About this file
This document contains a request for information (RFI) response related to a federal contract opportunity to upgrade bathrooms and drinking fountains at the VA New Jersey Health Care System East Orange Campus.
The RFI response provides answers to twenty-eight questions from contractors regarding clarification of requirements for renovating bathrooms in Buildings 1, 5 and 18 and replacing electric water coolers in Building 1. Key details addressed include confirming that conduit must be recessed in finished spaces, clarifying the scope of asbestos abatement and quantities involved, defining quality control roles, and specifying temporary barrier wall and infection control requirements. The response also identifies the fire alarm vendor and notes the roof is currently unwarranted. The related federal contract opportunity has an estimated value between $500,000 and $1,000,000, is set aside for Service-Disabled Veteran Owned Small Businesses, and requires work to be completed within 350 calendar days of notice to proceed.

RFI’s
1) Drawings and specifications indicate that all conduit located in finished spaces shall be recessed.
We interpret this to mean that the block walls in the bathrooms will need to be channeled to allow for the recessed conduit to be finished per architectural drawings. Are we correct in this understanding? Yes, this is correct.
2) Bid sheet indicates item II for all electrical work and item III for all mechanical work. Please confirm that all other work of asbestos abatement, plumbing, fire suppression shall be included in item I/General Construction. Specification Section 01 00 00 General Requirements will be revised to include separate bids/contracts for Plumbing, Fire Suppression and Asbestos Abatements. Addendum No. 01 will be issued to reflect these changes.
3) Spec sec 02 82 13.13 page 1 indicates quantities of ACM pipe, insulation and fittings. Drawing H103 bldg 1 core abatement plumbing plan indicates ‘asbestos containing pipe (riser) insulation at floors A,1,2,3,4,5,6,7,8,910,11,12 and 13. --- Please clarify if the quantity of 300 LF of pipe as mentioned in spec section is applicable at all of these floor locations? Use quantity as specified in Paragraph 1.1.2 Extent of Work for bidding purposes. Are all these pipes inside a pipe chase which is easily accessible with a 3’ x 7’ door opening? Or will contractor has to breakdown the chase wall construction at each floor? Please clarify as this may have big impact on the cost.
Refer to Demolition drawings AD103A thru AD103B. These provide photographs of the existing conditions.
4) Spec section 01 45 00 has extensive specs for quality control and CQC personnel requirements particularly paras 3.4 A, B, C, D and E. -- Please confirm our site supervisor can simultaneously perform the duties of CQC personnel’s and there is no need to hire a separate individual. Follow requirements as indicated in Paragraph 3.4, B. Project Superintendent may be CQC manager, but must have credentials required.
5) Drawing H100 has a legend, but floor plan details 1 to 6 states ‘No asbestos identified’. Please confirm there is no work of asbestos abatement on this drawing/toilet rooms. Correct. Based on ACM testing prior to construction, no asbestos has been identified.
6) Drawing H101 has a legend, on floor plan details 1 to 3 it states ‘AWC’ only. Please confirm there is no other work of asbestos abatement on this drawing/toilet rooms? Correct. Based on ACM testing prior to construction, only window caulk has asbestos.
7) Drawing H102 has a legend, but floor plan details 1 to 3 states ‘No asbestos identified’. Please confirm there is no work of asbestos abatement on this drawing/toilet rooms. Correct. Based on ACM testing prior to construction, no asbestos has been identified.

8) Drawing H103 Questions:
Detail 1: It states No asbestos identified, but then what does the dotted rectangle symbol indicates? Dotted rectangle is the existing drinking fountain to be removed.
Detail 2: It states No asbestos identified, but then it indicates 5 asbestos containing pipe (riser) insulation. Please clarify. Piping shown contains asbestos insulation.
Detail 3: It states No asbestos identified, but then what does the dotted rectangle symbol indicates? Dotted rectangle is the existing drinking fountain to be removed.
Details 1, 2 and 3: indicates diagonal hatches, is this a work of asbestos abatement of floor tiles?
Please clarify in detail. Also if in case this is the work of asbestos abatement of floor tiles then please provide the total quantity for this project and include it in the spec section 02 82 13.13 on page 1 along with the quantities of ACM pipe insulation and fittings. Hatched areas on these drawings indicate which floors have had ACM mastic identified in the tile floor. Floors are not intended to be removed. ACM has been identified for informational purposes only.
9) All VA bids provide quantities of all the items of asbestos abatement in the spec section. Is this a question?
10) Floor finish plans, floor preparation note no.1 states products shall be used for mastic abatement… --- Please clarify is this asbestos abatement for mastic removal. If it is then provide a total quantity for this asbestos abatement of mastic. These notes were included in the event that asbestos mastic is present. Coordinate with asbestos drawings (‘H’ drawings).
11) Is any work of DDC controls required for mechanical work? Yes, where new exhaust fans added.
12) Please confirm toilet rooms in bldgs. 1, 5 and 18 can be done at same time. Refer to sheet GI002. In Building 18, toilets 18-144 and 18-157 may NOT be under construction at the same time.
13) Drawing GI002 construction timeline/schedule states 90 days for bldg. 1 and 18 and 30 days for bldg. 5. -- are these calendar days? Yes. If so, then why such a short duration? The total time limit for this project is 350 calendar days. Calendar days for construction requested by VA COR to get projects completed in a timely manner.
14) Is Building 18 just one story with slab on grade? Yes. Will Contractor will have to consider all cutting, patching, excavation and backfill for the drainage work. Yes.

24) Infection control plan, description of required infection control precautions for class IV, note # 2 states ‘complete all critical barriers i.e. GWB, plastic to seal area from nonwork area OR implement control cube method ( cart w/plastic covering…. ) --- does this mean that in lieu of temporary construction barrier/wall type B contractor can use this cart w/plastic. Please clarify.
Wall barriers are required as shown on drawings. Mobile cart is NOT a substitute.
25) Drawing GI304 floor plan keynote no.1B states temp wall shall be constructed of 60 MIL fire retardant polyethylene sheeting with zipper entrance. --- Please confirm this 60 mil poly is correct and not 6 mil, as 60 mil is a lot expensive. 6 mil in lieu of 60 mil fire retardant, reinforced sheeting will be used. Addendum No. 01 will be issued to reflect change.
26) Demo floor plans note no.1 states to remove exist gypsum wall board on ‘area of work’ side only. Remove finishes and related assemblies. ---- Please clarify if these walls have existing ceramic tiles and if yes what is the height of these ceramic tiles?
