About this file

This slide deck summarizes a request for quotes from the Department of Veterans Affairs for medical personal protective equipment to be manufactured in America. The VA Medical/Surgical Prime Vendor program currently manages over $851 million in annual supply spending through multiple blanket purchase agreements and seeks to award additional items through this solicitation. Products being solicited include surgical masks, powered air purifying respirators and required filters, head and foot coverings, respirator masks, disposable and reusable surgical and isolation gowns, face shields and protective eyewear, and other medical gear or clothing used to protect against disease transmission. Interested vendors must be registered in SAM.gov and submit pricing using the provided quote sheet template by January 17, 2024. The slide deck also addresses common questions about requirements for small business set-asides, item numbering, product classifications, and submitting supporting documentation.

5. Can you add a Women Owned Small Business (WOSB) Tier?

a) The tiers identified in the RFQ are the required tiers for VA to use, by policy. At this point; VA does not have authority to use a Women Owned Small Business tier, unless we have identified at least 2 WOSB interested in providing quotes, we just need to document those vendors (email the CO). Of note: this is currently in the rule-making process being addressed by a draft bill in the Senate.

6. What index number for quoted items?

a) For the index number, please enter items in ascending numerical order : 1, 2, 3.

7. On the quote sheet, the dropdown for product classification none of the options correspond to coveralls. Which dropdown option should I select for Tyvek coveralls?

a) In the minimum technical requirements (MTR) attachment, Tyvek Coveralls are listed under garments / coveralls however;

a new quote sheet will be published to clarify the categories in the drop-down of the quote sheet as these items would fall into the ‘other gear or clothing’ category

8. Do we need to submit copies of our testing results for the PPE we are providing? Attachment B states the requirements for testing, but it doesn’t say if we need to provide copies of the testing results with our submission.

a) Yes, we encourage you to submit any additional documentation which would assist the clinicians in properly evaluating the items.
