About this file

This document appears to be a response to a Request for Information (RFI) for a Single Award Task Order Contract (SATOC) for the Manchester VA Medical Center. The response addresses several specific questions and requirements from the RFI, including the number of CPARS and PPQs required, the definition of indirect costs and profit to be included in the contractor's coefficient, the requirement to provide updated R.S. Means cost data books, and the need for separate coefficients for standard and premium working hours. The response also clarifies that the solicitation will be awarded solely based on the contractor's coefficient, which will be applied to the relevant R.S. Means line items. Overall, this document provides detailed responses to specific questions from the RFI to help prepare for the upcoming solicitation.

Manchester Construction SATOC - 36C24124R0058

According to paragraph 13.3.1 Factor 2 offers shall submit a minimum of 2 CPARS. According to paragraph 13.3.4 offers shall submit a minimum of 2 PPQ’s. Please clarify whether the offer shall comply with paragraph 13.3.1 or 13.3.4?

Contractor to submit minimum of 2 PPQ’s; VA to follow up by invesgang contractor’s CPARS.

In the Line-Item Unit Prices paragraph on page 6 of the Statement of Work it is stated: “Unit prices include consideraon of direct material, labor, and equipment costs, but do not include indirect costs and profit. Indirect costs and profit are in the coefficients.” Please provide a comprehensive list of indirect costs that should be included in the coefficient.

As the enre solicitaon is based on this coefficient, it is contractor’s responsibility to determine what costs they may incur above and beyond RS Means unit pricing, and to subsequently minimize that coefficient so as to be as compeve as possible.

According to page 4 of the Statement of Work, Hard Copy of Means: “The contractor shall provide one (1) hard copy of unit price data to consist of the R.S. MEANS® cost data books listed below.

Contractor shall provide the latest edion of these books to the Chief of Construcon aer 1 January and no later than 15 January, for the life of the contract.” Please confirm whether this shall be considered a unit price item to be included in the first Tast Order of the year or as part of the coefficient?

This requirement, though confusing, is meant to ensure that every party is consistently using the most up-to-date RS Means data available. Disregard the requirement to submit hard copy unit price data.

Page 5 and 6 of the Statement of Work, paragraph F states: “The offeror must include a coefficient cost for work to be performed during standard and premium working hours; the appropriate coefficient will be applied to each task order issued under the contract.” Please provide an updated Price Schedule with CLIN’s for both standard and premium working hour coefficients.

This solicitaon is compeve based solely on this coefficient, applied directly on top of relevant RS Means line items. In order to be as compeve as possible, VA will compare each offeror’s coefficient and select the one that gives the best value to the government.
