About this file
This document is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) for the acquisition of anesthesia units to be included in the National Equipment Catalog. The RFI seeks information from industry on anesthesia units capable of delivering anesthetic agents, ventilating patients, and monitoring ventilation variables.
The key details include the minimum technical requirements for the anesthesia units, such as FDA approval, DISS connections, hypoxic mixture fail-safe system, ventilation mode capabilities, and monitoring requirements. The agency is interested in units that can interface with various healthcare information systems, be customizable with separable components, and have comprehensive warranty and maintenance options. Specific requirements are outlined for delivery, training, technical support, and product returns. An industry day is scheduled for August 23, 2024, and responses to the RFI are due by August 27, 2024. This RFI is for information and planning purposes only and is not a solicitation or request for quotes.

OVERVIEW
The Veterans Health Administration (VHA) Equipment Life Cycle Management (ELCM) Program identified Anesthesia Units as a candidate for inclusion in the National Equipment Catalog (NEC).
The purpose of this meeting is to present what the Agency is seeking so that Industry may better understand what the Government is asking for to provide quality responses to the RFI.
Excluded are separate analyzers designed to measure concentrations of halogenated anesthetics and gases supplied to the units or to detect levels present in the operating room; also excluded are separate stand-alone physiologic monitoring systems.
CURRENT RFI: 36C24124Q0652
Important Dates
7/26/2024: Request for Information (RFI) published
8/12/2024: Vendor Questions are due no later than (NLT) 15:30 PST
8/23/2023: Industry Day at 10:00 PST (Today)
8/27/2024: Vendor Responses are due no later than (NLT) 15:30 PST
Vendor Responses to RFQ must be submitted to both Contracting Officers listed in the SAM.gov publication:
NLT 15:30 PST, August 27, 2024.
MINIMUM TECHNICAL REQUIREMENTS
MTR 1 – The anesthesia units must be approved by the Food & Drug Administration (FDA).
MTR 2 – The anesthesia units’ pipeline connections must have a diameter-indexed safety system (DISS) or other equivalent means to prevent connection of dangerous gasses.
MTR 3 – The anesthesia units must have a hypoxic mixture fail-safe system control to prevent the unit from being set to dispense a hypoxic mixture. The N20 and O2 flow must be interlocked in ratio proportions with a minimum value of 25% to produce a breathing mixture.
MTR 4 – The anesthesia units’ ventilation modes should support continuous positive airway pressure (CPAP) volume and pressure control.
MTR 5 – The anesthesia units’ respirator frequency must be able to be set within a range of 3-100 breaths per minute.
MTR 6 – The anesthesia unit’s ventilator inspiratory gas flow range must be between 1-180 L/min.
MTR 7 – The anesthesia unit’s monitors must include a continuing pressure alarm capable of sensing high gas pressure and include minimum selectable threshold levels in the patient’s breathing circuit.
MTR 8 – The anesthesia units must be able to interface with VA VISTA, CPRC, CERNER, and anesthesia health records keeping systems.
MTR 9 – The anesthesia unit packages must be severable such that separate items can be added to complete bundles (to include freight, warranty, and technical support).
MATERIAL
• The agency desires units to be made available across the country.
• The agency desires for each unit requested to be available for purchase for at least five years.
• The agency desires the units to be customizable with additional components priced separately.
• The agency desires the ability to purchase and install appropriate, technically allowable components (either by trained personnel by the OEM or OEM technicians) after initial purchase.
WARRANTY
• The agency desires warranties for each unit procured to begin after installation and training and to last for the duration of the serviceable life of the equipment (assuming preventive and corrective maintenance is performed by qualified technicians).
• The agency desires various separable warranty levels to be available for both parts and labor (e.g., preventive and/or corrective care).
• The agency desires additional components be covered by the same warranty, if installed as a result of preventive or corrective procedures.
• The agency desires a clear and efficient warranty claim process.
MAINTENANCE
• The agency desires the option of maintenance to be performed by either agency personnel appropriately trained and certified by the OEM or the OEM technician themselves (i.e., no 3rd party technicians).
• The agency desires the ability to interchange between responsibilities of maintenance (in case of perturbations in agency personnel, schedule, etc.).
TRAINING
• The agency desires user training to be offered with the purchase and installation of the unit(s).
• The agency desires training to be held either on-station or at the OEM’s location.
• The agency desires the option of virtual training, if offered.
• The agency desires the option to ‘train the trainer’, if offered.
DELIVERY
• The agency desires units to be made available within 60 days
ARO.
• The agency desired initial setup to be accomplished by either certified agency personnel or the OEM.
TECHNICAL SUPPORT
• The agency desire technical support to be readily available by OEM personnel (i.e., no 3rd party technical support) with options to include outside normal business hours.
FUNCTIONAL TEST
• The agency is contemplating having units be made available for simulation testing (use or functionality only) as a matter of technical acceptance.
• The agency desires the units be made available at a central location (either the agency’s simulation lab or OEM).
NEW EQUIPMENT
• The agency desires the ability to ‘trade-in’ units for fair market value as determined by the OEM.
• The agency desires local Customer Support assistance, as requested, to build an equipment order that meets the needs of the Medical Center.
PRODUCT RETURNS
• The agency desires the ability to return equipment that is damaged upon delivery or is part of an equipment recall to remove from service. This return policy would include all nonconforming supplies at no increase in price.
SUBMITTED QUESTIONS
Question: Does the national equipment catalog initiative have the potential to be multi-vendor?
Answer: The purpose of this RFI is to gain market perspective and industry information in the acquisition of anesthesia units for VHA facilities for VA medical centers nation-wide.
