CLARIFICATION

Project Number: 528-16-104

Project Name: Dietary Walk-In Coolers and Freezers

RFI Topic: Abatement

Contract Number: 36C24218B0563

Vendor: TBD

Contracting Specialist: Rachel Beason

Date: 25 Oct 2018

SOURCE

RFI regarding abatement received 24 Oct 2018.

CLARIFICATION

This RFI posed several questions. Answers to each question are identified by number below. For clarity and ease of reference, the original RFI text, verbatim, has been included with each answer:

1. The drawing just has 3 areas identified as asbestos abatement, only the loading dock area actually tells you what materials are in the area, the other 2 don’t give any info about the locations or quantities of asbestos in each location. Please provide quantities and locations.

Construction Specification Section 02 82 11 (Traditional Asbestos Abatement), Section 1.1.2 (Extent of Work), Paragraph B identifies the estimated quantities and types of asbestos containing materials (ACM) that are required to be removed as part of this effort.

• Pipe insulation is in the kitchen abatement area and the loading dock abatement area.

• Cork insulation mastic is in the kitchen abatement area and the warehouse abatement area.

• Spray on insulation is on the columns in the kitchen abatement area and the warehouse abatement area.

2. I don’t know how the coolers are constructed or where the asbestos wall, floor, and ceiling mastic is within the coolers; so I don’t know how they will come apart, how the asbestos will come off of them, and what will need to be disposed of as asbestos waste and what can be clean C&D waste. Please advise as the locations of the asbestos on this.

All insulation (walls, floors, ceiling) for existing walk-n coolers and freezers is cork with ACM containing mastic.

• See drawing AD101 and AI501, View 4 for existing representative wall construction.

• See legacy drawing from 1975 for representative wall construction details. Drawing provided for informational use only; no contract work shown on this drawing.

• One wall was sampled as part of a freezer door replacement in 2016. See attached sampling results.

• See attached pictures of wall sections from 2016 door replacement.

3. I don’t know the locations of asbestos pipe insulation. It looks like some pipes might be drawn on the asbestos plan but I’m not sure if that’s what the dashed lines represent, and they don’t match piping on the plumbing demo or mech demo plans, and some of them extend outside of the construction barriers. I don’t know if the asbestos fireproofing insulation on the columns is exposed, or enclosed and need enclosures

Clarification VAMC Project A/E Firm

Abatement 528-16-104 VA242-16-C-0067 25 Oct 2018 Dietary Walk-In Coolers and Freezers TBD demo’d to access it, or what type of insulation it is, how it’s adhered, or if there is overspray on other surfaces or just the columns. Please provide more information.

a. Pipe insulation will be found in the kitchen abatement area and the loading dock abatement area.

The dashed lines shown are the locations of the piping within the columns, walls, and above the ceiling of the walk-in coolers and freezers based upon Buffalo VAMC 1949 as-built drawing set.

Piping at columns exist within a masonry enclosure. The enclosure shall be removed completely so that the piping can be abated and new column fireproofing can be applied in accordance with drawing AI601, view 1. Pipe insulation is assumed to be friable. Condition of pipe insulation is unknown.

b. Spray on asbestos fire proofing is on the structural columns and exposed. Type, method of adherence, amount of overspray (if any), and condition are unknown.

Any overspray encountered on materials that cannot be fully abated and are not slated for demolition or replacement shall be encapsulated in accordance with Construction Specification Section 02 82 11

(Traditional Asbestos Abatement).

*Polarized Light Microscopy (PLM) is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. Quantitative Transmission Electron Microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
