CEILING LIFT QUESTION:

Q17: The documents state “Patient Lift Track Locations (Support Structure by Contractor, Track and Lifts by VA)”. Patient lift systems provided by vendors include all structure (from deck down), track and lifts. They cannot be separated as the support structure needs to be installed by the same company providing the Lifts and tracks. All installers of this equipment need to be trained and certified by lift vendor. Can you provide some clarification on this. Thank you A17: The Stratton VA Medical Center will purchase the patients lifts, tracks, and above-ceiling supports separately with installation being performed by Guldmann. This will be considered Government Furnished Property. The prime contractor is required to coordinate with Guldmann for the above-ceiling shop drawings and other locations to ensure coordination with all other trades, and to coordinate installation times. The prime contractor is still required to coordinate and perform the electrical requirements. See attached Guldmann’s lift system plan/drawings.

In accordance with FAR part 45.201, the listing of Government furnished property is not limited to but is as follows:

(1) The lift manufacturer is Guldmann, Inc

(2) Quantity/unit of measure; Refer to the Guldmann lift system drawings (attached).

The patient lifts, lift tracks, and above-ceiling supports are all products of Guldmann, Inc.

There are 17 lifts:

Ambulance canopy: exterior model, 1100 lbs capacity Rooms E112 (2 lifts), E116: 1100 lbs capacity Rooms E105, E106, E107, E108, E113, E118, E119, E121, E122, E123, E124, E125, E151: 770 lbs capacity

(3) A statement as to whether the property is to be furnished in an "as-is" condition and instructions for physical inspection:

VA COR and the Prime contractor shall inspect what Guldmann has installed at each installation point (above-ceiling supports, tracks, lifts) for condition. Prime contractor is required to protect the government furnished materials/equipment and is responsible for any damage until Beneficial Occupancy. Recommend videotaping the inspection

(b) When Government property is offered for use in a competitive acquisition, solicitations should specify that the contractor is responsible for all costs related to making the property available for use, such as payment of all transportation, installation or rehabilitation costs:

The delivery and installation of the entire lift system and appropriate equipment will be performed by Guldmann, Inc. The prime contractor is still responsible for adhering to specification 11 73 00, coordinating the other trades involved with making the patient lifts fully functioning, protecting the equipment once it is installed, and coordinating the location of the power outlets for each unit.
