SECTION C - CONTRACT CLAUSES

C.1 BPA ORDER RFQ INTRODUCTORY LANGUAGE

The terms and conditions of the contractor's BPA (including any agreement modifications) apply to task or delivery orders issued under the Blanket Purchase Agreement (BPA), otherwise called the agreement, as a result of this RFQ. Any unique terms and conditions of an order issued under the agreement that are not already part of the agreement, will govern. In the event of an inconsistency between the terms and conditions of a BPA and task/delivery order terms, other than those identified above, the terms of the BPA will take precedence.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years 6 Months.

SECTION E - SOLICITATION PROVISIONS

E.1 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (OCT 2025) (DEVIATION)

COMPLETE OFFER REQUIREMENT

The Government will only evaluate offers that are deemed complete. Offers that are incomplete may be rejected without further consideration. It is the offeror's sole responsibility to ensure all required information is submitted by the closing date and time specified in this solicitation. The Government will not be responsible for locating or obtaining any information not included in the offeror's submission.

To be considered complete, offerors must submit all of the following:

Technical Documentation The offeror must provide sufficient technical documentation to demonstrate that the proposed Mail Meter equipment meets all requirements identified in this solicitation. A complete technical submission must include:

(a) Product literature, brochures, or specification sheets for all offered equipment, Model number(s) and manufacturer information;

Price Schedule The offeror must submit a fully completed B.3 price schedule that includes:

(a) All Contract Line Item Numbers (CLINs) priced — no CLINs may be left blank or marked as "No Charge" without written justification;

(b) Any applicable discounts or reductions from IDIQ contract pricing clearly identified.

Operation Date Confirmation The offeror must state the operational date from when the order is placed. This must be done to be considered a complete package.

Representations, Certifications, and SAM.gov Registration The offeror must:

(a) Have a current and active registration in the System for Award Management (SAM.gov) at the time of offer submission and maintained through the period of performance; and

(b) Ensure all representations and certifications in SAM.gov are current, accurate, and complete as of the date of offer submission.

INCOMPLETE OFFER DETERMINATION

An offer will be considered incomplete and ineligible for award if any of the following conditions exist:

(a) One or more CLINs are left unpriced;

(b) Technical documentation is not provided or does not address the requirements of the SOW;

(c) Past performance information is missing and no written statement of no past performance is included;

(d) SAM.gov registration is inactive or expired as of the offer due date;

(e) Required representations and certifications are not completed; or

(f) Delivery confirmation is not provided;

(g) Certification from USPS stating they are authorized to lease/rental USPS equipment.

The Government reserves the right to reject any incomplete offer without further consideration and without notification to the offeror.

BASIS FOR AWARD

Award will be made to the responsible offeror submitting the lowest-priced, technically acceptable (LPTA) offer. Evaluation will be conducted in the following order:

Step 1 – Completeness Review: Offers will first be reviewed to confirm all required submissions have been provided per Section E.1.

Step 2 – Technical Acceptability: Technically acceptable offers must be rated Acceptable under all non-price evaluation factors. Offers rated Unacceptable under any factor will not be considered for award.

Step 3 – Price Evaluation: Among all technically acceptable offers, award will be made to the offeror with the lowest total evaluated price, provided the price is determined fair and reasonable in accordance with FAR 12 and consistent with the offeror's SAC IDIQ contract pricing.

The Government reserves the right to award without discussions. Offerors are therefore encouraged to submit their best offer with their initial submission.

(End of Provision)

E.2 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998)

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address(es):
