X The above referenced solicitation in block 9A for Hazardous Waste Disposal Services for VISN 1 located throughout New England states is hereby amended as follows:
1. Vendor questions and Government answers are listed below.
2. Questions are in BLACK and answers are in RED.
3. Section B.2, Performance Work Statement has been revised, see attached.
4. Attachment D.6, Pricing Spreadsheet, has been revised, see attached.
Mercedes Blanton Contracting Officer
VA-VHA-RPOE-2022-221832
1. Question: There is no explicit request for pricing for Emergency Response line items. How would the VA like the receive Emergency Response pricing as part of this proposal?
Answer: The pricing spreadsheet includes labor and supplies used for emergency responses during the previous contract so bidders should identify these items and provide pricing accordingly. If any unique equipment or items are needed for a spill response, it will be addressed at that time.
2. Question: In Section B.2(1)(g), the period of performance for each year of the intended contract lists two-year dates the start dates for each contract year, with one option year ending after the next one begins (e.g., Base: 04/22/2022 – 04/21/2024; Option One (1) 04/22/2023 – 04/21/2025; Option Two (2) 04/22/2024 – 04/21/2026; Option Three (3); 4/22/2025 – 04/21/2027; Option Four (4) 04/22/2026 – 04/21/2028). It appears that this was likely a typo, as the base year was scheduled to start in 2022, but please confirm the correct periods of performance, since this differs from the PoP listed on the SF 1449 and the D.6 Attachment 3 Pricing Spreadsheet.
Answer: Section B.2, Performance Work Statement has been revised; see attached.
3. Question: There is discussion in Section B.2(2.1)(g) about the potential for expedited lab analyses. Expediting lab turnaround incurs additional costs up to 100% of the charge for standard turnaround. How would the VA like this pricing to be reflected, since the contract holder can only invoice for existing line items on the pricing sheet?
Answer: Spreadsheet has been revised, see attached, 24-hour turnaround times have been added for each lab analyses.
4. Question: Based on ongoing variability in the waste disposal market, including current shortages in the incineration market, is the VA open to considering alternative treatment technologies for the waste streams identified in the solicitation? If so, how should this be reflected in the pricing sheet to best serve the VA’s needs?
Answer: Not at this time. After award the Government would be opened to consider alternative treatment technologies if recommended, requested, and discussed. Government requests are usually made if disposal methods are not commercially available. Pricing will be discussed at that time of approved alternate method. A note has been added to Performance Work Statement in section 2.2.
5. Question: Please confirm that all containers, vermiculite, and lab pack supplies should be included in the price per drum for packaged waste per Section B.2(6) Contractor Furnished Materials and Equipment?
Answer: Confirmed.
6. Question: In D.6 Attachment 3 Pricing Spreadsheet, please confirm that the column entitled, “Base Year” is intended to be per-unit pricing (i.e., should be called “Base Year of BPA Price Per Unit”).
Answer: Spreadsheet has been revised; see attached, intended to say Base Year Price Per Unit
7. Question: Please confirm that, per Section E.7(c)(3), pricing will be evaluated on the total of the columns entitled, “Base Year” plus “2nd Period of BPA Price Per Unit” plus “3rd Period of BPA Price Per Unit” plus “4th Period of BPA Price Per Unit” plus “5th Period of BPA Price Per Unit.” Confirm also that the referenced section E.7(c)(3) is intended to refer to Attachment D.6, rather than D.5 as written.
Answer:
8. Question: In D.6 Attachment 3 Pricing Spreadsheet, line items 106 – 109 inclusive are all entitled, “Barium Sulfate Solution (20 gal).” Please confirm that the actual sizes of the line items are intended to be 55 gallons for line item 106, 30 gallons for line item 107, 20 gallons for line item 108, and 18 gallons for line item 109.
Answer: Confirmed.
9. Question: Based on information from TSDFs with whom we work, certain adjustments to/additional line items on D.6 Attachment 3 Pricing Spreadsheet may be environmentally and/or financially advantageous to VISN 1. Would VISN 1 consider the adjustments proposed (in yellow highlight) in the attached file entitled, “Proposed Changes to D.6 Attachment 3 Pricing Spreadsheet”?
Answer: Not at this time.
See attached document: Revised Performance Work Statement.
See attached document: Revised D.6 ATTACHMENT 3 PRICING SPREADSHEET.
