About this file
This is a Questions and Answers (Q&A) document for RFI 36C24126Q0639 addressing an Interior Wayfinding Signage project for the VA. The solicitation was originally due September 7, 2026, but has been extended to September 16, 2026, at 5:00 PM EST. A mandatory pre-quotation site visit will be conducted on September 11, 2026, at 1:00 PM EST.
The project requires the design, fabrication, and installation of interior wayfinding signage across a seven-story hospital building, encompassing five sign types across CLINs 0001-0005 with approximately 232 signs total. Quantities are estimated and subject to change based on post-award evaluation and recommendations. The VA is soliciting expert recommendations on sign dimensions, configurations, mounting methods, and materials rather than specifying exact requirements. Sample concept designs and 3D renderings are required prior to award, while physical material samples are required post-award only. Braille signage is limited to stairs and restrooms (CLINs 0002 and 0004). The contractor must coordinate new signage with existing exterior and retained interior signage; exterior sign images and vector graphics files will be provided to the awardee. Existing signs must remain operational until replacements are installed, with removal quantities subject to change. Wall-mounted signs may be installed during normal business hours (Monday-Friday, 7:00 AM-4:30 PM), while overhead hallway signs must be installed after hours (4:30-8:00 PM) with advance scheduling. The VA will supply paint; the contractor performs wall preparation and repair. All contractor training requirements, including crew certifications, must be provided prior to award. The entire project must be completed within 24 weeks (six months) from award, with the program office and vendor agreeing on a 100% design package deadline after the 50% design milestone is achieved. Past performance of proposed major subcontractors will be evaluated. Applicable wage determinations are Carpenter, Maintenance (23130) at $29.47 and Painter, Maintenance (23760) at $23.88. FAR 52.219-33 (Nonmanufacturer Rule) and the Basis of Design requirement have been removed from the solicitation.
