CONTINUATION PAGE

1. Question: Amendment 004 refers to a QASP being added. Section e. Reads:

E. QUALITY ASSURANCE: The Government will investigate complaints from Bedford VA. All information received will be provided either verbally and/or in writing to the contractor for appropriate action. See section D, Quality Assurance Surveillance Plan.

Within the amendment the QASP is discussed in section D.2. Will this replace D.2 in the original solicitation? That section refers to past performance?

Answer: No, please note the added QASP will be referenced as D.3.

2. Question: Under Specifications, Section C, will you be including two 30 CY Roll-Offs observed (one for C&D/wood and one for metal) and the pick-up frequency in place of “Note: Vendor-owned 30-yard open container will be left on site at 200 Springs Road, Bedford, MA. VA will call for tip and return.”?

Answer: Compactors, weekly, open top, every other week.

3. Question: If you decide to keep the trailer for recycling (mostly single stream), what is the haul frequency?

Answer: Remove the trailer.

4. Question: If you decide to replace the trailer with a compactor for single stream recycling please amend the specifications to include a) whether the VA will purchase and install the compactor or if it will be vendor-provided (VA would need to install the appropriate power source); b) the anticipated pick-up frequency; and c) the handling requirements for other (i.e. non-single stream, C&D/wood and metal) recyclable materials.

Answer: Vendor owned, leased, VA will provide power installation, once a week pick up.

5. Question: If you want the contractor to pick-up debris in the area surrounding the compactors when removed for service/dumping, please indicate this and specify that a bucket, broom and shovel will be provided at each compactor location.

Answer: Disregard. VA staff will address.

Site Visit on 2/16/19 at 10am Attendees and Discussion

Attendees:

· Bob Preziozo, Interested Party

· Robert Michalik, COR

· Joe Zitko, GEMS Coordinator

· Mercedes Blanton, Contracting Officer

1. Question from VA: What plastics are not recyclable?

Answer: Certain codes which can be identified but not list at site.

2. Question from offeror: Is it necessary to keep this recycling trailer?

Answer: No this is not a necessity; Government wants the most efficient method.

3. Question from offeror: Do you need all these gaylord containers inside building 19?

Answer: No, we do not need all these gaylords and would like to move towards not having them.

4. Question from VA: How much C&D is recycled?

Answer: 100%

Discussion/Action: Single stream is the method the Bedford VA Hospital would like to move towards. Inside the recycling building there are 10 gaylord containers which require self-sorting and the result is wasted recyclables. Suggested we convert the trailer to compactor.

COR drove a Government Vehicle around the campus to building 6, 12, 14, 70, 3, and 19.
