About this file

This document is an amendment to a solicitation for the repair of foundation cracks at multiple buildings on a Department of Veterans Affairs campus. The solicitation seeks bids for cleaning and removing mold and mildew from foundation walls up to 30 inches above grade at specified locations, with work potentially requiring noise restrictions or off-hour work. The amendment provides a call-in number for a public bid reading, responses to contractor questions, and revised drawings and specifications. Key details include confirmation that a single person may fill superintendent, safety, and quality roles, staging will be provided within a mile, exterior work is above grade, and the projects may run simultaneously dependent on approved schedules.

2) RFIs Received for Project 631-19-003 Repair Foundation Cracks Solicitation 36C24123B0014.

1. General Note #2 on drawings says “Clean and remove all mold and mildew along foundation perimeter up to 30” above grade, minimum” Please define where this applies?

VA Response: Note #2 applies to entire foundation wall (up to 30”) otherwise noted.

2. Is there any anticipation of work with hazardous materials on this project?

VA Response: No

3. Please clarify special work requirements on a per building basis as discussed in walk-through.

VA Response: Buildings 1, 2, & 9 will have noise restrictions that will require coordination with the COR to schedule noisy work.

4. Can one individual simultaneously fill the role of Superintendent, SSHO, and QCM?

VA Response: Yes, see amended specifications, 01 00 00 General Requirements.

5. Please confirm workhours required for this project. Are there any specific tasks, work areas, or trade divisions that must be on off-hours?

VA Response: Please see 01 00 00 General Requirements, Section K – Phasing

6. Is there a designated location on campus for material staging? If so, where is this location?

VA Response: Yes, staging area will be provided within ¼ mile of site and will be discussed after award.

7. Please confirm the contractor is responsible only for scope items shown on the contract documents. If any adjacent scope items are discovered in field to be required in order to complete this work, will this be addressed as a change order to the contract?

VA Response: Contractor is responsible for the bid package work. Any change orders will be evaluated independently.

8. Please confirm that all work to be performed under this contract is above grade. Will any excavation be required to access any work locations?

VA Response: All exterior work is above grade.

9. Because the project “36C24124R0005 – REPAIR FOUNDATION WALLS AND BUILDING DRAINAGE SYSTEMS” is scheduled for bid as well and consists of similar scope and trade requirements, would the VA consider merging these two projects into one contract?

VA Response: No

10. Referring to this project and “36C24124R0005 – REPAIR FOUNDATION WALLS AND BUILDING DRAINAGE SYSTEMS”: Assuming each of these projects is bid as a separate contract, does the VA intend to allow these two projects to run simultaneously?

VA Response: Yes, refer to General Note 15 on drawing S-002. The projects may run simultaneously.

11. Can work on multiple buildings / multiple work areas be performed simultaneously? Or must all work on one building be completed and approved prior to the contractor moving on to the next building?

VA Response: Yes, this is also dependent on an approved schedule.

12. Will the VA require a construction fence to isolate each work area while work is being performed?

VA Response: Construction fence is required when the potential of overhead work is being performed, daily material and equipment is not removed from the work area at end of day, excessive material or equipment is used at work location, or COR requires fence.

13. What quantity of mold and mildew is assumed to be removed as part of the contract? For bidding purposes, is the contractor to assume mold and mildew exist at all building perimeters to a height of 30’’ above grade?

VA Response: Yes, assume at minimum washing all foundation walls is required when General Note 2 applies.

14. Is infection control barriers / containments required for work at building interiors? If so, what class infection control is required?

VA Response: No Infection Control barriers will not be required. However, construction work will be considered as Class II when working in interior basements for crack repair.

15. Are handrails and guardrails shown on S-501 existing or to be provided by contractor as new? Please clarify if new handrails and/or guard rails are to be provided as part of this contract? If so, at what locations?

VA Response: No handrails or guardrails are to be provided on this project. Details were provided in error and are now removed. Please see amended drawings.
