About this file
This is a Questions and Answers document for the Water Management Program Amendment 002, Solicitation 36C24126Q0215, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1. The document addresses clarifications on testing quantities, data management systems, and water quality parameter analysis for a water management program based on AAMI ST-108 and VHA Directive 1116 standards.
Key clarifications provided include: (1) testing quantities should be derived from AAMI ST-108 design specifications, with adjustments for initial months due to sample port installation timelines; (2) additional retesting will be required as program-driven activities based on out-of-range results, with all retesting costs included in the firm-fixed price until results comply with established ranges; (3) the contractor must provide and manage a web-based data management system with no existing VA platform available for utilization; and (4) routine water quality parameters including pH, conductivity, total alkalinity, and total hardness testing should be performed on-site with occasional laboratory verification as needed when results warrant further investigation. The solicitation is a Request for Quotations (RFQ) with a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB)/Veteran-Owned Small Business (VOSB) set-aside for commercial items under NAICS code 561210 with a $19 million small business size standard. Amendment 0002 extended the solicitation deadline to April 27, 2026 at 3:00 PM EST.

| Solicitation 36C24125Q0215 Water Management Program | |
| Amendment 001 | |
| Question | Answer |
| 1. Testing Quantities & Basis of Estimate |
The solicitation provides detailed sampling locations, parameters, and testing frequencies (monthly, quarterly, and as-needed).
| o | Should offerors derive the total testing quantities based on the Water Management Program design in accordance with AAMI ST-108 and VHA Directive 1116? Or does the Government have an anticipated or estimated sample volume (e.g., monthly or annual) that should be used for pricing purposes? | Yes, derive from AAMI ST-108 but that testing schedule will need to be adjusted because we don’t have all the sample ports / faucets installed. So in the beginning months, samples will be less because we are in the process of getting sample ports installed | |
| 2. | Baseline vs. Program-Driven Testing | ||
| o | Should the testing outlined in the tables be considered the minimum required baseline, with additional validation or risk-based testing defined by the contractor’s WMP? If additional testing is proposed as part of the WMP, should it be included in the firm-fixed price? | Yes, Additional retesting will be absolutely required based on the results. If a result is out of range, we will do mitigation measures and retesting will be needed until the results are back in range. This means that retesting will be needed many times until results come back in range. | |
| 3. | Web-Based Data Management System | ||
| o | Should the proposed system be fully provided and managed by the contractor, or will the VA provide access to an existing platform that the contractor is expected to utilize and maintain? | Yes, the proposed system will be provided and managed by the contractor. No, we do not have any platform currently. | |

| Question | Answer | ||
| 4. We would like to request a brief clarification regarding the following routine water quality parameters: | |||
| • | pH Test | ||
| • | Conductivity Test | ||
| • | Total Alkalinity (as CaCO₂) | ||
| • | Total Hardness Test | ||
| Could you please confirm whether these tests are expected to be performed on-site (field testing) or if they should be conducted through laboratory analysis? | Onsite - with occasional lab testing verification on an as needed basis if results warrant further testing. |
