7. If tax-exempt, will the VA be issuing a tax-exempt certificate for use by the Prime Contractor and subs?

-No

8. There are no specifics on the drawings regarding lead paint abatement, i.e. locations, quantities, etc. Please provide specifics such as locations of abatement, quantities of abatement, etc.

- Drawing HA102 has been provided to inform the contractor of presence and known locations of lead paint within project boundary. Intent is not to abate areas of lead paint. All work requiring grinding, cutting, etc., to be performed in a safe manner per the contractor’s means and methods and the guidelines set forth by the Occupational Safety and Health Administration for lead: • Step 1: Determine if the Job Involves Lead-Based Paint. • Step 2: Set It Up Safely. • Step 3: Protect Yourself. • Step 4: Minimize the Dust. • Step 5: Leave the Work Area Clean. • Step 6: Control the Waste. • Step 7: Verify Work Completion with the Cleaning.

9. Drawing S-001 calls for structural steel inspection, then continues to specify visual inspection of all welds, 10% of primary connection fillet welds get mag particle, and 100% get UT. There are different and more stringent specs called out in 01 45 29 for testing requirements. Which will be used to govern testing of concrete and steel?

- More stringent requirements between drawings and specs shall be followed.

10. If steel is to be UT inspected, should it be inspected before galvanization and at the shop? Field UT of galvanized steel is not recommended.

- Shop or field UT testing is acceptable.

11. Spec section 23 05 11 uses the terms “Coordination/Shop Drawings”, but our understand of these two are very different. We interpret Coordination Drawings as those BIM or CAD drawings issued to ensure no interference/clashes between systems, whereas Shop Drawings are from the OEM. Please advise which drawings the VA is expecting.

- Coordination drawings are submittal drawings (CAD or BIM) to be reviewed to assure disciplines have been coordinated and maintenance/access has been shown. Shop drawings (i.e. fabrication, erection drawings) are submittal drawings (CAD or BIM) to be reviewed to assure construction standards are being met. Both are required per the specs.

12. If Coordination Drawings are required, the Level of Development (LOD) must be specified so the deliverables are known.

- Refer to spec section 23 05 11, Part 1.4.J.

13. If Coordination Drawings are required, what trades are expected to show up on these?

- Refer to spec section 23 05 11, Part 1.4.J.

14. Steel demo on SD103 is unclear as to what remains. It appears everything is demoed except the existing W8x31 column. Please confirm.

16. Section 09 91 00 indicates galvanized steel and mechanical insulation get painted, but later in the section gives contradictory language. Please confirm the painting scope.

- Galvanized steel not to be painted. Condenser water piping to be painted per ASME13.1. Floor is to be painted (color per VA). Housekeeping pads are to be painted "safety" yellow. Existing painted steel I-beams to be touched up at locations of demolished and new pipe/equipment supports to match existing color.

17. Is the GC expected to directly contract with the third party CIH or can this come from the abatement contractors’ staff?

- The project monitoring firm and air monitoring firms/laboratories must be independent of the asbestos abatement contractor per industrial Code rule section 56-4.3.

18. How many and at what locations are Cooling Tower spring isolators required?

- Please see sheet note 7 on drawing MQ102.

19. Insulation specs 230711-1 specifically call for re-insulation after Asbestos abatement. No drawings indicate removal of insulation due to asbestos abatement. Please confirm that this does not apply.

-There was no asbestos pipe and/or equipment insulation referenced in my report. Therefore, there shouldn’t be any planned abatement of pipe and/or equipment insulation at this time.

20. Specifications are not clear on whether jacketing is used on Chiller plant indoors. Was there Aluminum or PVC Jacketing on piping to be demolished?

- Provide color coated PVC jacketing per ASME A13.1 for chilled water piping. No known Aluminum or PVC Jacketing on piping to be demolished.

21. Spec 23 07 11, Part 1.1, Paragraph A, Item 2 calls for reinsulation of HVAC piping, duct, etc. after abatement of asbestos. There are no pipe abatement specs given. Also, there is no pipe, equipment or duct insulation asbestos abatement scope shown on the drawings. Please clarify what the spec refers to. If there is insulation asbestos abatement please provide a clear scope and quantities.

- There was no asbestos pipe and/or equipment insulation referenced in our report. Therefore, there shouldn’t be any planned abatement of pipe and/or equipment insulation at this time.

22. The drawing M501 #3.4 says the chilled water piping about 6” can only be welded joints. But the spec 23 21 13 says the chilled water piping 2” and above can either be welded or grooved. Which of these is correct?

- Chilled water piping 6" and above, shall be welded only.

23. The mechanical details do not show a triple duty valve on the pump discharge, but the hydronic piping specs call for one at 23 21 13, 2.1, G,1. Please clarify. From experience, these are several thousand dollars and there are nine of them. All nine will cost several tens of thousands of dollars.

-Triple duty valves not required or recommended.

24. Reference: Contract Specification Section 02 82 13.21 Roof Asbestos Abatement (Note: Documents Contain two such sections the first is 4 pages long) Subject: Extent of Contractor Responsibilities Not Clear – Asbestos Abatement Monitoring, Testing & Inspection The specifications for the Roof Asbestos Abatement are confusing regarding the extent professional monitoring, testing and inspection required of the bidder as the specification seems to imply that the owner and the contractor are required to perform similar services (refer to sect 02 82 13.21 para 2.3 and elsewhere). Please clarify.

-The contractor has a responsibility to monitor his own employees’ exposure to hazardous materials under 29 CFR 1910.120. New York State does not regulate electricians but requires local jurisdictions to issue their own electrical licenses. Since the project lies within the jurisdiction of Duchess County, please confirm that the electrical work can be overseen by firm that has an electrical license issued by Duchess County.

-Yes, it can be performed by licensed Duchess County.

63. The mechanical insulation spec (23 07 11) calls for Cellular Glass (foam glass) insulation for the chilled water piping in the chiller plant and also on the fittings. The cost for this insulation is at least quadruple the of the industry standard mineral fiber (fiber glass). The reason I bring this up is because we expect this alone will put the project over the listed Magnitude of Construction and likely be over the VA’s budget. From the Insulation Schedule it appears mineral fiber is acceptable insulation in Chilled Water piping, but inside the Chiller Plant it changes to foam glass insulation.

-Per spec table, mineral wool and cellular glass acceptable.

64. There are points in the control system for pipe heat tracing, but tracing isn’t called out anywhere else. We would expect to see heat trace called out for Condenser Water piping. Please Clarify.

-Currently there is no heat tracing required for the chilled or condenser water piping. Provisions within the design allow for the addition of heat tracing and basin heating in the future. The requirement of identifying points in the control system is to allow for the future installation of the system without expansion of current modules.

65. The plans call for foam glass insulation, wrapped in aluminum for indoor piping. Typically this would be done with foam glass and pvc fittings indoor. There is a significant delta in cost to go with the aluminum, and if that is what’s required, we can put it in, I just wanted to make you aware. We wouldn’t need a bid extension, but a clarification illustrating either that it’s required, or not would be helpful.

-Per spec table, mineral wool and cellular glass acceptable. Color-coated PVC jacketing required on all chilled water piping. Provide color coated PVC jacketing per ASME A13.1 for chilled water piping. No known Aluminum or PVC Jacketing on piping to be demolished.

66. The scheduled material for the CHW piping in the chiller room calls for cellular glass as per attached specification 23 07 11 page 23, but also refers to mineral fiber for above ground piping. There is no reference to jacketing on the cellular glass for indoor above ground conditions, only underground as per attached specification 23 07 11 E. Please advise if mineral fiber is acceptable for CHW piping in the chiller room or advise what jacket is required for cellular glass for interior conditions.

67. Do GC and GCR refer to the condenser water piping system as the water temperature does not match up? Please advise if condenser water requires insulation and what material is required.

-Per drawing M-001, GC and GCR refer to "chilled glycol-water" and are not being used. There is no insulation for the condenser water. There is no insulation for the condenser water.

68. Domestic water heater and unit heaters are shown on the floor plans, but it’s not clear what will be controlling it. Domestic water heater and unit heaters are assumed to be standalone unit and excluded from controls scope. Please confirm.

-Stand-alone domestic water heater is excluded from controls spec. Unit heaters are existing to remain and to be interfaced and controlled as identified on Drawing M803, ventilation heating.

69. Chemical control panel in chiller room is assumed to be packaged and controls will only interface it with DDC. Please confirm.

-Confirmed.

70. Ref. page 19 of spec section 23 09 23 DIRECT-DIGITAL CONTROL SYSTEM FOR HVAC: per paragraph 230923-2.5.A.7, controllers provided need to be with display and keypad however solution asked in specification is based on Tridium’s NIAGARA which does not come with this feature. Please find below snapshot for your ready reference. Assumed to provide Tridium’s NIAGARA controllers without display and controller. Please confirm.

-Per specification Section 23 09 23-1.1.C.4 & 2.3 all communication and controllers are to be native BACnet capable. Paragraph 1.1.B identifies that the new chiller plant will report to the existing Tridium control system but does not exclude the use of gateways or translators between the chiller plant optimization controllers and existing central BMS. The chiller plant optimization controllers would include the local keypad. VA to confirm if remote operator interface laptops may be used in place of the local keypads.
