About this file
This is an amendment to a combined solicitation/Request for Quotation (RFQ) issued by the Department of Veterans Affairs, Northampton VA Medical Center, on behalf of Brockton VA Medical Center in Brockton, Massachusetts. The solicitation number is 36C24126Q0300, with a response deadline of April 15, 2026 at 12:00 PM Eastern Time. This is a small business set-aside procurement under NAICS code 337214 with FSC/PSC code 7195.
The amendment provides clarifications and answers to contractor questions regarding three line items: (1) Mirror Essential 18 x 36 capsule shaped framed mirrors in polished chrome or nickel finish (70 units); (2) Bathroom Solid Surface Wall Shelf units, 12 x 12 x 5 inches in glossy or matte finish (70 units); and (3) Dual Solar Window Shades (104 units, limited to C Wing First and Second Floor). The amendment clarifies that solid surface shelving material is a non-porous composite of alumina trihydrate, acrylic or polyester resins, and pigments, with a white color preference. Enclosed sketches and CAD files provide installation details and floor plans. The amendment confirms that out-of-state contractors are permitted to bid but must be licensed to work in Massachusetts. Contractors may quote individual line items, though the government prefers single-source providers for all three items. Delivery is FOB destination to Brockton VA Medical Center, with delivery required within 30-90 days after receipt of order.

1. Solid Surface is the following – Solid surface material is a man-made composite material, primarily used for countertops and other surfaces, known for its durability, non-porosity, and versatility in design.
Definition and Composition Solid surface material, also known as solid surface composite, is typically composed of a blend of alumina trihydrate (ATH), acrylic or polyester resins, and various pigments. This combination results in a non-porous, durable surface that is easy to clean and maintain. The material was first introduced by DuPont in 1967 under the brand name Corian and has since been adopted by various manufacturers, leading to a wide range of branded products.
Properties
· NonPorous: Solid surface materials do not absorb liquids, making them resistant to stains and bacteria, which is particularly beneficial in kitchens and healthcare settings.
· Durability: They are resistant to scratches and can be repaired easily by sanding, maintaining their appearance over time.
· Thermoformability: Solid surfaces can be heated and molded into various shapes, allowing for seamless designs and custom installations.
· Variety of Designs: Available in numerous colors and patterns, some solid surfaces mimic the appearance of natural stone, while others offer unique designs.
Applications Solid surface materials are widely used in various applications, including:
· Countertops: Commonly used in kitchens and bathrooms for their aesthetic appeal and hygienic properties.
· Sinks and Bathtubs: Integrated sinks can be created from the same material, providing a seamless look.
· Wall Cladding: Used in both residential and commercial spaces for decorative and functional wall surfaces.
· Furniture: Solid surfaces are also utilized in the design of furniture pieces due to their versatility and durability.
Advantages
· Hygienic: The non-porous nature prevents bacterial growth, making it suitable for high hygiene environments.
· Easy Maintenance: Solid surfaces can be cleaned easily with common household cleaners.
· Customizable: They can be cut, shaped, and fabricated to meet specific design needs, allowing for creative architectural solutions.
In summary, solid surface materials are a versatile and practical choice for a wide range of applications, offering both aesthetic and functional benefits. Their durability and ease of maintenance make them a popular option in modern design and construction.
1. The color preference is White.
1. Can you please confirm if contractors must be located within the same state as the project location, or if out-of-state contractors are also allowed to participate and perform the work?
Answer: If necessary, Out-of-State contractors are also allowed to participate and perform the work.
1. Additionally, please confirm if there are any restrictions, licensing requirements, or compliance issues that could affect out-of-state contractors working on this project?
Answer: They should be licensed to work in Massachusetts and the other areas mentioned in the SOW.
1. We would like to confirm whether it is acceptable to submit a quote for Line Item 0003 – Dual Solar Window Shades only, without quoting the mirror and shelving items.
Answer: Yes, you can, but our preference is to find a contractor who can provide everything.
