About this file

This memorandum provides infection control requirements for a nuclear medicine site preparation project at the VA Western New York Healthcare System in Buffalo, New York. Work will take place within the Sterile Processing Services area, classified as the highest risk for infection issues. Infection control measures will need to be of the highest order, including wearing approved scrubs, head coverings, and shoe covers. A minimum 6-mil plastic barrier with zipper door and sealed seams must surround the work area, with sticky mats inside and out. Negative air pressure is required throughout the project, monitored by a differential pressure sensor. The ceiling may require openings for access that must be fully repaired. Contractors must submit work and safety plans addressing ICRA concerns before starting work on June 21, 2022.

MEMORANDUM

Date: 23 Jun 2022

From: Project General Engineer, VA Western New York Healthcare System (Zachary Reisdorf)

To: Contracting Officer (Nick Winne)

Subj: ICRA Information Applicable to Sterile Processing for VA Project (528-19-108) (Nuc. Med. Site Prep.)

Ref: None

1. BACKGROUND

VA Project ID: (528-19-108) VA Project Name: Nuc. Med. Site Prep.

Facility: 528 (Buffalo VAMC) Project Location: Building 1, 3rd & 4th Floor, SPS & Nuc. Med.

Contract Number: NA

2. INFECTION CONTROL INFORMATION

The following information is applicable to the portion of work that must be performed within the Buffalo VA’s Sterile Processing Services area in support of Nuclear Medicine Site Preparation project.

Infection Control Risk Assessment Classification of work type: Type-D

Risk Group Identifier for Sterile Processing Services (SPS): Highest Risk

The above statements conclude this is invasive work by nature, in an area that is the highest risk for infection issues. This means the infection prevention measures implemented will need to be of the highest order as applicable in a VA hospital. The following describes the intent of the infection control measured required.

• All members of the contractor’s party will don the VA approved infection prevention clothing and equipment.

This includes at minimum scrubs, a head bouffant cap, shoe coverings, and may include other measures as required by the Sterile Processing Services Manager in charge.

• Plastic walls must be erected surrounding the area(s) of work. The plastic will be minimum 6mil and have a zipper door. Red Poly surface protection tape should be used to seal all seams and openings. Please use painters tape on painted surfaces, followed by the red poly tape to protect the paint from being damaged during removal.

• Once the plastic wall has been erected, a modular hardwall panel system is required to be installed within the confines of the plastic barrier surrounding the work area. This only applies if the work will surpass an 8hr threshold, no plastic barrier alone can be used for more than 8hrs.

• Sticky mats will be at the inside and outside of the zipper door, and any hard wall system

• A block glass window is the only location to permit negative air exhaust. because of this a section of the glass block will need to be removed to permit exhaust flow and replaced after completion of the work.

• Negative air will need to run for the duration of the work, monitored by a digital differential pressure sensor.

Memorandum Independent Government Cost Estimate (IGCE) for VA Project (528-19-108) (Nuc. Med. Site Prep.)

23 Jun 2022

• Any materials traveling through SPS whether to the barrier or out of the barrier will need to be on a clean cart with covering. The cart will need to be inspected before use and approved.

• The ceiling in the SPS is a hard ceiling made from steel mesh and plaster. Assume the existing access panels will not suffice and the ceiling will need to be opened and the opening fully repaired, or opened and new access doors installed.

• HEPA vacuums should be provided to clean the contractor’s themselves before leaving the barrier system, and for cleaning the space.

• Once work is completed within the infection control barrier the space will need to be cleaned to a standard acceptable by the SPS manager and the COR before removing the infection control barriers.

3. CONCLUSION AND ADDITIONAL NOTES

The Contractor’s will need to submit a work plan and safety plan specifically for the work on the 3rd floor addressing the buffalo VA’s ICRA concerns. Both plans will need to be accepted before starting work.
