About this file
This document is a modification to Request for Quote (RFQ) Solicitation Number 36C24124Q0772 for Community Based Social Support System through Gaming Events (online and in-person) for the Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 1.
The key details are as follows: The base period of performance is from September 1, 2024 to August 31, 2025, with an option period from September 1, 2025 to August 31, 2026. The contract requires the contractor to provide a project management plan, develop processes and protocols for in-person and online gaming events, identify and manage event spaces, provide weekly and monthly progress reports, gaming production and outreach, and assist in developing a gaming guidebook and clinical intervention techniques for at-risk veteran populations. The quantity of some line items was reduced from the original RFQ, such as the number of online and in-person events, report updates, and guidebook/intervention development. The option year requirements were also reduced in scope compared to the base year.

Questions
Base Year Questions:
1. Item Numbers 0004 and 0005: The quantity decreased from 10 to 4. Does this change suggest a reduction to 4 online and 4 in-person events for the base year or will the 5 online events and 5 in-person events take place in 4 venues?
1. There will be 4 online and 4 in person for the base year and 1 online and 1 in person for the option year.
2. Item Number 0006: The quantity decreased from 20 to 10. How does this revised quantity relate to the 10 total events specified in the base year (i.e., 1 weekly report update per event)?
1. The events will be spread out approximately 0 to 2 a month.
3. Item Number 0008: The quantity decreased from 12 to 8. Is this change intended to correspond to the 10 total events planned for the base year? If so, should this quantity be 10?
1. There will be 8 events total in the base year and 2 in the option year.
4. Item Number 0010: The quantity decreased from 12 to 0. Does this indicate that a monthly outreach plan summary report is no longer required?
1. Yes
5. Item Number 0011: The quantity decreased from 20 to 8. Is this change intended to correspond to the 10 total events planned for the base year? If so, should this quantity be 10?
1. There will be 8 events total in the base year and 2 in the option year.
6. Item Number 0012: The quantity decreased from 20 to 3. Is this change intended to correspond to the following three (3) requirements: develop a preliminary outline and guidebook content, revise the outline, and revise the manuscript?
1. Yes
7. Item Number 0013: The quantity decreased from 20 to 1. Is this change intended to correspond to developing one set of intervention techniques for the at-risk Veteran Population?
1. Yes one set of intervention techniques for the at-risk Veteran Population.
8. Item Number 0014: The quantity decreased from 12 to 0. Does this mean there will be no assistance in developing clinical interventions for at-risk Veteran populations during the base year or is this to correct a duplication with Item 13?
1. Yes
Option Year Questions:
General: The contract period specified in items 1001 through 1014 all say “Base.” Should these each say “Option”?
· Yes
2. Item Number 1001: The quantity decreased from 1 to 0. Does this imply that a Contractor Project Management Plan (CPMP) is no longer required in the Option Period?
· Yes
3. Item Numbers 1002 and 1003: The quantities decreased from 10 to 0. Does this indicate that no new process and protocol development is needed for both online and in-person gaming events, or will the previously developed processes and protocols be used?
· The protocol will have been developed in year 1 and the vendor will not need help to further develop it in year 2.
4. Item Numbers 1004 and 1005: The quantities decreased from 10 to 1. Does this mean only one online and one in-person event are required in the option period?
· Yes 1 online and 1 in person event for the option year.
5. Item Number 1006: The quantity decreased from 20 to 0. Does this indicate that weekly report updates on event progress are no longer needed?
· In the option year yes.
6. Item Number 1007: The quantity decreased from 12 to 0. Does this mean that monthly project analysis reports are no longer required?
7. Item Number 1008: The quantity decreased from 12 to 2. Does this change correspond to the requirement for reports on the 2 total events in the option period (see items 1004 and 1005 above)?
· Yes
8. Item Numbers 1009 and 1010: The quantities decreased from 12 to 0. Does this mean that monthly outreach plan announcements and summary reports are no longer required in the option period?
· In the option year yes.
9. Item Number 1011: The quantity decreased from 20 to 2. Does this imply that only one social media post per each of the 2 total events (see items 1004 and 1005) is required?
10. Item Numbers 1012 and 1013: The quantities decreased from 20 to 5. Will you please elaborate on what the five (5) requirements are so that we may price them accordingly?
· 5 separate meetings will be used to revise the Guidebook, outline and manuscript that started development in year one.
11. Item Number 1014: The quantity decreased from 12 to 9. Will you please elaborate on what the nine (9) requirements are so that we may price them accordingly?
· 9 separate meetings to discuss the drafts of the guidebook that will be co-developed between Vendor and VA staff.
12. How does the VA envision the referral process from an at-risk veteran being identified through a gaming event/community, to being plugged in with the appropriate VA resources?
· If risk is identified, the vendor-provided licensed clinician in the gaming event will conduct appropriate risk triage and mitigation (e.g., safety plan, contact emergency services, 988 crisis line, etc... as appropriate). After Vendor-licensed provider implements appropriate risk mitigation techniques, they will then contact VA Bedford licensed provider contact for the project and/or VA suicide prevention services to help triage the participant to more regular ongoing mental health care.
13. What does the VA want to see for "interventions" in the gaming scenario, before the Veteran is referred on to VA resources?
· Space/time between, before, after or while gaming should be utilized to introduce content/techniques that are known to increase protective factors against suicide or reduce risk factors for suicide.
14. If "assist[ing] in development clinical intervention techniques for at-risk Veteran Population" is no longer included in the budget or prospectus for year 1, what clinical intervention techniques does the VA want to be used for the population?
· This is still included in year 1 line 1014
15. Given the addendums, has the scope and purpose of the project changed from research-focused and developing a new program structure, to a referral source/system, where soldiers are being identified and referred to the appropriate VA resources?
· The scope/purpose has remained the same, both the intervention and access to information/services remain a goal.
This is an amendment to Request for Quote for Community Based Social Support System through Gaming Events (online and in-person).
