About this file

This is Amendment No. 2 to a combined synopsis/solicitation for electrical repair services issued by the Department of Veterans Affairs Central Western Massachusetts Medical Center. The solicitation seeks contractor services to repair Building 65 Switch 1 (Model PM255), a medium-voltage electrical switch located at the facility in Leeds, MA 01053. The Product Service Code is J061 (Electrical Repair), with NAICS code 238210 and a small business size standard of $19.0 million. The contractor must provide all personnel, equipment, supplies, tools, materials, lockout/tagout procedures, supervision, and other necessary items to complete the repair work. The contractor bears full responsibility for all switching and LOTO procedures on upstream medium-voltage equipment, including grounding and restoration, with VA personnel providing no electrical-shop support during the shutdown.

Amendment No. 2, dated August 3, 2026, provides critical technical clarification by including an electrical one-line diagram showing the site's distribution system, upstream sources, isolation points, and downstream loads (B65 breaker, SW2, and TR15 transformer). It confirms that Building 15 provides emergency and alternate power through an Automatic Transfer Switch and generator. The amendment specifies that arc-flash values should be assumed at 40 Cal/cm² or less for planning purposes, with field verification required for final protective device settings and outage impact details. The solicitation deadline has been extended to August 5, 2026, at 4:00 PM EST. The acquisition is unrestricted with no small business set-aside, and all responsible offerors registered in SAM may submit quotes. The contracting office is located in Providence, RI 02908, with the point of contact being Contract Specialist Juliette Buchanan at juliette.buchanan@va.gov or 401-273-7100.
