Interested parties must submit expressions of interest by July 7, 2026, at 4:30 PM Eastern Time to Contracting Specialist Alexandru Sava at alexandru.sava@va.gov. Responses must include five mandatory components: firm name and SAM.gov UEI with contact information; statement of intent to submit a quote; verification of SDVOSB/VOSB status through SBA certification; evidence of ability to self-perform per FAR 52.219-14; and proof of professional liability insurance for construction projects valued between $25,000 and $100,000. Failure to submit all five components in sufficient detail will disqualify the contractor from consideration. The notice explicitly states this is for planning purposes only and does not constitute a binding commitment. If adequate interest is not received from SDVOSBs, VOSBs, and small businesses, the project will not be set-aside.
