1. Question: There are containers that we saw on property with the Government personnel leading us and they stated the containers are absolutely needed at certain facilities and are yet nowhere to be found on the contract.
Answer: Regarding the Brockton Campus – question about Building 45 and compactor – Currently Building 45 is under construction due to new Laundry – New Laundry should be open hopefully within the next 9 to 12 months or possibly sooner (Estimate) that is why no one could find the compactor in Building 45. Once the New Laundry is open, they will need a compactor and 8-yard container.
2. Question: There are containers that are called open tops ($7K to buy) that are actually compactors and must be compactors ($36k to buy).
Answer: Customers have been questioned and service schedule has been revised.
3. Question: There are containers that are listed as being serviced 4 times a week and they are actually serviced 4 times a year according to the personnel. by “site”?

E.6 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government shall award a contract resulting from this solicitation to the responsible Offeror/Contractor whose offer conforming to the solicitation shall be most advantageous to the Government, price, technical capability, and past performance factors considered. The following factors shall be used to evaluate offers:

· Technical Factors (Subfactor) with subfactor (6) being the 2nd least significant factor and subfactor (7) being the least significant factor. An overall rating will be assigned for Subfactors one (1) through seven (7).

· Service Schedule Management (Subfactor 4)
· Subcontracting Plan (Subfactor 5)
· SDVOSB Qualitative Factor (Subfactor 6)
· VOSB Qualitative Factor (Subfactor 7)

PRICE
Price (follow these instructions):
1) Standard Form 1449 (page 1), Solicitation/Contract/Order for Commercial Items, with blocks 12, 17, 30a, 30b, and 30c completed by the offeror.
2) Solicitation Section B.3, Supplies or Services and Prices/Costs, with offerors proposed contract line item prices inserted in appropriate spaces.
3) Attachment A, Price Schedules, with offerors proposed line item prices inserted in appropriate spaces.
4) Solicitation Clauses "Offeror Representation and Certifications -Commercial Items", completed by offeror at (https://SAM.gov), or a Reps and Certs print out may be submitted.
The Government shall not pay any cost incurred in preparation and submission of this offer.
TECHNICAL FACTORS
The Contractor shall provide supporting document that they possess adequate resources, capability, experience, responsibility and integrity to meet the technical capabilities to comply with the requirements of the resulting contract. This shall include the following:
The evaluation will be divided into seven (7) sub-factors, with subfactor (6) being the 2nd least significant factor and subfactor (7) being the least significant factor.
(1) Waste Management Approach – The bidding contractor will provide an explanation of their waste management approach. The Government prefers the most cost-effective waste prevention approach. The Government will choose the approach which will reduce the most overall waste generated, while also pursuing strategies that reduce disposal fees and minimize environmental impacts by diverting waste from treatment and disposal facilities, including landfill and incineration without energy recovery. The Government prefers the most environmental approach in accordance with EPA’s Waste Management Hierarchy. EPA’s Waste Management Hierarchy prioritizes waste management approaches, from most to last environmentally preferred as follows:
a. Source Reduction and reuse;
b. Recycling and composting;
c. Energy recovery (e.g., waste-to-energy incinerators; and
d. Treatment and disposal
(2) Management Approach - For offers to be properly evaluated, bidding contractors must provide adequate documentation and explanations to meet all the requirements spelled out in the Performance Work Statement above. Bidding contractor must submit current required permits and business licenses allowing (or that will allow) them to perform the work as required.
(3) Technical Approach – The bidding contractor will provide an explanation of how they will provide verifiable weights of solid waste and recycling removed. The bidding contractor will provide a plan for ensuring that waste removal containers are maintained in an acceptable condition, such as, cleaning and sanitizing them on a regular basis, and what type of method will be used to do so.
(4) Service Schedule Management - The bidding contractor will provide evidence of properly maintained vehicles and insurance. Bidding contractor will provide a written plan of the service, including a sample schedule of waste removal days. Bidding contractor must provide a list of Treatment Storage and/or Disposal Facility (TSDF), Universal Waste and recycling facilities which will be used in support of this contract.
(5) Subcontracting Plan – If you are planning to sub-contract some or all this work, please provide the name and address(s) of all subcontractor(s) (if applicable) and a description of their planned subcontracting effort.
(6) VIP verified SDVOSB - VIP verified SDVOSB offerors shall receive full qualitative enterprise credit for their SDVOSB status. This qualitative factor is the 2nd least significant factor.
(7) VIP verified VOSB - VIP verified VOSB offerors shall receive partial qualitative enterprise credit for their VOSB status. This qualitative factor is the least significant factor.
Special Remark: Please limit your response to no more than forty (40) typewritten pages with a 12-font size addressing all technical factors (1) to (5). Technical Factor response must be separately provided (e.g., placed behind the proposal submitted).
PAST PERFORMANCE
1) Provide (3) references (but no more than 8 references) of work similar in scope and size performed in the past 3 years with current contact information to include an active contact’s name, e-mail, phone number, address, and organization to include a brief description of the work completed, and a contract # (if applicable). References will be checked by the Contracting Officer to ensure your company can perform the Performance Work Statement. References can be attached to Standard Form 1449 as specified above in Instruction to Offerors above.
2) Past Performance shall include: Demonstration the Prime Contractor has successfully performed a Solid Waste and Recycling Services within the last Three (3) years on at least Three (3) service contracts of equal or greater size and complexity within the same or similar scope of work as work is identified in the performance work statement (PWS) as described by the specifications of this solicitation in the price range of $1,000,000 to $10,000,000.00
3) Past performance information may also be obtained from other sources available to the Government to include, but not limited to, Past Performance Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontracting Reporting System (eSRS), or other databases.
TECHNICAL AND PAST PERFORMANCE WHEN COMBINED, ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE.
The goal of this solicitation and ensuing contracts is to sustain orderly 24/7 hospital operations at medical facilities throughout New England with reliable, efficient solid-waste disposal. The VA looks to the contractor community for orderly seamless operations. This entails timely mobilization by awardees and a reasonable time for onset of performance upon notice to proceed. Each VAMC campus is unique and requires its own staggered mobilization and onset date depending on local conditions. The VA is a trusted business partner for the small-business community and welcomes proposals from incumbents and new entrants who are committed to ensuring successful outcomes.

Notes* This is a Small Business Set-aside, multiple award with a potential of eight (8) awards. Ensure to specify which site(s) you are submitting an offeror for.
*Offerors are encouraged to propose price reductions and/or discounts which must be applied to the proposed pricing.
*The VA will evaluate Offerors based on their service-disabled veteran-owned small business (SDVOSB) status; an Offeror must be registered and certified in VetBiz.gov Vendor Information Pages (http://www.VetBiz.gov).
(b) Options. The Government shall evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) Written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
