About this file
This document contains requests for information (RFIs) related to federal contract opportunity 36C24220B0061 for project 561-18-130 to improve information technology site infrastructure at the East Orange Veterans Affairs Medical Center. The RFIs seek clarification on existing infrastructure conditions like conduit and pull box capacity, request information on security escort procedures and patch panel configurations, and ask for specifications on fiber optic cable installation and testing requirements. Responses are needed to address conflicts between drawings and specifications, determine appropriate equipment, and understand responsibilities for providing materials like splice boxes and patch cords.

Drawing TK606 shows us running all new fiber cables vertically in Building 01 in two existing 4” conduit: Are these two existing vertical 4” conduits currently empty? If they are not empty, please identify the cables that they contain.
These drawings are based on best available info, contractor to verify all existing conditions.
Drawing TK606 shows us running all new fiber cables vertically in Building 01 in two existing 4” conduit: For example, on the 2nd floor, in IT Room 2-400, we need to install 52 armor-clad fiber optic cables below the pull/junction box. Since pulling the armor-clab cable in conduit more restrictive than normally sheathed cable, using 40% conduit fill will not be achievable and we will need more than the two 4” conduit to run these fibers.
Please advise how you expect us to install the additional armored cables that do not fit in these two 4” conduits.
These drawings are based on best available info, contractor to verify all existing conditions. Armored cable may run outside conduit, but must be confirmed with COR.
Drawings TK606 shows us running all new fiber cables vertically in Building 01 in two existing 4” conduit: Are the existing pull boxes on these conduit risers adequate for the bends for the fiber optic cables we are installing?
These boxes are based on best available info, contractor to verify all existing conditions, these boxes are at least 36X36, contractor to confirm.
Please identify if we are removing any existing fiber or copper cable under this project?
Provide per the bid documment
IT Closet Security: In the past, the VA has required escorts for security / HIPAA concerns when entering IT Rooms. On this project, we will be working in multiple IT Rooms simultaneously for weeks and months at a time. Has the VA planned on providing adequate escorts for the work to be performed efficiently, or will our workers be given security authorization to work, un-escorted, in the IT Rooms, or is there some other method planned for the extended work inside the IT Rooms?
The escort need to be coordinated with the COR.
On Drawings TK502 and TK606 there is no Patch Panel shown for Building 2. Where do we land the two fiber cables from Building 2?
See drawing 02TK101 for more info.
Spec Section 27 15 00-2.2F asks for 50% spares on the patch panels, but the 24 port patch panels shown for most closets on TK502 to accommodate the 12 strand OM4 and the 6 strand OS2 fibers will not provide the space for 50% spares. Please identify how to address this conflict between the drawings and the specs.
(Note: If you choose not to respond to this question, we will follow the drawings exactly and provide the 24 port patch panels where shown)
Provide fiber optic patch panels per drawings, but the minimum shall be 24 port.
What work is required beyond the landing of the fiber optic cables onto the patch panels?
Testing, certifications and all other requirements as specified.
Is the contractor required to provide the VA with patch cords? If so, what length patch cords should we provide?
See section 27 15 00 item 2.4
Drawing TK605 shows a line diagram for the backbone from Building 1 MCR to outer buildings. Is the fiber to be spliced?
VA prefer that NO fiber splice will be allowed.
What type of splice box is required? See 8 above
Will splicing be done in junction box or IDF? See 8 above
If junction box who will be supplying or are they existing? Any juction boxes needed to pull the fiber shall be the responsibility of the contractor
The floor specification (238123) indicates an 18”, 21” and 24”, all adjustable +/- 1.5inches. Please advise which length is required.
Provide with 18" equipment stand. See drawing M- 401 for more info
