About this file

This document is a Justification for Single Source Award from the Department of Veterans Affairs for the Boston Healthcare System. The VA is seeking a one-year software license from Elekta for their Mosaiq radiation therapy software, valued under the Simplified Acquisition Threshold of $350,000. The justification highlights that Elekta Mosaiq has been in use at the Jamaica Plain campus for five years and is critical for radiation therapy operations, including precise radiation delivery, procedure management, 3D treatment site visualization, scheduling, and electronic medical record integration.

The document details that Elekta is the sole provider of this software and related services, with proprietary remote support tools and diagnostic capabilities. Market research was conducted on multiple platforms (Sam.gov, DSBS, AddsUp, FPDS, SCMC) using NAICS 513210, confirming no alternative providers. The VA requires continued access to the Elekta software through July 2025 to support staff training for a new software package and to maintain access to legacy medical records. The contracting officer, Manasés Cabrera, certified the justification in accordance with Federal Acquisition Regulation (FAR) 6.103-1(b), with a digital signature dated November 26, 2025.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: Request for a firm fixed price purchase of a one-year software license from ELEKTA for their Mosaiq radiation therapy software.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Elekta Mosaiq was in use in Radiation Therapy, Jamaica Plain for five-years ending in July 2025. The end user will begin using another software package in 2026, but it was determined that the Elekta software must be available while the staff is learning the new program. This software is utilized with our linear accelerator to ensure accurate delivery of a precise dose of radiation for the treatment of cancer. The software also: facilitates procedure management, 3D visualities of the treatment site, scheduling, and sends treatment data to the patient’s electronic medical record. Additionally, there are five years of legacy records that may not fully convert to the new format and ELEKTA’s software must be available to assist with the records conversion.

Elekta utilizes IntelliMax remote system support, Elekta’s own proprietary remote support and diagnostic service tool, utilized by Elekta Care Community to complete system diagnostics, monitor device and installed software, and reports on system performance and statistical trends. Additionally, as the sole OEM provider of this equipment, parts and service in the United States, all parts and labor will be acquired from Elekta. Only Elekta technicians are able to service the equipment.

4. Description of market research conducted and results or statement why it was not conducted: Searches were conducted on Sam.gov, DSBS, AddsUp, FPDS, and SCMC utilizing NAICS 513210 and keyword “Elekta” and “Mosaiq” and no results were displayed other than LB OEM Elekta. Contact was made with Elekta Rep Kristen Garfield, Healthcare Sales Director, and it was confirmed they are the sole provider of this software and service and provided a sole source letter which is on file.
