Construction Scope of Work (SOW) Building 20 Joint Sealant Replacement and Pressure Washing Project 528-21-144 General Information
1.1 Location
Work performed under this scope will be for and conducted within VA Western New York Healthcare System (VAWNYHS) at the Buffalo VA Medical Center (VAMC) located at 3495 Bailey Avenue Buffalo, NY 14215 under VA Project Number 528-21-144.
1.2 Background
The original Buffalo VA Medical Center was built in 1949. Building #20 was later constructed as an addition to the original hospital in 1992 and currently is occupied by the Research department for the Veteran’s health system. The building precast concrete panel exterior has remained relatively unchanged since the original construction time of the building. As the building has aged, the existing joint sealant system or soft joints provided within the exterior wall that separate similar or dis-similar materials have begun to lose their resiliency and are beginning to fail. The joint sealant failure is occurring in both the horizontal and vertical joints of the building. This joint sealant failure is compromising the air and watertightness of the exterior shell of the building.
1.3 Purpose
The purpose of this effort is to fully strategically remove and replace the existing joint sealants on the exterior of the existing shell of the building. Thus, making the existing shell fully air and watertight as in a like new condition.
The Buffalo VA Medical Center requires a Contractor to perform construction work necessary to accomplish this goal.
1.4 Scope
The scope of construction work is described in the provided historical drawings for the original construction of Building #20. Additionally, a Project Manual with specifications and any associated reports is part of the document package (drawings and specifications).
Additional administrative and management related requirements are described in Section 3: Requirements.
An overview of the project & construction work is included as follows:
Provide all construction, vehicular control and pedestrian control barriers throughout the progress of the project.
Provide all traffic and pedestrian control and directional signage as required throughout the progress of the project.
Provide a Project Construction and Phasing Site Plan for VA review and approval which includes but may not be limited to the following:
A. Location of proposed vehicular traffic and pedestrian control barriers. Show the revised layout as anticipated through the progression of the project.
B. Pedestrian and vehicular circulation plan, which includes signage and barrier locations through the progression of the project.
C. Construction area enclosure barriers limited to the immediate areas being worked on. Overall enclosure of building #20 perimeter is not permitted.
D. The Site Plan shall include proposed locations for all fencing, control signage, expected lift storage location(s) and areas affected by the project.
E. Include Mobile Lift placement anticipated for the project.
F. As necessary update the Phasing site plan layout throughout progression of the project.
All barriers whether for traffic control, pedestrian circulation control or construction work site enclosure shall remain in place only as crews performing the work are on site. Barriers must be removed at the end of the work shift each day so as not to block continual pedestrian and vehicular traffic when no work is underway.
Provide test area/mock-up of typical joint sealant installation for approval by the VA. Test area shall at a minimum include a window frame to concrete panel joint condition and a concrete panel to concrete panel joint condition. This test area/mock-up can become part of the completed work on the building. Protect test area/mock-up throughout duration of project for comparison to remainder of work.
Remove, securely store and reinstall the existing security screens on 1st & 2nd Floor window openings. Cataloging locations for reinstallation in same location. Provide new frame matching tamper resistant stainless-steel fasteners with rubber-bonded washer to reinstall security screens. Provide submittal of new fastener to be utilized for VA review and approval. Provide drilled ¼” diameter weep holes @ 24” o.c. (Minimum 2 weeps per screen panel) in bottom frames of each screen panel to allow moisture to drain from base of screens.
Horizontal & Vertical Joint Sealant removal and replacement from ground level to roof coping on all sides and surfaces of building. Approximate lineal footage of sealant is estimated at 7,100 Lineal feet. Contractor shall verify actual footage of material. The quantities and locations of the joint sealants indicated on the drawings and the extent of work included are estimated which are limited by the physical constraints imposed by visual inspection from ground level of the building façade. Accordingly, minor variations (+/- 10 percent) in quantities of joint sealant on the building façade are considered as having no impact on the contract price and time requirements of this contract. Where additional work is required beyond the above variation, the contractor shall provide unit prices for the newly discovered joint sealants and those prices shall be used for additional work required under the contract.
Removal and legal disposal of existing West elevation building sign and patching of precast concrete panels with grout to match.
Remove, securely store and reinstall the existing metal roof awning located on the West side of the building. Wash awning with soap and water prior to reinstallation.
Protection from damage or staining of any systems, materials, devices or structures attached to or adjacent to building 20 which may occur due to pressure washing of the building. (Including surface mounted electrical components and devices, light poles, etc.). Contractor shall provide temporary covering and/or protection on any louvers, vents, light fixtures and devices on the façade. Active vents and louvers cannot remain covered for any excessive length of time which limits their operation for the spaces within the building.
All open joints being worked upon shall not be left open to inclement weather during or after scheduled contractor work. Open joints must be protected to ensure they remain watertight prior to installation of new joint sealant.
Provide High Pressure washing and rinsing of existing building exterior after new sealant properly cures. High Pressure washing shall be per National Concrete Masonry Association Tek Bulletin 08-02A, WATER CLEANING METHOD, National Concrete Masonry Association Tek Bulletin 08-4A, WATER CLEANING, as well as the National Precast Concrete Association requirements for precast concrete panel cleaning methods. Use of abrasive or chemical cleaning methods are not to be utilized for this project. Provide necessary number of high-pressure water passes to completely remove dirt and stains from the existing precast concrete panels. Masonry Associations Tek bulletins are attached to this Scope of Work.
Provide Washing of exterior glazing of all windows with soap & water per industry standards. Making sure no runoff of dirt runs down face of previously washed concrete panels.
Wash mesh security screens with soap and water prior to reinstallation. Allow to dry prior to reinstalling screens.
Site and grounds restoration and repairs as required for the various work areas affected by man-lift placement and overall scope of the project. Topsoil, seeding and first watering as required.
1.4.1 Site Conditions, As-Built and Record Documents
Although the VA makes every effort to keep drawings current to existing conditions, changes and updates are sometimes not recorded. It is therefore the Contractor’s responsibility to perform field investigation and verify of the accuracy of the drawings with the actual conditions.
The contractor shall check existing conditions at the project site prior to bidding.
1.4.2 Quality Assurance/Quality Control Plan
The Contractor is responsible for reviewing the work done by any subcontractors that the Contractor has hired to assist with the completion of this SOW. The Contractor must provide the Government with a Quality Assurance/Quality Control (QA/QC) Plan that documents the methods, processes, procedures that are going to be implemented by the Contractor to validate the work their subcontractors perform.
1.4.3 Hazardous Materials
Hazardous material removal is NOT required for this project.
A hazardous material report is available for sampled sealant building materials and is contained in the Appendix of the Project Manual and Technical Specifications.
1.4.4 Personal Protective Equipment (PPE)
The Contractor is responsible for obtaining/providing, inspecting, and maintaining any required Personal Protective Equipment (PPE) and access equipment (lifts, scaffolding, etc...) necessary to perform services identified in this SOW.
1.5 Approach
1.5.1 General
This Scope of Work has been broken down into general requirements that are applicable to the entire contract and the specific construction effort:
General (Section 3.1) Construction (Section 3.2) The bidding Contractor(s) will have to conduct a brief pre award site survey of the campus. This will be arranged through the contracting officer and conducted as a group or individually as per the contracting officer.
1.5.2 Phasing
There are multiple construction efforts ongoing at the VAMC. Some of these construction efforts will be occurring adjacent to or within the work area of this construction effort. Proper coordination between the various construction efforts must be done to achieve positive outcomes on all efforts.
The contractor will begin the construction effort on the East side of Building #20 façade, proceeding to the West down the North and South elevations and finishing the project on the West elevation of the building. All work on West façade shall be performed on weekends only.
1.6 Site Information
1.6.1 Safety
Contractor shall pay special attention to Section 01 35 26 Safety Requirements of the Project Manual. Section 01 35 26 has been modified by the VAWNYHS to include site specific information for the Buffalo VAMC.
The Site Superintendent on this project can be designated as and perform the tasks of the Site Safety Officer (SSHO) as well as the Competent Person (CP).
All Contractor personnel working onsite at the Medical Center will be required to attend a 1 hour Buffalo VAMC site specific safety training class. This class will be held on site and will be taught by a member of the Buffalo VAMC safety office. Attendance to this class and proof of the 10 hour OSHA requirement will allow Contractor personnel to obtain a photo ID badge from the Buffalo VAMC Police. All Contractor personnel shall wear this badge above the waist at all time while on the Buffalo VAMC campus. Participation in this class is mandatory and must be done prior to the commencement of work on-site. The training and the badge will be valid for 3 years from the date of issue.
If this training has been completed previously (as evidenced by a valid Buffalo VAMC Contractor Photo ID) then no repeat training will be required until the printed expiration date. Personnel must attend the safety training class to renew an existing badge.
1.6.2 Access
Although the VAWNYHS campuses are public facilities, access to facility maintenance areas, electrical areas, mechanical areas, roof access, and certain other portions of the medical facility are restricted from the general public. Accessing these areas may require advance notice, pre-approval, and scheduling to gain entry.
All visits and access requests to the VAWNYHS under this scope of work shall be coordinated through the Contracting Officer Representative (COR).
1.6.3 Photography
Contractor shall provide narrated video and/or digital photographs w/ keyed location map as record of existing conditions of building façade (with and without mesh screens), adjacent paved roadways, concrete pads, walks, grounds and landscaped areas surrounding Building 20 to record evidence of existing conditions where work is to occur. These videos and/or photographs should identify any damage which exists that may be construed as being caused during the process of the scope of work under this project.
The Contractor shall ensure that any photographs taken do NOT include any VHA patients, members of the VHA workforce, or visitors to the VAMC facility.
