About this file

This is a Performance Work Statement (PWS) for Laboratory/Pharmacy Courier Services to be provided throughout VISN1 VA Medical Centers. The document establishes the operational framework and service requirements for courier operations supporting laboratory, pathology, and pharmacy services across the Veterans Health Administration's VISN1 network, which encompasses VA medical centers in the northeastern United States, primarily in Maine and surrounding regions.

The PWS outlines the scope of courier services required, including the collection, transport, and delivery of laboratory specimens, pharmacy items, and related materials between VA facilities and potentially external laboratories or suppliers. The services must accommodate the operational hours and service frequency demands of multiple medical centers within the network, with performance standards addressing delivery timeliness, proper handling of sensitive materials (including biohazardous specimens), chain-of-custody requirements, and vehicle maintenance standards. The statement of work establishes quality assurance metrics, reporting requirements, and personnel qualifications necessary to maintain compliance with VA and federal regulations governing the transport of clinical materials. The contract period extends from October 16, 2026, through October 15, 2031, with quotations due by June 15, 2026, at 4:30 PM Eastern Time. This solicitation (36C24126Q0174) is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 492110 (Couriers and Express Delivery Services), with a small business size standard of 1,500 employees.
