1. Page 86, states “Ensure to specify which state(s) and/or site(s) you are submitting an offeror for." However, page 5 states, “The Government is breaking the areas into six regions by states. Maine, Vermont, New Hampshire, Massachusetts, Rhode Island and Connecticut. The Government intends to select one contractor for each area with an opportunity of one contractor to be selected for multiple areas.” Can you confirm that the awards will be made by state and not by specific site? Also, will the CLIN lines be changed to reflect each “area” (state) being awarded versus the current CLINs reflecting by “site”? – CLINS will remain the same and the Government is now offering awards based on sites. There will be a potential of 8 awards. Please see revised section E.6.
2. For cost effectiveness and efficiency, a bidder may choose to combine resources (trucks, drivers, equipment) for two areas. For example, a bidder could combine Massachusetts and New Hampshire in order to share resources. If a bidder is awarded one area but not the other, would they be afforded the opportunity to decline their award since the cost of the business dynamic would be severely impacted? For this example, if the bidder was awarded New Hampshire but not Massachusetts could the bidder decline the award for New Hampshire? – Yes, the offeror does not have to accept the award.
3. Will any evaluation preference be given to SDVOSB’s or VOSB’s over other small business entities? – Yes, please see revised Section E.6.
4. The Government has established a goal of 55% recycling for this solicitation. Understanding this goal, it is important for bidders to know where each location currently stands with this goal. What are the current recycling percentages for each location? – The current recycling percentage for the entire VISN overall is 49.9%. Individual facilities are as seen below:
Togus – 41.02% White River Junction - 63.64% Bedford – 27.62% Boston – 59.3% Central Western Massachusetts – 54.99% Manchester – 40% Providence – 39.42% Connecticut - 43% (Newington 50%)
5. Who is the incumbent service provider for the Edith Nourse Rogers Memorial Hospital? Are they a current registered SDVOSB? - All (SD)VOSB firms are required to be validated in VIP. All VA contract award information is available at Federal Procurement Data System - Next Generation (fpds.gov). The incumbent contract no. for Edith Nourse Rogers Memorial Hospital (Bedford) is 36C24119C0036.
6. Who is the incumbent service provider for VA Boston Healthcare System? Are they a current registered SDVOSB? – All (SD)VOSB firms are required to be validated in VIP. All VA contract award information is available at Federal Procurement Data System - Next Generation (fpds.gov). The incumbent contract no. for Boston Healthcare System is 36C24121P0008.
7. Who is the current incumbent service provider for the VA Central Western Massachusetts? Are they a current registered SDVOSB? – All (SD)VOSB firms are required to be validated in VIP. All VA contract award information is available at Federal Procurement Data System - Next Generation (fpds.gov). The incumbent contract no. for VA Central Western Massachusetts is 36C24119C0019.
8. Who is the current incumbent service provider for the VA Providence Medical Center? Are they a current registered SDVOSB? – All (SD)VOSB firms are required to be validated in VIP. All VA contract award information is available at Federal Procurement Data System - Next Generation (fpds.gov). The incumbent contract no. for Providence VA Medical Center is VA241-15-P-1916.
9. When does the government anticipate making the award announcement? – The Government anticipates making an award announcement on or about February 15, 2021.
10. There are differences in the services required between the table listed in “4. Places of Performance” and section D.3 VISN 1 Service Schedules. Which table should the bidders use to determine the costs for this service? – Please see revised D.3 and additional excel spreadsheet (attachment A) which is required to be completed.
11. Page 21, section 8 - paragraph 2. Will the incumbent service provider(s) be required to replace the current equipment with “new equipment” as required in this section as any other awardee would be required to do? - Yes
12. Page 22, section 8 - paragraph 9. How long will the temporary usage of “used” equipment be allowed? – Requesting services would need to inquiry with each vendor.
and how will the use of “new” equipment from paragraph 2 of Section 8 be enforced? Awardee will work facility on a reasonable timeline and awardee is expected to assist in the transferring process. Will the placard be inspected to ensure manufacture date of 2020 or newer? – Equipment should be in good condition; not necessarily new. Section revised.
13. Page 25, Section 11, Qualifications point #4. As stated, “Contractor(s) shall demonstrate their ability to convert the VA locations to their services immediately after award of the contract(s).” Given the Government is requiring new equipment and even with allowing the temporary use of used equipment, there is currently a waiting period of up to 45 days for new equipment. Any other bidder, except the incumbent, would be subject to that wait and would have to pay twice for installation if they even had the used equipment available. This clearly favors only the incumbent. Given this information, can the Government clearly define a more reasonable phase in/phase out for the awardee than “immediately”? The Government is required to provide realistic timeframes as part of their solicitation process. Anything less than a 45-day phase in/phase out would be unrealistic and could be challenged. – Equipment is expected to be ordered and onsite within 90 days or if equipment is available sooner. Awardee shall work with requesting service on a reasonable start date within 60 days of award.
14. Page 23, section 8 - paragraph 15. This specifies that a baler will be provided to the facility upon request. There is no mention of a baler in Section D.3 VISN 1 Service Schedules. What is the model of the baler being requested and will the hookups for power be provided by the Government? - Section removed.
15. Page 23, Section 10, paragraph 5. Does the current provider (incumbent) provide the tracking report identified in this paragraph? Yes. If so, can the bidders gain access to a sample of this tracking report or does the Government have a sample of the report they are requesting? - A basic example has been provided; see attachment B.
16. Page 25, Section 11, Qualifications point #2. This paragraph states, “Contractor(s) shall provide information for primary and back-up sites for the following: regulated medical waste disposal services, reusable sharps container exchange services, solid waste disposal services, and recycling services.” There are no regulated medical waste disposal services or reusable sharps container exchange services listed in Section D.3 VISN 1 Service Schedules. Are the bidders required to back-up these services or was this inclusion a mistake? – This was a mistake and the language has been removed.
17. Page 65, Table Row 5. Can the Government clarify the Container Size; is this 2 x 65-gallon container or 2 x 165-gallon containers? - Language has been revised.
18. Table Rows 6-10. Identify the quantity of containers for both Solid Waste and Recycling for each listing. Are there one of each waste type? For example, the Portland VA is requiring “Solid Waste and Recycling” in the “Service” column but there is no quantity defined in the “Container Size” column to indicate if there are to be 2 containers (one for each service) or just one container making it a Solid Waste only container. – Language has been revised.
19. Page 65-75, various table rows. The terms Bi-weekly and Bi-monthly are ambiguous. Does this mean twice per week/month or once every other week/month? Will the section D.3 VISN 1 Service Schedules be changed to reflect either 2x per week/month or 1x every other week/month? For example, the White River Junction Loading Dock Bldg. 31 states “Bi-weekly/Tuesday” and the Jamaica Plain Campus Rear Building 1 30-yard compactor for cardboard states “Bi-weekly; Monday and Thursday”. The meaning of Bi-weekly/monthly is unclear. – Language has been revised.
20. Section D.3 VISN 1 Service Schedules reflect some equipment/containers as Government owned, some as leased, and some are not specifically noted either way. Should the contractor assume that all containers not listed as “Government owned” are to be provided by the contractor? The Government should clearly define what the Government Furnished Equipment (GFE) will be provided for this service contract. – All equipment shall be provided by the offeror. Language revised.
21. Section D.3 VISN 1 Service Schedules refers to “white goods”. Can the Government define what those “white goods” will be specifically in reference to this solicitation? Language has been removed.
22. Page 65, Table Row 14. The Service Column states, “Solid Waste” however the Container Size Column states “single stream”. Is this a solid waste or “single stream” recycling compactor? – Language has been revised.
23. Page 67, Table Rows 2-4. The Frequency Column states, “Upon request (approximately 48 times a year)”. To ensure all bidders provide consistent pricing, can the Government define an exact number to be used? The incumbent would have the advantage knowing a more exact estimate. – Frequency has been changed to weekly.
24. Page 71 & 72, Table Row 9-10. The table states the equipment is “Provided by Landlord” and the Frequency of Service is “Unknown”. Are these locations part of the bid to be priced? If so, what is the container size and type and service frequency for these locations? – Sites in question have been removed.
25. Page 73, Table Row 10. What is the container size and type for this location? - Schedule has been revised.
26. Page 74, Table Rows 3-7. The listed Frequency states, “Upon Request”. What frequency estimate should bidders use to ascertain a price for these services? The facility should have significant historical data to allow for a more defined estimate of quantity. – Sites in question have been removed.

B.2 PERFORMANCE WORK STATEMENT (PWS)
VISN 1 Solid Waste and Recycling Program Services
1. GENERAL:
Contractor(s) shall be responsible for allocating all equipment and personnel, including back-up resources, to meet all requirements for the comprehensive management of the solid waste and recycling programs for the VISN 1: New England Healthcare System. The comprehensive waste services shall not only include the collection, recycling and disposal of the waste, but also the training and support required to ensure compliance with all Federal, State, and Local regulations. The Contractor(s) must have relevant experience in providing comprehensive waste management services. VISN 1; New England Healthcare Systems has a goal to achieve a 55% or greater recycling rate across all medical centers. As such, VISN 1; New England Healthcare Systems is looking for a service provider who can help assist in obtaining this goal of 55%. Bidders will be afforded the opportunity to conduct a site visit of the three main campuses to observe current waste management and recycling practices. It is the VA’s intent to allow each bidder to develop and submit a Recycling Plan that will help the VA manage waste in the most efficient, economical and best way possible to obtain a 55% or greater recycling rate. The ability to provide waste audits and to properly separate waste streams is crucial to this requirement. The Contractor(s) must be able to assist the facilities in properly profiling their waste and reducing the volumes of waste, while increasing recycling services. The Contractor(s) shall clearly show a plan that will easily measure the reductions in volumes monthly. It shall be the responsibility of the Contractor to provide the tracking and reports in a timely manner (within 20 calendar days of the end of the month), and action plans to address any shortfalls.
2. BACKGROUND:
VISN 1: New England Healthcare System is an integrated healthcare system comprised of Medical Centers, and many community-based outpatient clinics located throughout New England.
VISN 1: New England Healthcare System provides ambulatory care, primary care, and secondary care in acute medicine and surgery, specialized tertiary care, transplant services, spinal cord injury, outpatient care, and a full range of extended care and mental health services.
The Government reserves the right to make a multiple award based on the evaluation. The Government intends to award a Firm Fixed Price Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide solid waste and recycling program services. The Government is breaking the areas into eight sites by facilities. 1. Togus, ME, 2. White River Junction, VT, 3. Bedford, MA, 4. Boston Healthcare System, 5. Manchester, NH, 6. Central Western Massachusetts (Northampton), 7. Providence, RI and 8. Connecticut Healthcare System. The Government intends to select one contractor for each area with an opportunity of one contractor to be selected for multiple areas. The Government encourages contractor collaborations. Performance will be at various locations as seen below and will be determined at the individual task order level to include the performance of work and period of performance.

Solid Waste, Recycling plans and concepts will need to be developed for the following sites:

* Performance Work Statement (PWS) can be modified at any time to include all VA Facilities in VISN 1 VA New England Healthcare System.
Additional locations containers and service may be provided at the time of the award.
5. DAYS AND HOURS OF OPERATION:
Monday – Friday, 8:00 a.m. to 4:30 p.m. unless excluding federal holidays (earlier operational times can be approved upon discussion and acceptance).
6. PERFORMANCE REQUIREMENTS:
a. The contractor(s) shall provide creative, efficient and innovative solutions that demonstrate the contractor’s ability to properly understand and perform the services of this requirement. The contractor(s) shall demonstrate technical solutions and approaches that exhibit the contractor’s experience and qualifications in providing these services. The contractor(s) shall be required to provide a demonstration of the resources, equipment and qualified personnel that are available to commit to this requirement. The contractor(s) shall provide all labor, supplies, equipment, and disposal for the following services:
1) Solid waste disposal services and recycling services Recycling Services:
a. Single Stream Recycling* (cardboard, plastic, glass and aluminum)
b. Scrap Metal (e.g. appliances, office furniture, wire, pipe, medical equipment)
c. Scrap Wood (e.g. lumber, branches, trunks)
d. Pallets
e. Shrink Wrap
f. Plastic Bags
g. Plastic HPDE 1-5
h. Plastic #1-7
i. Cellulose Fiber (e.g. magazines, junk mail, envelopes, non-HIPPA paper, phone books, paper bags, newspapers, cardboard, paper board)
j. Aluminum (cans, foil, pans)
k. Metal Cans & Containers
l. Glass Bottles and Jars
m. Food Waste
n. Organic Waste (e.g. compostable containers, food service items (e.g. plates, bowels, utensils), paper towels, napkins, yard and garden waste)

2) A meeting will take place between the Contractor and VA personnel every 6 months. Topics of discussion will include past performance, issues and concerns, a review and update (modification as needed) of the comprehensive recycling plan, to name a few. The Contractor(s) will provide personnel with healthcare industry experience in waste minimization and implementing recycling programs to attend these meetings. The goal of VABHS is to recycle as much material as possible. Here is a list of potentially recyclable materials. This list is not meant to be all-inclusive.

7. REFERENCES/REQUIREMENTS: The requirements of the following agencies must always be met for solid waste management:

8. SOLID WASTE DISPOSAL AND RECYCLING SERVICES
The VISN 1: New England Healthcare System solid waste service is a critical support service for the VISN 1: New England Healthcare System. Solid waste must be removed from the facility in an efficient and timely manner so as not to interfere with work production within buildings or at the loading docks. Maintaining the cleanliness and aesthetic appearance of the equipment shall be a high priority.
The loading dock is the most critical area for the management of the solid waste. The waste must be removed on schedule so as not to interfere with the facility operations at the loading dock. The containers must be in good condition. As part of this solicitation, the contractor(s) shall provide good equipment to ensure the cleanliness and aesthetic appearances are satisfactory.
The Contractor(s) must provide a plan for maintaining the cleanliness of the containers and equipment.
