RFI’s – 36C24124R0058 – Manchester Construction SATOC

1. Regarding RFP Section 11.3 on page 9, the RFP states “Indexing: Each volume will contain a “Table of Contents.” The “Table of Contents” will identify major areas, paragraphs, and subparagraphs by number and title as well as by page number and locations.” What does the government mean by “locations?” Does this refer to hyperlinks to the sections in the document from the Table of Contents? Would the government please clarify what is meant by "locations?”

The “location” refers to the page, paragraph, and location where the information can be found in the body of the document. This does not refer to hyperlinks.

2. Regarding instructions for Factor 1, Subfactor 1 Capability and Experience in Section 13.2.1.1.2, recency is defined as “projects completed within five (5) years from the solicitation issue date.” In the instructions for Factor 2 Past Performance Section 13.3.1 relevancy, regarding time period for the referenced project, is “(last 5 years).” Since the recency requirements are different, with recency, in Factor 1, Subfactor 1, meaning projects must be COMPLETED within 5 years of 4/4/2024 and recency of projects in Factor 2 not required to be completed, would the government please clarify whether the projects referenced in Factor 1, Subfactor 1 need to be completed by 4/4/2019 or completed within the timeframe between 4/4/2019 and submission as stated in Factor 2?

Both Subfactor 1 Past Projects and Factor 2 Past Performance require submittals of items within 5 years of the solicitation issue date (month and year).

3. In the RFP Section 13.2.2 Key Personnel, the following positions are listed as key:

Project Manager, Quality Control Manager, Site Superintendent, Site Safety & Health Officer. In the SOW, on page 8, a Safety Manager is listed, implying it is a key position, but it is not listed in the RFP with the other key positions. Would the government please clarify if the Safety Manager and the Site Safety and Health Officer are both considered key positions?

There is an opportunity for key personnel to fulfill multiple roles. While the Safety Manager and the Site Safety and Health Officer are both considered key positions, both roles can be performed as only a portion of overall assigned duties. Typically, our contractors’ key players will be a Project Manager and a Site Superintendent, and they will typically assign responsibilities of Safety Manager and Site Safety and Health Officer between them, and in addition to their other duties.
