RFI Answers for Solicitation 3C24221B0005 Project: 528A7-18-739 Renovate 8th Floor CLC Answered By: Emery P. Gasparek Jr Date: 12-2-20

1. What is the contract duration for this project inclusive of phases 1, 2, 3A, 3B, and 4 per drawing G-003 Phasing Plan? 515 calendar days. 90 for submittals, 60 asbestos abatement and 365 for construction Can any of the phases be completed concurrently or is it required to be sequential with completion of Phase 1 required before beginning Phase 2, 2 before 3A, 3A before 3B, 3B before 4? No, contractor is required to work the phases as planned. VA needs to maintain the required minimum beds on the floor. Upon contractor completion of an individual phase and government acceptance of that Phase for beneficial occupancy, the government shall release the next Phase to the contractor. Contractor shall not start a Phase until directed to do so by the government. The VA has determined that each Phase is critical and requires beneficial occupancy prior to contractor starting the next phase. Accordingly, it is a requirement that each Phase be completed and approved for beneficial occupancy by the government prior to contractor beginning the next phase. VA will provide approval of a Phase or provide notice of its non-approval within 10 business days. The VA will provide direction to move onto the next day within 4 business days of its approval of a phase.

See Revised G-003 Drawing with Bed Count summary.

1. Will NTP be issued once all submittals are approved, or will contract duration also include the submittal period? ? NTP will be issued and you will have 90 for submittals, 60 asbestos abatement and 365 for construction total 515 calendar days.

1. Page 49 of 49 in the solicitation references Liquidated Damages of $3,394 per calendar day of delay. Are there really LDs on this project, and if so, how was this LD amount calculated? See Revised G-003 Drawing with Bed Count summary. THIS requirement has been removed HOWEVER .

1. Who is the existing fire alarm manufacturer? Edwards is MFG, Red Hawk service.

1. Who is the existing nurse call manufacturer? Westcall.

1. I have a question on drawing M-001 under Project General Notes, see attached, it states the Mechanical Contractor shall perform service and repair on the existing equipment. Is there a list of the equipment that needs repair or service? There are no repairs or service on equipment other than what is specifically called out for on the drawings and specifications.

1. On the demolition drawings it shows removing duct branch lines back to the mains and the HWS&R and CHS&R branch lines back to the mains. Does the insulation on the mains, duct and piping, get removed and replaced or does it just get repaired? In general, the mains do not get re-insulated. All new connection points coming off of existing mains do get repaired and insulated at the connection point.

1. Please provide room location and total count for the new lift, as well as the locations for the pre-existing lift systems. While Drawings S-200 & S-108 show the lifts, the first drawing says see Arch drawings for locations, yet also points to L1 as the lifts. Need to understand whether L1 in this sheet refer to the new lift systems and not pre-existing ones. Contractors are required to review Contract Drawings to determine the required number of new patient lifts. Note L1 on S-108 does reference the rooms that are to receive new lifts. Architectural reflected ceiling plans (A-308A, A-308B, A-308C) can also be referenced when looking at General Keynotes 01 and 02 on those pages to determine which rooms have reinstallation of salvaged patient lifts and which ones receive new ceiling mounted patient lifts.

1. Alternate #1 states the scope of work for certain rooms involves only mechanical work. I cannot find room A823 and how does this alternate pertain to the door/frames & hardware? Note: A823 is mentioned three times in the drawing set (See 1/A402 & E-701). Is A823 another name for the MECH 1 space labeled MS1 that is connected to the A822 Equipment room or is there another explanation? A823 is reference to an additional patient room that used to be in the plan before the Equipment A822 was added. Patient room A823 is no longer in the plans. Regarding the alternate that A823 was mentioned in, the intent of the alternate is to upgrade only the HVAC systems in patient rooms where the existing walls are to remain. This can also be determined by which rooms are denoted to have salvaged patient lifts to be reinstalled (A819, A826, A828, A835, A837, A841, A847, A846, A842, C842, C839, C837, C831, C827, C804, C807, C809). The room numbers provided here should be referenced for this alternate in-lieu of the original numbers provided.

1. Some of the documents make mention of STC rated walls and/or STC rated doors & frames. The door schedule on plan page A-601 does not appear to designate any units to have STC ratings? Please clarify if they are required and for which openings? Please see Specifications, Hollow Door Frames are called out. Review Drawings where new Doors are to be installed.

1. Can equal hardware products be substituted for all of the Sargent brand items listed in the hardware sets? (i.e. the locksets, exit devices, closers) The spec. says they are the “Basis of Design” for this job. The existing hardware that remains is Sargent Brand. All substitutes have to meet the drawings and specifications 100%. Contractor will be required absorb any issues or costs associated to hardware that does not fit.

1. Ref. A-601 Door Schedule, are the doors really supposed to be 2” thick? No 1 ¾” all doors.

1. Existing bathrooms that remain are presently wired into the Johnson Control panels, do the new bathrooms require to be wired into these panels as well? Yes, all existing and new bathrooms need to be wired into the new Control System. See Specifications. See updated drawing M-701.

1. Do the Chilled beams require a Discharge Air Sensor? Yes, all chilled Beams and VAV Boxes require a Discharge Air Sensor wired into the digital controls system. See update drawing M-701.

1. Opening B814.1 calls for it to be LC/GS which by the elevation shows an Access Panel, but it calls for the size to 2’0” x 7’0” x 2” Thick. Is that correct? No. 2’0” x 7’0” x 1 3/4”. Per the designations and the elevations on A-601 that door is a 90 minute rated steel door for the laundry chute. It is small in size, but it is to be a swing door similar to what is utilized throughout the building for the laundry chute. It is not an access panel.

1. Also, the door schedule call for all doors to be 2” the standard is 1 ¾” 1/3/4” is Correct.

1. Question/RFI: What controls and sequence is needed for the new Flat Wall Radiation (WR) panels listed on the schedule on M-602? Are new controls to be installed on the existing Flat Wall Radiation (WR) panels shown as “XR/WR” on sheets M-208A and M-208C?

Response: Use the detail below for the control sequence of the new and existing Flat Wall Radiation (WR) panels. Provide new wiring, space temperature sensors, valves, and valve actuators for all new Flat Wall Radiation (WR) panels. There are 16 existing Flat Wall Radiation (WR) panels, eight (8) on drawing M-208A and eight (8) on drawing M-208C, indicated by abbreviation “XR/WR”. Existing (“XR/WR”) shall have new space temperature sensors, valve actuators, and wiring. Contractor may re-use existing hot water control valve on existing Wall Radiation panels. Control points for new and existing Flat Wall Radiation (WR) panels shall include Space Temperature (AI) and Hot Water Valve Control (AO). Include trending for both points and alarm for space temperature. All abandoned control wiring and raceways shall be removed, back to, and including their controllers located on the 8th floors of Shaft 1, shown as “Mech 1” on drawing M-208A, Shaft 2, shown as “Mech 2” on drawing M-208B, and Shaft 4, shown as “Mech 4” on drawing M-208C.
