RFI Responses to Questions 1 – 49

Q1. Can you verify the thickness of the existing roof system? Has there been a core test taken of the roof? This information is important to the contractor because it directly impacts the overall price of the project, by influencing labor cost, number of dumpsters, and overall project duration time.

A1. – Core samples are optional, by contractor, prior to placing bid ;The VA hasn’t done a core sample and the bidders should estimate the thickness dimensions of the existing roofs. The contractors also have the option of doing core samples. This should be arranged, via Email with Mr. Ernie Monteleone; Facility Manager – Ernie.Monteleone@va.gov to take core samples prior to the bid due date.

Q2. ‐Will a material and equipment staging area be allotted to the contractor for the entire duration of this project?

A2. - Yes

Q3. -Will the contractor be able to utilize interior roof access to access each roof?

A3. –Yes

Q4. -Will the VA reuse the existing gravel? If so, will the contractor be able to stage the gravel on site for the VA to reuse?

A4. – No, Remove from site

Q5. ‐During the site visit we noticed that most of the stone coping was in great condition, but only needs the joints resealed and re-waterproofed. The existing caulking within the joints is dry-rotted and needs to be replaced. The temporary removal of the stone coping is not necessary because the finished roof system termination does not involve the coping cap. However, if the VA still feels damaged coping needs to be replaced, can the VA provide a contingency for cap that will be replaced, or provide the contractor a percentage amount to figure within their price??

A5. – All building coping stones shall not be removed, minus railing area of building 87. All the coping stones shall be cleaned, re-caulked and all cracked coping stones shall be repaired in place.

Q6.- The tile coping cap on building 88 has been installed on the top of the parapets using mortar, the tile will break once the contractor attempts to remove it from the walls. Due to the type of roof system being installed, it is not necessary to have the tile coping removed, as it is not a part of the roof system termination up the wall. However, if the VA still feels the tile shall be removed and re-installed, can the VA include a contingency for broke tile or a percentage amount we should figure within our pricing?

A6.- Building 88 coping caps shall not be removed. All the coping stones shall be cleaned and re-caulked and all cracked coping stones shall be repaired in place

Q7.- Detail A/A-501 for Coping Stone Shows Coping Stone different than the Majority of coping Stones. The Majority of Existing Coping Stones are 48"L X 14.5" W X 10.5" Ht. where in the Detail it is Approx. 2" thick. Detail Calls to Remove then Reinstall /Replace ( As required) all Coping Stones to ENSURE Termination. Is this correct?

A7.- All building coping stones shall not be removed, minus railing area of building 87. All the coping stones shall be cleaned, re-caulked and all cracked coping stones shall be repaired in place.

Q8. - Drawing G-002 /Note-2 Calls " Consider all Roofing System Removal is to be TREATED as ACM" Kindly confirm.

A8.- Confirmed

Q9. - Kindly Specify Location and Size of Staging Area for Each Building.

A9. – Bld 65 West side of building on concrete/asphalt roadway Bld 85 West side exterior wall on grass Bld 86 East side exterior wall on grass Bld 87 South end wall on grass/concrete Bld 88 North East side of building on concrete/asphalt

Q10. - Kindly Clarify if Side-walk shed is to be at Either Entrances of buildings or around Building perimeter where ever applies.

A10. – Temp bridging/scaffolding shall be installed walkways, entrances and exits.

Q11. - It is found that parapets has a lot of conduits attached, in addition to others loose, please advice regarding the required scope of work, and if there is determination by VA-Engineer for a fixed ALLOWANCE for that purpose.

A11. – No. Contractors responsibility to remove and reinstall any and all necessary obstructions, to remove old roofing and install the new roofing systems.

Q12. -Kindly provide Existing Structural ROOF Slab drawings.

A12. –Core samples are optional, by contractor, prior to placing bid.

Q13. - Is Contractor to provide Pipe-Scaffold?

A13. – Yes

Q14. - Completion time of 180 calendar days seems very less. Can agency increase this time limit?

A14. – Completion time of 360

Q15. Please confirm this is not a phased project, contractor can simultaneously work on all the 5 buildings.

A15. – This is a phased project. One roof shall be worked on at a time and completed prior to moving on to next roof.

Q16. - Spec section 01 35 26 states to have SSHO, please confirm that contractor’s site supervisor can simultaneously perform the duties of this SSHO.

A16. – Site supervisor shall solely be dedicated to this project

Q17. - Drawings A-101, A-102, A-103 and A-104 does not have scale, only dimensions are shown. Can contractor use these dimensions for estimating the quantities for bid?

A17. – All dimensions are for reference only and shall be verified in field

Q22. - If safety netting is required at building parapets then please provide a detailed drawing and specification.

A22. –– Safety netting is required and contractor shall provide PE Stamped shop drawings for approval

Q23. - Project documents specifies 2K-PUR membrane with a white coating, this may peel off soon. Kemper offers 2K-FR in white color. This will save us on labor of installing the white coating. The material is slightly more expensive but it will be significantly less. Please advice.

A23. –Please use 2K-FR

Q24. - Detail A / A-501 requires membrane to be brought up the parapet wall and under the coping stone, please confirm this is correct.

A24. –No. All building coping stones shall not be removed, minus railing area of building 87. All the coping stones shall be cleaned, re-caulked and all cracked coping stones shall be repaired in place. Please see detail “1 ply base flashing with counterflashing”.

Q25. - Drawing G-002, new note # 3 states ‘Foam Insulation at least 3” thick’. This contradicts with spec section 07 22 00 page 131 where it states Overall average R-value R-33 minimum, as R-33 insulation has thickness of 5”. So please advice which is correct and what thickness of insulation is to be used for this project.

A25. – 5” Insulation is acceptable, as long as you achieve R-33 value.
