1. What happens to contracts at locations where there remain 1-4 option years on existing contracts?

Answer: The Government will do what is most advantageous for them. Each contract will be evaluated on an individual basis.

2. Will they be terminated on 2/15/21 if a new contractor is awarded that location?

Answer: Each contract will be evaluated on an individual basis and the Government will do what is most advantageous to them.

3. What type of Recycling is in the 30 CY at the VA CT, West Haven Campus, Bldg. 1?

Answer: Single Stream; verbiage added in service schedule.

4. In the Amendment 2 question 20, the answer states that offerors are to provide all compactors for all locations and the schedule was revised. However, Amendment 3, again notes some locations indicating “government-owned” compactors. We want to clarify that all offerors are to include compactor leasing costs for ALL locations and all waste streams that require compactors?

Answer: All compactors for all locations will be provided by the awardee.

5. Questions regarding BEDFORD VAMC:

a. Bld. 8 used to request TWO 10cyd dumpsters, however Amendment 3 is listing only ONE. Please clarify how many containers should be provided?

Answer: Two, 10-yard dumpsters; corrected.

b. Bld. 21, Amendment 2 stated the service was 2x a month for a total of 26 pickups annually, however Amendment 3 has changed this to 2x a week for a total of 104 pickups annually, can you please clarify?

Answer: Service schedule has been revised.

c. In Amendment 3 the cardboard bale service, E-waste service, baling wire, and Gaylord boxes have been removed, is this correct and we should no longer include this in our offering?

Answer: Leave removed for now; looking further into it.

i. If it is still included, the bale wire requirement is for a 250 bundle of wire every two weeks. This seems unnecessary given the amount of bales produced. Can we provide baling wire on an as needed basis?

Answer: More research is being done.

d. Can you please clarify that the SOLID WASTE weights for 2019?

Answer: Our records show 2,040,725.00 lbs. of solid waste that was processed.

e. The weights state the solid waste was 2,351,140 lbs. (1175.57 tons), however prior history of tonnage provided for 2017 was 565 tons and 2018 was 543 tons. Did the solid waste actually double from 2018 to 2019 or does this number include other waste containers not on this solicitation?

Answer: Yes, the waste tracker database appears to have been initiated here in id 2018, this may account for some discrepancies. Also, around 2018 there were some major changes to recycling processes globally, this could account for some changes in the numbers

f. Can you please clarify that the COMMINGLED RECYCLING weights for 2019?

Answer: Our records show 875,350.03 lbs. of recycling.

g. The weights state that commingled recycling weighed 543,886 lbs. (271.94 tons), however prior history of tonnage provided for 2018 was around 190,000 lbs. (95 tons), not counting cardboard. Did the commingled recycling actually increase this much?

Answer: Yes, the waste tracker database appears to have been initiated here in id 2018, this may account for some discrepancies. Also, around 2018 there were some major changes to recycling processes globally, this could account for some changes in the numbers.

h. The service level and size of the one compactor does not seem to justify this weight. Can you please provide clarification?

Answer: This is what the requesting service has requested but will be evaluated.

i. Does this number include other waste containers not on this solicitation?

Answer: No.

6. Questions regarding BOSTON HCS:

a. Would it be possible to provide a breakout of waste tonnages for each site Jamaica Plain, Brockton, and West Roxbury?

Answer: Not at this time, this information is being gathered.

b. There are no containers that indicate SS Recycling at any site, yet there is weight tonnage provided for this material. Where is this weight coming from?

Answer: The cardboard waste is single stream.

c. JAMAICA PLAIN

i. Bld. 1, Please clarify this is a 35cyd COMPACTOR for trash serviced 3x a week?

Answer: Yes, facility averages 156 pulls a year, with 3x a week pickup.

ii. Bld. 9. 30cyd Open Top for Yard Waste, this says it is serviced “4x a week, upon request”. Should this be 4 times a year or upon request?

Answer: Yes, it should be 4x a year, this has been corrected.

iii. Is this container a PERMANENT container on site, or a “TEMPORARY container only requested from time-to-time, delivered, filled in a few days, and removed”?

Answer: This is permanent and maybe asked to be moved during winter months due to limited space.

iv. Bld. 9., 30cyd for “general trash, solid waste”, is this MSW (bags of trash) or is this Bulky Waste (furniture, etc.)

Answer: Bags of trash; verbiage added.

v. In Amendment 3, it looks like two location were added to the solicitation, Bld. 4 6cyd for trash and Bld. 9, 10cyd for recycling, please clarify?

Answer: Yes, they were added. Building 9 is for single stream and building 4 is for general waste; revised.

d. BROCKTON

i. Bld. 1. Container says “4cyd compactor”, is this actually a Vert-i-Pak compactor or should this say container and it is a normal front load dumpster?

Answer: 4c-yard load dumpster.

ii. Bld. 44, 30cyd Wood Waste container says 6x a year. Is this container a PERMANENT container on site, or a “TEMPORARY container only requested from time-to-time, delivered, filled in a few days, and removed”?

Answer: Permanent.

iii. Bld. 44, 30cyd C&D Is this container a PERMANENT container on site, or a “TEMPORARY container only requested from time-to-time, delivered, filled in a few days, and removed”?

Answer: Permanent.

iv. Bld. 44, 30cyd Metal, is this container a PERMANENT container on site, or a “TEMPORARY container only requested from time-to-time, delivered, filled in a few days, and removed”?

Answer: Permanent.

8. Questions regarding CENTRAL WESTERN VAMC:

a. Bld. 25, shows three different containers for recyclables, “cardboard”, “mixed paper”, “commingled bottles”. Is there a specific reason for this sorting of material? The truck that services these containers will combine this material in one truck.

Answer: This is currently how it is being done.

b. Bld. 14, 30cyd OT Scrap Metal

1. Is this container a PERMANENT container on site, or a “TEMPORARY container only requested from time-to-time, delivered, filled in a few days, and removed”?

Answer: Permanent.

2. Can you provide annual estimated hauls for this container?

Answer: Approximately 52 hauls; weekly.

9. Questions regarding PROVIDENCE VAMC:

a. Bld. 8, is the 30cyd OT is this for regular MSW (bags of trash) or Bulky Waste (furniture, etc.)?

Answer: Bulky Waste (furniture).

Answer: These containers are used for the same purpose. Our facilities crew have them for leaves and other general outdoor waste. The frequency is what works best for this facility.
