About this file
This document contains an amendment to a solicitation for corrective accessibility work at the Manhattan Campus of the Veterans Affairs Medical Center in New York, New York. The amendment extends the bid opening date from June 30, 2022 to July 19, 2022 at 10:00 AM via Microsoft Teams. It also provides responses to requests for information seeking clarification on items like asbestos and lead abatement quantities, door hardware manufacturers, plumbing fixture suppliers, and signage requirements. Bidders are advised that specifications list manufacturers as basis of design only and that proposed products must meet performance standards. The opportunity aims to improve accessibility across nine toilet rooms through modifications like new interior signage, door hardware replacement, and fire sprinkler work. The total project completion time and requirements for phasing are also addressed.

The purpose of this modification is to extend the Bid Opening Date. Consequently, the Bid Opening Date has been extended from June 30, 2022, to Tuesday, July 19, 2022, at 10:00 A.M. via Microsoft Teams. Please refer to solicitation for meeting invite information.
Request for Information (RFI)
1. We need clarification for P-420 Wall hung Lav on page P-500?
R. What clarifications are you looking for exactly? The sink information is spelled out in the plumbing fixture schedule (P500) and a cut sheet of the sink bowl was included with the narrative submitted with the bid set? The sink is to be integral to the solid surface countertop in the toilet rooms #1010W, 1015W, 1038C, 1052C, 1500F and, 1500G .
Additionally, refer to detail # 9F on AE900.
2. Provide a total count for the ADA Signs
R. Are you looking for the overall total number of signs or just specific ones? All interior signages should be ADA compliant. All signage required on project have been listed on sheets AW101 through AW119 where they can be quantified and totaled by the bidders.
Be advised that the final quantity to be installed is budget dependent, as such, please refer to the priority matrix provided on the AW series sheets.
3. Spec section 02 82 11, page 1, para 1.1.2 states:
B. Encapsulation of ACM: quantities as required to fully complete all work.
C. Enclosure of ACM: quantities as required to fully complete all work.
There are no quantities listed on any drawings or neither in specs. Please provide the detailed quantities of all ACM work so that we can provide a fair and reasonable bid to the government. Usually there are separate scaled drawings issued for asbestos abatement work indicating the location of work.
R. Manhattan VAMC to provide biders with facility's LPB/ACM reports.
4. Spec section 02 83 33.13 calls for Removing and disposal of lead-based paint (LBP) at interior and locations indicated in existing conditions report. -- We did not find any existing conditions report. Also para 2.1 A states to use chemical stripper. So please advise if the contractor has to follow safe lead practices as per OSHA guidelines or this has to be treated as lead paint "abatement" project. This will have an impact on our bid price.
R. Manhattan VAMC to provide bidders with facility's LBP/ACM reports.
5. This project has a large quantity of door hardware work, but the specs or drawings do not provide information for the manufacturer's name for any of the hardware. Hardware sets lists numbers C02011/C02021, etc, don't know what these numbers are. Please provide the name of the manufacturer with item number or model number as every door hardware manufacturer's price varies.
R. Be advised, that as a federal project, the specifications submitted are VA standard (performance based) and not proprietary; any manufacturers’ systems and/or products, if they are listed in the bid documents are referenced as a basis of design only. Other manufacturers’ products and/or systems meeting the specifications performance standards provided could be submitted via the formal submittal process for review by the VA COR and A/E team during the CA phase on the project. Manhattan VAMC, at its own discretion, could share the hardware manufacturer currently in use in the facility as a basis of design. Not sure I understand what you means "...by hardware sets list numbers C0211/C02021.." Sheets #AE103-HW through AE120-HW clearly call out the hardware set in the door hardware replacement shedule using the standard VA's hardarwe nomenclature (e.g., HW-#) which also correlates with the hardware nomenclature listed in the specifications section 087100. Moreover, the project's Narrative/basis of design document, cut sheets for any specialty hardware not covered by the VA's standard hardware sets have been provided there as a basis of design only. Please refer to this document for additional information. VA to provide document to bidders
6. Dwg AE-301 indicates manufacturer of ceramic tile as Daltile, but it doesn't provide Daltile's item numbers, without these item numbers Daltile will not provide us ceramic tile prices. Also tile color selection will help to provide accurate tile pricing.
Additionally, please refer to the project Narrative/basis of design for additional information, finishes cut sheets have been provided as a basis of design in this document. VA to provide document to bidders
7. Dwg P-500 has a plumbing fixture schedule but there is no manufacturer listed for these fixtures. Please provide the name of manufacturer and model number. ( just like mechanical equipment and electrical fixture schedules )
Additionally, please refer to the project Narrative/basis of design for additional information, system cut sheets have been provided as a basis of design in this document. VA to provide document to bidders
8. Dwgs AW101 to AW118 provides tables for signage with existing room numbers, existing room name and sign type. -- Please confirm all these room signs are to be provided as new signs at each listed room.
R. All signage required on the project have been listed on sheets AW101 through AW119 where they can be quantified and totaled by the bidders. Be advised that the final quantity to be installed is budget dependent, as such, please refer to the priority matrix provided on the AW series sheets.
9. Solicitation page no.1/SF1442 states project completion time as 300 calendar days.
Amendment 0001 states ITEM IB: Interior and exterior signage as indicated on the contract that includes all labor, material, equipment, and supervision to perform the required electrical construction work on this project. Completion Time: 730 calendar days (2 Years) ---- Please confirm that the time limit for base bid is 300 calendar days and time limit for all the signage work is 730 calendar days.
R. Manhattan VAMC to address and respond to this question at a later time.
10. Drawing AD 101 demolition RCP and legend indicates removal of existing sprinkler heads, but there are no drawings for the work of new fire protection. Please issue the missing fire protection drawings for all the nine ( 9 ) toilet rooms.
R. Contractor must modify overhead fire sprinkler distribution ppiping and sprinkler head placement to provide complete overhead sprinkler coverage of rooms affected by construction. Prepare detailed working drawings that are signed by a NICET Level III or Level IV Sprinkler Technician or stamped by a Registered Professional Engineer licensed in the field of Fire Protection Engineering. As the Government review is for technical adequacy only, the installer remains responsible for correcting any conflicts with other trades and building construction that arise during installation.
Fire sprinkler modifications will be limited to spaces being remodeled. the existing overhead fire sprinkler systems in building 1 will be modified by relocating existing sprinkler heads and branch piping as necessary for changes to spaces, new ductwork and electrical equipment. Fire sprinkler coverage within each renovated space will be modified to provide ordinary hazard group I occupancies based on NFPA 13.
Modifications to active fire sprinkler systems will include coordination of fire system shut-down and drainage on each floor level of building 1 and 2 impacted by construction.
Shut down of a monitored sprinkler system will require notification of the Fire Department and a fire watch of the entire building or floor level during the entire period the sprinkler system is shut-off.
11. Project drawings indicate the work of new door hardware, please confirm that all the existing door hardware (particularly lockset and exit devices) must be removed too.
R. Please refer to Sheets AE103-HW through AE10-HW and specifications sections 087100 where the extent of the work is clearly defined including the balance of hardware to remain for each door.
12. Please confirm there is no phasing required for this project. As if there are different phases then it will have a big impact on our bid price.
R. Please refer to the specifications section 010000, in conjunction with the VA COR, the contractor shall develop a phasing plan for the project.
13. Project drawings indicate work of new interior room signage, there are almost 3,000 new interior room signs, please advise if contractor must remove all the existing signage and patch the walls or is it VA's responsibility to remove all existing interior signs and patch the wall? Also is painting required after patching the wall?
R. Contractor to remove existing signs and patch/paint as needed prior to new signage being placed.
14. Drawing AW200 indicates exterior signage work (VA Medical Center sign ) on @ 14th floor of bldg. Does the contractor have to remove the existing exterior signage and then install the new? Also please confirm boom lift or suspended scaffold will be allowed by VA.
R. Contractor to remove existing sign prior to install new. Manhattan VAMC to confirm if they will allow a boom lift or suspended scaffold.
15. Drawing AW200 table on left side indicates sign type EI09.6, EI09.7, EI09.8 and EI09.9, but the drawing only has sign type EI109.9 (VA Medical Center exterior sign) the other sign types are not shown anywhere on drawings. Please confirm sign types EI09.6, EI09.7 and EI09.8 are not required for this project.
R. Correct, only provide EI109.9.
16. Drawing AW201 indicates Option A and Option B, please confirm agency requires either option A or option B signage, accordingly contractor can include the cost in this bid price.
R. Contractor to price both options and VA to select which to move forward with.
