1. There is a note next to each Building. We were not sure what is meant by “service includes cleaning, tip on station”? This means cleaning after a service has been provided.
2. There are notes on the Solicitation that the compactors that are government owned to pick up before 10am. We would just like to know does the site require a pickup and return all before 10am or pickup prior to 10am? A Government is requesting a pickup prior to 10am.
3. Is there is a special place required for the Disposal site or is it just the closest to our hauling district?
There is no special place required this is at the convenience of the offeror.
4. Regarding the compactors it looks like the solicitation requires 2 cleanings per year but does it have to be worked into the pickup pricing? Yes, this is part of the pricing not a separate line item.
5. Section B.2 C. Specifications “Contractor shall provide maintenance and repair of contracted equipment, including parts replacement and labor.” Will the VA please confirm that contractor will be reimbursed for repair/maintenance to VA owned Compactors? Performance Work Statement has been revised. Contractor will not be reimbursed; VA Containers and associated VA equipment will be maintained and repaired by VA.

10. Section H. “The contractor will certify destruction of materials via monthly submission of Letter of Destruction and Certificate of Destruction which will be in compliance with the Privacy Act Requirements and VA Regulation RCS 10-1 on the destruction of materials at no additional charge.” Will the VA please confirm that there are no document destruction requirements related to this solicitation? Performance work statement has been modified; please see attached. This is not a requirement as a “certificate of destruction” is for shredding of material only and not related to this contract.
11. Section E10 52.212-2 Evaluation (a) 1b. “Solicitation Section B.4, Supplies or Services and Prices/Costs, with offerors proposed contract line item prices inserted in appropriate spaces.” Will the VA please identify location of Section B.4, not included in Solicitation? Please note section E.10, number 1, letter b should read B.3 not B.4.
12. Section B.3 of the document (Pricing Schedule) only shows one Item number for Solid Waste and Recycling: Question: Because of the current fluctuating market and the fact that we have no control over what is loaded into the recycling van, can a line item be added to account for negative recycling revenue? No, this will not be added.

16. There is a statement at the bottom of p. 5 indicating extra pick-ups “will be charged at regular pick prices set by the contract.” How should bidders provide this given the Price/Cost Schedule only allows for a single, aggregate monthly figure? Should bidders provide a supplemental price sheet that provides a break-down of prices by each service component? No, an additional line item has been added for extra charge fee; please see price/cost schedule.

24. Will a bidder’s CPARS evaluations be accepted in place of the Present/Past Performance Survey? The offerors CPARS will be evaluated regardless of the Present/Past Survey.
