QUESTIONS & ANSWERS
Question 1: The procurement method should be changed to “architect-engineer services.”
Answer: This procurement does not include designs; therefore, the procurement process will remain unchanged.
Question 2: Question: Is the current Eaton model from 2006 available in SKM or ETAP as a starting point for the building the arc flash Model?
Answer: We have SKM files available, However I do not know if they would be entirely helpful. We do have the prior ARC flash report that can be shared.
Question 3: Qualification #2 states that the Registered Professional Engineer needs to be a full-time employee - Does this mean a full-time employee of the prime engineering firm or a full-time employee of our partnering firm?
Answer: The prime contractor must perform 50% of the contract value in accordance with VAAR 852.219-75.
Question 4: The Solicitation states that the bidder must submit a breakdown of every line item that covers the SOW. Please clarify desired breakdown of line items required for cost proposal.
Answer: A Price/Cost Schedule is attached.
Question 5: The Solicitation states that a hard copy of the previous study is available on-site. Is it possible to obtain an electronic copy of the previous study.
Answer: Please see the attached prior report. The other files are too large to attach to an email.
Question 6: The Solicitation states that the final report must be approved within 147 days of NTP, but it also states that the duration of the contract is 365 days. Please clarify the desired project schedule.
Answer: Final report must be submitted and approved within 147 calendar days after award.
Question 7: What is the facility square footage?
Answer: 860,711 SF Question 8: Approximately how many electrical busses are in the system distribution?
Answer: Field Survey in combination with Existing Drawings would have to be completed to evaluate this number.
Question 9: Are architectural and electrical as-built drawings that reasonably reflect the current conditions available? If so, are they available in PDF and/or ACAD?
Answer: Yes, we have most of the drawings as PDFs Question 10: Do the as-builts include a campuswide one-line diagram?
Answer: Yes, we have most of the one-line electrical drawings available for the facility.
Question 11: Is the SKM model from the 2006 study available?
Answer: We have the SKM files but have not been opened/tested since we do not have the SKM program available.
Question 12: Is a cost estimate required for pricing of identified deficiencies and associated recommendations?
Answer: No, we do not need a cost estimate to correct deficiencies.
Question 13: Are there existing one-line diagrams, floor plans, and/or equipment quantities that can be shared? This will aid in the estimation of the cost and overall level of effort.
Answer: Answered in previous questions Question 14: Arc flash analyses typically require an SF330 submission, followed by an interview and subsequent fee proposal from the most highly-rated firm. Is the above-referenced project to be awarded based on price? If so, will there be a virtual or in-person walk-thru held in order to allow bidders to provide the most accurate possible pricing?
Answer: 1. This requirement is being procured through Services. The process of which you speak of is not required for Services. 2. Please refer to and read the Combined Synopsis/Solicitation section 2.52.212-2 Evaluation-Commercial Items (NOV 2021). 3. There were no intentions for a site visit, therefore, a site visit will not occur.
