About this file
This document includes a government file related to a federal construction contract opportunity to renovate an in-patient rehabilitation unit at the Syracuse VA Medical Center.
The construction project will renovate approximately 7,200 square feet of existing space into a new 14-bed in-patient rehabilitation unit. Scope of work includes asbestos abatement, demolition, construction of private patient rooms, dining and recreation areas, and installation of medical equipment. The project will provide a state-of-the-art rehabilitation unit and serve as a contingency ward during pandemics.
The solicitation is set aside for SDVOSB certified contractors and will include requirements for Davis-Bacon wages, infection control protocols, and coordination between contractors and the medical center to minimize disruptions to facility operations during construction. The anticipated timeline targets completion within one year from NTP.

3. Corian colors being considered are Witch Hazel, Burled beach and Sonora. I wanted to let you know that unfortunately Burled Beach and Sonora are now discontinued colors. Witch Hazel is current.
VA Response: Canvas will substitute for the Burled Beach (window sills and patient room counters); Doeskin will substitute for Sonora for the (headwall detail). Colors may, however, be reselected during the submittal phase.
4. Will a full FA test be required after new devices are installed or will it just be required to test new devices added in renovation?
VA Response: FA testing of only the renovation area and any devices affected outside of the renovation area is required; a full building test is not required.
5. FA specification 28 31 00 notes overtime emergency call-back service in section 1.6 G-4. Is this required?
Overtime emergency call-back service and service for years 2 through 5 noted in specification 28 31 00 section 1.6.G are not required and shall be deleted from the project scope. See revised specification 28 31 00 section 1.6.G for revisions that include deleting verbiage related to Overtime emergency call-back service.
Specification 28 31 00 section 1.6.G.4 is deleted in its entirety:
“4. Overtime emergency call-back service shall be provided for the system when requested by the Government. The cost of the first 40 manhours per year of overtime call-back service during years 2 through 5 of this contract shall be provided under this contract. Payment for overtime emergency call-back service in excess of the 40 man hours per year requirement will be handled through separate purchase orders. The method of calculating overtime emergency call-back hours is based on actual time spent on site and does not include travel time.”
Specification 28 31 00 section 1.6.G.3 refers to normal emergency call-back service for years 2 through 5. Delete the following from this section: “Service performed during all other times shall be considered to be overtime emergency call back service. The cost of all normal emergency call-back service for years 2 through 5 shall be included in the cost of this contract.”
6. During the onsite walk through today 5-12-2021 the conduits for panel’s 5A-C and E5A-B may not need to be Demoed as shown. Please clarify what is to be done with these conduits. Should we leave in place for future use? E-601 Notes 4 and 5.
VA Response: Conduits shall be demoed back to the 1st floor as shown. Conduits travel into the stairwell at the 4th floor; conduits in stairwells violates Life Safety Code. Conduits shall be removed as noted and all penetrations shall be patched to match adjacent finishes.
7. On drawing E-503 detail 4 (MATV). Please clarify who are approved MATV vendors.
VA Response: The VA uses Blonder Tongue Laboratories amplifiers, splitters, etc. on MATV installations. Drawing AS-700 notes LG healthcare TVs for use.
8. Since this will be a renovation, will the unit be completely gutted allowing access to all rooms? Or will there be different phases?
VA Response: See drawings, specifications and SOW for all work required. Renovation is one construction phase.
9. Will all 14 ceiling lifts have a lifting capacity of 600 lbs.?
VA Response: No. See specifications and drawings including AS-700 for requirements. The bariatric room requires a system with a 1000 lb lifting capacity.
10. Will union labor be required?
VA Response: All contractors are required to meet Davis Bacon requirements.
11. Will prevailing wage and certified payroll be required?
VA Response: All contractors are required to meet Davis Bacon requirements and to submit certified payroll.

VA Response: Yes, but shipments must be coordinated with the VA at least 1 week in advance and cannot interfere with any of the VA’s incoming deliveries. Monday, Wednesday and Friday are the busiest for VA deliveries. Contractors are required to be onsite to receive their shipments. The VA is not responsible for any damaged or missing shipments.
13. Will on-site storage be available or will there be space for drop trailer/Conex container?
VA Response: Refer to specification 01 00 00. Storage of materials must be coordinated with the Prime GC and is limited to the renovation area. No other on-site storage is available.
14. Will our installers be required to attend a safety orientation prior to beginning work?
VA Response: All contractors are required to follow VA safety protocol and must review VA safety documentation and the site-specific project safety plan prior to beginning work. VA safety training may be provided intermittently throughout the construction phase.
15. Will a schedule of values be required?
VA Response: The SDVOSB certified Prime GC that is awarded the construction contract is required to provide a schedule of values.
16. Will ICRA be provided by GC? Our ICRA is plastic and sticky mats.
VA Response: All contractors are required to follow all VA infection control and safety requirements. Coordinate with the Prime GC.

VA Response: Pre-bid site visits were offered on 5/12/21 and 5/13/21. These dates were noted in the solicitation on sam.gov. Sign in sheets are included.
19. Please be advised that Arjo does not have BIM capabilities.
VA Response: Contractors are required to provide all required design/submittal related documents for VA approval including BIM when requested.
20. Arjo does not have a wireless remote.
VA Response: Acknowledged.
21. We see that bonds will be required, is that for the awarded GC to provide or is that for subcontractors as well.
VA Response: Refer to the solicitation as this is a SDVOSB set-aside so only Prime General Contractors that are SDVOSB certified can submit a bid.
22. Can you clarify if the constant volume Trox boxes (CVx) are to be controlled via the DDC or will they be standalone. On M-801, it lists a control diagram and a sequence for the CV boxes but no points on the points list and the specifications only mention DDC control on the VAV boxes (spec 233600) VA Response:
Alter the Bid Documents as follows:
All Air Flow Control Devices (CVS & CVE) are stand-alone, thus no connection to the Direct Digital Control system.
Add a constant volume air flow control Device (CVE) between the two-position isolation damper (3-D-x) and the exhaust grill to the following rooms:
A521 - add a 3-CVE-2 A523 - add a 3-CVE-4 A524 - add a 3-CVE-4 A526 - add a 3-CVE-3 A527 - add a 3-CVE-2 A538 - add a 3-CVE-2 A539 - add a 3-CVE-2 A540 - add a 3-CVE-2 A541 - add a 3-CVE-2 A542 - add a 3-CVE-2 A543 - add a 3-CVE-2 A544 - add a 3-CVE-2

Contractor shall install meters at Contractor's expense and furnish the Medical Center a monthly record of the Contractor's usage of…” Are we interpreting this correctly that the VA will back charge the contractor for utility usage?
VA Response: See specification 01 00 00 section 1.22.E for instances that a Contractor will be required to meter their usage and be back charged for that usage.
24. Section 01 32 16.15, 1.4 Computer Produced Schedules “The COR shall identify the five different report formats that the contractor shall provide.” Please advise which 5 formats will be required?

VA Response: All existing cabinetry is to be removed and disposed of. New cabinetry shall be provided as per the specifications and drawings.
26. With the bid date extended, what is the new RFI cutoff date?
VA Response: RFI period has closed; RFI due date was not extended.
27. What is the project timeline/start date?
VA Response: See revised SOW for approximate timeline.
28. Drawing AD-101, many rooms have demo notes R5 (remove ACT system) and R14 (remove metal ceiling system). Are there two ceilings in all of these rooms? Please advise.
VA Response: Ceilings throughout the area mostly consist of acoustical ceilings and radiant panels. Minimal ceiling areas have a metal spine ceiling system including, but not limited to, HK A512, Toilet A513, Clean Utility A536 and Storage A538.
29. What is the existing wall height from floor to deck?
VA Response: Floor to deck is approximately 12’-7 ¼”.

VA Response: AD-100 is showing general reflected ceiling plans for the 4th floor A Wing (4A) for informational purposes only. Ceilings and ceiling devices are only required to be removed and reinstalled as required to support the plumbing removals/installation and any other work required. The “general area” hatch note on AD-100 states that additional ceiling may need to be removed and reinstalled as required for plumbing access. Also, see RFI question and response #31.
31. What phasing should we expect for the 4th-floor work? Can we go in and remove all ceiling panels needed for the piping work and leave them out for the duration of the work? Please advise.
VA Response: See revised SOW. The 4th floor A Wing is an active respiratory/sleep lab area. All work must be coordinated with the Prime GC, affected subcontractors and the VA. Work is required to be completed within the timeframes noted in the SOW and rooms are not available concurrently.
32. Can a trash chute be set up in a window on the fifth floor for debris removal or will all debris have to be hand-carried down the stairs?
VA Response: A trash chute is not a feasible option. Refer to specifications; service elevators in Building 1 may be used for debris transport provided that all VA required infection control and safety protocol is followed and that patient transport/use is given priority when required.
33. Are there any alternates or unit prices on this project?
VA Response: Refer to the solicitation and SOW for bid requirements. This is a SDVOSB set-aside so only Prime General Contractors that are SDVOSB certified can submit a bid.
