENS, NEW YORK 11425-0001
INSPECTION PROCEDURES AND LIMITATIONS (Continued)
The guidelines represent the most up-to-date inspection and sampling protocol available and were utilized while sampling and inspecting.
A building inspection for asbestos containing materials was performed in all accessible and visible areas of Buildings 60, 64, 65, 85, 86, 87, 88, 89, 91, 92, 93, 165, 166, 169, 173 and Connecting Corridors.
Core samples of each friable material were collected by penetration of the suspect material to it's substrate. All samples were placed in plastic bags and then sealed and labeled with an identifying code and a code log was kept. Representative samples of each sampling area were analyzed for asbestos content. The number of samples collected is determined by the number of homogeneous sampling areas present in the building. That determination is based on the judgment of the inspector. A homogeneous sampling area contains material that is uniform in color and texture. The sampling locations were chosen to obtain a representative sample and to avoid any biases that could be introduced if personal judgment alone was used.
Asbestos containing insulation materials were assigned friability ratings of 1, 2 or 3. Materials assigned with a No. 1 friability rating are not friable. Asbestos containing insulation materials found to have low friability have been assigned a No. 2 friability rating (difficult but possible to damage by hand). Highly friable asbestos insulation is given a No.3 rating (fluffy, spongy or flaking).
Due to the occupied status of the building, EM&CA was limited in the number and location of floor tile and floor tile mastic samples and roofing samples that could be collected. It is recommended that, if an area is going to be demolished or renovated, additional sampling may be required to confirm the presence or absence of asbestos floor tiles, mastics and roofing materials.
At the request of the client, Buildings 64, 65, 85 (except Penthouse Elevator Motor Room Root), 86, 87, 90, 91 and 173 roofs were not tested.
Due to environmental hazards, Building 90 was not inspected and tested. However, this area was previously inspected in 1989 by Hygienetics Inc. and their survey data was included in this report.

FACILITY DESCRIYfION·
The St. Albans Extended Care Center was built in approximately 1948 and consists of Buildings 85, 86,87,88,89,90,91,92 and 93 joined by three-story plus basement connecting corridors. The central structure is comprised of Building 89 (Administration Building) and Building 88 (Subsistence Building). The remaining buildings are arranged symmetrically about Building 88, 89, with Buildings 85 ("C" Building), 86 ("D" Building) and 87 ("B" Building) to the east and Building 91 ("E" Building), 92 and 93 ("F" Buildings) to the west.
The four other buildings included in the survey are Building 60 (Guard House), Building 64 (Boiler Plant), Building 65 (Garage) and Building 173 (Laundry Building).
Steam, hot water and cold water are distributed throughout the floors via perimeter pipe risers with the steam lines servicing perimeter radiators and HVAC systems. Building 65 is a wooden-roofed, one story, brick structure attached to Building 64. The building features an elevated roof over the garage area which was designed for maintenance of larger vehicles. There is one second floor office constructed on the building's south perimeter. The building's exterior finish is brick.
The central structure buildings are constructed with steel framing and poured-in-place concrete. Heat is supplied via high pressure steam lines traveling through steam tunnels from Building 64 (Boiler Plant). The external finish for these buildings is brick. Interior finishes include concrete, terrazzo and tiled floors and concrete, sheetrock and cinderblock walls. Originally, ceilings on a wire lath had been hung in most areas of the buildings, except basements. In other areas, one foot by one foot granular ceiling tiles were glued directly onto the concrete decking. In later years, however, suspended acoustic tile ceilings have been hung below the original ceilings in most areas.
There are two active steam tunnels at the facility. The first one, hereafter referred to as Steam Tunnel #1, begins in Building 64 and terminates at an aluminum shed located between Building 64 and Building 173.
Steam Tunnel #2 is a longer, more complex tunnel running from Building 64 to the Building 89 Mechanical Equipment Room adjacent the Loading Dock. This tunnel also has an extension which connects to Building 88, Room A. Both steam tunnels have been recently abated.

FINDINGS AND RECOMMENDATIONS
The estimated quantities of asbestos containing materials found are indicated in the attached Table One.
The majority of the asbestos containing materials found in the facility consists of thermal system insulation, such as pipe and fitting insulation, duct insulation and radiator heat shield insulation. The asbestos pipe and fitting insulation inside the perimeter columns and asbestos radiator heat shield insulation in Buildings 85, 86, 87, 88, 89, 91, 92 and 93 were assumed, since access was limited in these areas. Sprayed-on fireproofing was found in the auditorium in Building 88. Miscellaneous asbestos containing materials found throughout the facility consist of vinyl asbestos floor tiles and mastic, asbestos fire doors and asbestos cloth materials, such as the fire curtain in the auditorium.
The majority of asbestos materials are in good condition and only requires routine inspection and maintenance to assure that these materials remain in good condition, except for the friable duct and pipe insulation in both the Building 88 auditorium and gymnasium which are in poor condition.
According to the chief engineer, the auditorium is kept locked and not used because of the asbestos.
Materials, such as the vinyl asbestos floor tiles and roofing materials, are non-friable and do not pose any hazard unless renovation of maintenance impacts them causing the release of fibers.
In addition to keeping the auditorium locked, it is recommended that all auditorium return air ducts be sealed off to prevent airborne asbestos fibers from being recirculated into occupied building areas.
Highly friable asbestos pipe and fitting insulation was found outside Building 64 (Boiler Plant) adjacent to the overhead railroad tracks. Friable asbestos pipe insulation was also found inside Building 64 on the mezzanine level catwalk. Both of these two areas need to be addressed as soon as possible.
Highly-friable asbestos pipe insulation and joint duct insulation exist in the Building 88, grade level gymnasium above the drop ceiling and need to be addressed.
All asbestos containing materials found in the facility during the survey have been assessed and given a hazard priority rating of one (low friability), two (medium friability) and three (high friability).

FINDINGS AND RECOMMENDATIONS (Continued)
All bulk sample analysis results, material quantities and locations and friability are located on the summary of recommendations' forms in addition to the survey drawings and photographs. All documents are meant to be used with one another to locate asbestos materials in the building in conjunction with future building renovations or surveys.
EM&CA recommended that a formal operations and maintenance program be implemented for all of the asbestos containing radiator heat shield insulations, asbestos pipe and fitting insulation materials, asbestos insulated ductwork, asbestos fireproofing, asbestos floor tiles and mastic and asbestos roofing and flashing materials.
This program is necessary because of the amount and variety of asbestos containing materials within the facility. At a minimum, the program should include the following six basic elements:
1) hnplementation on a plan for immediate abatement of materials which represent a possible exposure risk. The friable asbestos containing materials previously mentioned in this report need to be addressed immediately. Any asbestos containing materials found in areas where demolitions or renovations are to begin should be dealt with immediately.
2) Prompt cleanup of any asbestos debris which has resulted from impacting or deterioration of asbestos containing materials in the building. Friable asbestos containing debris was found outside Building 64 (Boiler Plant).
3) Development and implementation of controls for routine maintenance and renovation activities which could either disturb existing asbestos containing materials or require subsequent removal of small sections of asbestos containing materials.
4) Designation of a "Program Coordinator" within the facilities management staff to administer the program activities and recordkeeping needs.
5) Educate the building employees in the management program and the manner in which it eliminates their possible exposure risk.
