About this file
This document is an amendment to a solicitation for corrective accessibility work at the Manhattan Campus of the New York Harbor Healthcare System Veterans Affairs Medical Center. The amendment extends the bid opening date from July 19, 2022 to July 20, 2022 at 10:00 AM and provides responses to contractor questions. The responses clarify that the VA will provide an asbestos and lead-based paint report when available and address any issues found during construction through the change order process. Signage work is to be completed within 730 calendar days while other work must be finished within 300 calendar days. Contractors may use a boom lift or suspended scaffold for exterior signage removal and installation, upon notice to the VA of the chosen method.

3. Spec section 02 82 11, page 1, para 1.1.2 states:
B. Encapsulation of ACM: quantities as required to fully complete all work.
C. Enclosure of ACM: quantities as required to fully complete all work.
There are no quantities listed on any drawings or neither in specs. Please provide the detailed quantities of all ACM work so that we can provide a fair and reasonable bid to the government. Usually there are separate scaled drawings issued for asbestos abatement work indicating the location of work.
R. Manhattan VAMC will provide the facility's LPB/ACM report when it becomes available for publication. In the meantime, if LBP is found during the execution of the project, Manhattan VAMC will address the issue via the change order process.
4. Spec section 02 83 33.13 calls for Removing and disposal of lead-based paint (LBP) at interior and locations indicated in existing conditions report. -- We did not find any existing conditions report. Also para 2.1 A states to use chemical stripper. So please advise if the contractor has to follow safe lead practices as per OSHA guidelines or this has to be treated as lead paint "abatement" project. This will have an impact on our bid price.
R. Manhattan VAMC will provide the facility's LPB/ACM report when it becomes available for publication. In the meantime, if LBP is found during the execution of the project, Manhattan VAMC will address the issue via the change order process. Contractor shall follow OSHA guidelines at the minimum.
9. Solicitation page no.1/SF1442 states project completion time as 300 calendar days.
Amendment 0001 states ITEM IB: Interior and exterior signage as indicated on the contract that includes all labor, material, equipment, and supervision to perform the required electrical construction work on this project. Completion Time: 730 calendar days (2 Years) ---- Please confirm that the time limit for base bid is 300 calendar days and time limit for all the signage work is 730 calendar days.
R. Pease refer to the “Statement of Bid Item” published in the solicitation.
14. Drawing AW200 indicates exterior signage work (VA Medical Center sign ) on @ 14th floor of bldg. Does the contractor have to remove the existing exterior signage and then install the new? Also please confirm boom lift or suspended scaffold will be allowed by VA.
R. Contractor to remove existing sign prior to install the new signs. Manhattan VAMC will allow a boom lift or suspended scaffold. The decision to use a boom lift or suspended scaffold rests at the sole discretion of the Contractor. However, the Contractor will inform Manhattan VAMC which option it will use at the time of submittals.
