CONTINUATION PAGE

QUESTIONS:

1. Question: Is it the VA’s intent that all the materials in this single stream compactor go to a landfill since separating and recycling are not an option?

Answer: Thank you for your concern for the Bedford VAMC recycling program. We have been aware of the market changes for some time. Bedford VAMC has had to alter our recycling program to reflect these market changes, both internally as well as externally. Through extensive research, we’ve concluded that a simple, yet sustainable approach is a necessity to move our recycling program forward. It is certainly not our intention to send marketable recyclable materials to a landfill. We believe the amended Performance Work Statement shows a proactive manner of improving our recycling program.

1. Question: The number of 10-yard Front End Load Containers has been reduced from 7 to 4 is the VA’s intent to reduce the number of dumpsters on this solicitation?

Answer: Yes. We are reducing the number of 10-yard dumpsters that will be distributed throughout the campus to improve the efficiency of the management of our solid waste program.

1. Question: The amendment states that “100% of the contents of this dumpster shall be recycled”. When the C&D container is taken to the station a LEEDS report is created. Because some C&D cannot be separated (rebar in cement, etc) 100% is not attainable. Most stations are able to achieve 85%. Can the 100% requirement be reduced?

Answer: Performance Work Statement has been revised to reflect recyclable Construction & Demolition Debris to achieve a recycling rate of 80% or greater. It will be required of the contractor to report to the POC the actual recycled percentage of each container dump.

1. Question: If the compactor is only used for legitimate single stream materials (as listed above), where would the rest of the material be collected?

Answer: Due to the market changes concerning recyclable and non-recyclable materials, Bedford VAMC will be determining any non-recyclables as solid waste; and therefore, collecting these items appropriately in the solid waste containers.

1. Question: Will the VA remove the requirement for a compactor at the recycling facility?

Answer: Performance Work Statement has been revised to read: compactor or a similar non-compactable closed-top container.

1. Question: Will the VA limit the number of items to be recycled to those that actually have a market/end use?

Answer: Yes.

1. Question: Will the VA allow for continued use of trailer, source separation, should the list of required recycling items not be reduced?

Answer: No.

1. Question: Section C. Specifications. Does the VA intend to reimburse contractor for parts and labor required to repair/maintain VA owned compactors?

Answer: No.

1. Question: Will the VA please provide a pricing option for extra service? Answer: Refer to solicitation.

1. Question: Will the VA please confirm that this contract does not include any document destruction responsibility as listed in Section H?

Answer: No document destruction is involved.

1. Question: Section B.3 of the document (Pricing Schedule) only shows one Item number for Solid Waste and Recycling. Question: The market for recyclables in Massachusetts will continue to fluctuate. As shown in the document, because there is no market for some items there will be a disposal fee attached to them. Materials can be turned away and costs to recycle can increase. Can a line item be added to account for negative recycling revenue? This would facilitate any need for amending pricing during the life of the contract.

Answer: No line items will be honored.

1. Question: Please note that Container Requirement Listing in Amendment 5 does not include a 10 CY dumpster at Bldg. 16 or Bldg. 80. Should there be 7, as previously listed, or 5 as shown in Amendment 5?

Answer: 5 as shown in Amendment No. 0005.

B.2 PERFORMANCE WORK STATEMENT
