About this file

This document is an Attachment B containing questions and answers from an Industry Day event related to a Request for Information (RFI) for Anesthesia Units. The RFI seeks information on anesthesia units capable of delivering anesthetic agents, ventilating patients, and monitoring ventilation variables for potential inclusion in the Department of Veterans Affairs (VA) National Equipment Catalog.

The key details are:

  • The VA is interested in anesthesia units that support various ventilation modes including Spontaneous, Volume Control, Pressure Control, and Pressure Support with the ability to set Positive End-Expiratory Pressure (PEEP).
  • The anesthesia units do not need to directly interface with the VA's electronic medical record systems, but must be able to interface with the Anesthesia Record Keeping (ARK) systems.
  • The VA desires a standard manufacturer's warranty with the ability to purchase extended warranty coverage after the initial warranty period expires.
  • The VA intends to award multiple vendors, with one vendor per manufacturer, through the anticipated solicitation.
  • Responses to this RFI are due by August 27, 2024 and an industry day will be held on August 23, 2024.

Anesthesia Units: Industry Day’s Questions & Answers

1. Question: [Pertaining to] MTR 4: The anesthesia units’ ventilation modes should support continuous positive airway pressure (CPAP) volume and pressure control:

i. Volume and Pressure Control modes only

ii. Volume and Pressure Control modes and a CPAP mode

iii. Volume and Pressure Control modes with the ability to set a PEEP What is the agency requirement?

Answer: Spontaneous, Volume Control (VC), Pressure Control (PC), and Pressure Support (PS) with the ability to set PEEP in VC, PC and PS are the minimal ventilation modes required.

2. Question: [Pertaining to] MTR 8: The anesthesia units must be able to interface with VA VISTA, CPRS, CERNER, and anesthesia health records keeping systems:

a. Information exchanged: Vista CPRS has currently no means of directly interfacing with any anesthesia machine. Currently across the VA, they have ARC systems interfacing directly with the machines. There's an Interface capability to make a PDF of the record and attached that into Vista Imaging. Anesthesia does not have the ability to directly interface with anesthesia machines currently. In the case of Cerner, Cerner does interface.

b. What does the agency mean by INTERFACE?

Answer: Machines need to be able to interface with Anesthesia Record Keeping (ARK) as part of the EMR. Ability to interface directly to VISTA/CPRS is not a requirement.

3. Question: [Regarding the] agency[‘s] desires [for] warrant[ies] for each unit procured to begin after installation and training and to last for the duration of the serviceable life of the equipment (assuming preventive and corrective maintenance is performed by qualified technicians):

a. Information exchanged: VA policy is that the expected life expectancy of an anesthesia machine is 8 years.

b. Does the agency want the warranty to be 8 years?

Answer: 8 Years of warranty is not required. The standard MFR warranty with the ability to purchase extended warranty is the desire.

c. From a contractual standpoint, there is an OEM warranty that would come along with the purchase of the equipment and then there would be the ability to purchase more.

d. Does the agency want to have the ability to purchase extended warranty after the OEM’s initial warranty has expired?

Answer: Yes

4. Question: Does the National Equipment Catalog initiative have the potential to be multi-vendor?

Answer: The intent is to have multiple vendors awarded (one per OEM), but that has not been finalized.
