About this file

This is a Questions and Answers document for Solicitation 36C24126Q0215, a Water Management Program testing and chemical analysis contract issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1. The document addresses three primary areas of clarification for offerors: testing quantities and basis of estimate, baseline versus program-driven testing requirements, and web-based data management system responsibilities. Regarding testing quantities, offerors must derive total testing volumes from the AAMI ST-108 standard and VHA Directive 1116, with the understanding that initial testing quantities will be reduced during the ramp-up phase as sample ports and faucets are being installed. The Government clarifies that additional retesting will be mandatory based on results, and any out-of-range findings will require mitigation measures and repeated testing cycles until results return to acceptable ranges, with all retesting costs to be included in the firm-fixed price proposal.

The Government confirms that the contractor must fully design, provide, and manage a web-based data management system for the Water Management Program, as no existing VA platform is available for contractor utilization. This solicitation is a Request for Quotations (RFQ) under the combined synopsis/solicitation format with a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) set-aside for commercial items under NAICS code 561210 with a $19 million small business size standard. The solicitation was amended with an extended deadline of April 27, 2026, at 3:00 PM EST, and requires prospective vendors to be registered in SAM.gov and VetCert databases and verified by the Small Business Administration prior to award.

Questions and Answers
Solicitation 36C24125Q0215 Water Management Program
QuestionAnswer
1. Testing Quantities & Basis of Estimate

The solicitation provides detailed sampling locations, parameters, and testing frequencies (monthly, quarterly, and as-needed).

oShould offerors derive the total testing quantities based on the Water Management Program design in accordance with AAMI ST-108 and VHA Directive 1116? Or does the Government have an anticipated or estimated sample volume (e.g., monthly or annual) that should be used for pricing purposes?Yes, derive from AAMI ST-108 but that testing schedule will need to be adjusted because we don’t have all the sample ports / faucets installed. So in the beginning months, samples will be less because we are in the process of getting sample ports installed
2.Baseline vs. Program-Driven Testing
oShould the testing outlined in the tables be considered the minimum required baseline, with additional validation or risk-based testing defined by the contractor’s WMP? If additional testing is proposed as part of the WMP, should it be included in the firm-fixed price?Yes, Additional retesting will be absolutely required based on the results. If a result is out of range, we will do mitigation measures and retesting will be needed until the results are back in range. This means that retesting will be needed many times until results come back in range.
3.Web-Based Data Management System
oShould the proposed system be fully provided and managed by the contractor, or will the VA provide access to an existing platform that the contractor is expected to utilize and maintain?Yes, the proposed system will be provided and managed by the contractor. No, we do not have any platform currently.
