Sample Project 3, Lead Paint Removal Bldg 61 & 62 Answers to Vendor Questions Building 61:
1. Please confirm that the only scope of work is the removal of the windowsill and trim piece below the windowsill as was discussed onsite. (see attached picture).
Contractor is responsible for removing the entire window sill and trim. Please see Bldg. 61 SOW for full scope requirements.
2. Are the sills and trim being replaced under this contract?
No.
3. If so, please confirm that prime and paint to match is a part of this contract.
Not applicable.
4. If so, please confirm that a detailed profile on the trim and sill is not required on the replacement wood as the mock ups are dimensional lumber (see attached picture)
Not applicable.
5. Is the VA responsible for moving all furniture, AC’s and other movable items blocking access to the work?
The contractor is responsible for moving all items blocking access to work and protecting and reinstalling them.
6. Is it just window sills and apron that are being removed, or is it all the painted wood (trim) around the window.
The trim around the window, the windowsill and the apron are being removed.
7. What about moving the contents of the Room? Who will do it, when, and who will bring everything back to the room. (I will tell you Rick, Bldg 61 in one particular room there are book cases after book case, full of empty Binders!!! ) The contractor is responsible for moving the contents of the room in order to allow containment setup and access to work. The contractor is held liable for any damages. The contractor needs to coordinate with VA COR in advance.
8. Will they receive a floor plan of the Buildings?
Upon request, the VA will provide a floor plan of the buildings.
9. Are there definitely 58 windows?
Yes.
10. Will they receive a copy of the Lead Report?
Yes. Please see SOW requirements for full set of deliverables.
11. Statement of Work, A.4. Scope of Work: What is meant by “other lead work services”? Does this refer to lead abatement, lead removal or both? Does “other lead work services” mean additional work not listed will be an amendment to the contract?
All lead work required to be completed. Review SOW requirements.
12. Statement of Work, A.4. Scope of Work a.-b.: Does the work to remove the window sills and window frames include removing the window sash? If yes, is the contractor to enclose the window opening or is this work to be done by others? If the contractor is enclosing each window opening, how is this to be done?
Contractor is responsible for performing all associated work necessary in order to complete SOW requirements.
13. Statement of Work, A.4. Scope of Work a.-b.: Once the window sills and window frames are removed, is the contractor to patch, repair and paint at the areas the sills and frames were removed or is this to be done by others? If the contractor is to patch, repair and paint the areas, how this work to be done?
The contractor is not responsible for patching, repairing, or painting the window sills and trim. Excessive damage due to negligence or lack of care shall be repaired by contractor.
14. Statement of Work, A.5. Definitions, third paragraph: What is the definition of “LBP stabilization”?
LBP stabilization is not needed for this project. The project consists of full lead abatement.
15. Statement of Work, A.5. Definitions, third paragraph: Both the terms “LBP abatement” and “LBP removal” are included. According to A.5. Definitions, “LBP Abatement” applies to target housing and child-occupied facilities, and “LBP removal” applies to structures that are not-target housing or child occupied facilities. Is Building 61 target housing?
Building 61 is not target housing.
16. Statement of Work, A.5 Definitions, sixth paragraph: This paragraph states “ All lead workers and supervisors shall have also completed 16-hour Class III Asbestos Worker Training when removing asbestos-containing window caulking in window frames coated with LBP.” Is asbestos-containing window caulk present on inside window frames? If yes, which window frames have asbestos-containing window caulk?
The VA is not aware of any interior asbestos-containing window caulk.
Building 62:
1. Are there an extra replacement Floor tiles anywhere in case of cracking or breakage?
The contractor is responsible for any replacement tiles needed due to cracking or breakage.
2. Are they supplying and installing locks on the doors, there are no locks now.
The VA is only supplying the core for the locks. The interior wooden door and door hardware is to be provided by the contractor. The contractor is responsible to provide door hardware that is compatible with VA cores.
3. Are they to replace the doors and hardware, if yes what kind/type of door/hardware?
Contractor is responsible for removal and replacement of door and frame. Door size will change to a 3’ x 7’ door. Contractor is responsible for widening frame. Core on door locks will be installed by the VA.
4. Please confirm that removal and replacement of all door components are included in this contract (i.e door, frame)
Contractor is responsible for removal and replacement of all door components. The VA will supply cores.
5. Is prime and painting included as a part of this contract?
Prime and paint is the contractor’s responsibility.
6. With this being a residential building, will wipe samples be required?
Wipe samples are required.
7. Can the hardware being re utilized?
No, the hardware will not be re-utilized.
8. What is the turn around time for a single door from start to completion (i.e., how long can a resident be out of their room?)
Turn around time for a single door from start to finish is the same working day. Frame and door has to be removed, frame widened and replaced, door replaced, and door and frame prime and painted by the same working day.
9. How many rooms can be taken at one time?
It is up to the contractor to decide how many rooms to take at once. It should be noted that whatever work gets started must be completed by the same day.
10. Are there any door openings that are being widened for ADA compliance?
The door openings for the ten separate rooms need to be widened to account for a new 3’ x 7’ wooden interior door.
11. Section 01 35 26 Safety Requirements, paragraph 1.7, page 01 35 26-13: This section states “Each subcontractor shall designate a minimum of one CP …” If no subcontractors are used, is the Prime Contractor required to designate a CP? If yes, can the Prime Contractor’s SSHO also be the CP?
A designated CP is needed even if no subcontractors are used. The prime contractor’s SSHO can be the CP.
Routine Interior lead-based paint (LBP) abatement VABHS Brockton Division, Building 61 and Routine Interior Door lead-based paint (LBP) abatement VABHS Brockton Division, Building 62.
12. Statement of Work: Is there any target housing within this RFQ?
Building 62 is target housing.
13. Requirements, paragraph B on page 01 35 26-16: If the contract work is completed in less than a month, is a random monthly site inspection by a CSP or CSHT required?
A random monthly site inspection is not needed by CSP or CSHT.
14. Section 01 35 26 Safety Requirements, page 01 35 26-27: Is tuberculosis screening required? If so, is tuberculosis screening required for all contract employees and for the CIH (or CIH’s Industrial Hygiene Technician) and the CSP (or CSP’s certified Construction Safety and Health Technician)?
If required by federal EPA and state regulations for Lead Abatement, then it is needed.
15. Section 02 83 33.13 Lead-Based Paint Removal and Disposal, 1.2 Related Requirements, page 02 83 33.1: Can the VA please provide Section 02 82 11 TRADITIONAL ASBESTOS ABATEMENT?
Section 02 82 11 Tradition Asbestos Abatement will be attached for review.
16. Section 02 83 33.13 Lead-Based Paint Removal and Disposal, 3.2 Preparation, Paragraph C Lead Control Area Requirements, page 02 83 33.13-8: By “containment screens”, is the VA referring to mini containments to be erected on either side of the door openings?
Mini containments are needed for each door or window in which lead is going to be abated. Containments can be moved as a new window or door is being worked on.
17. Section 02 83 33.13 Lead-Based Paint Removal and Disposal, 3.3 Work Procedures, page 02 83 33.9: A 24 hour turn-around time is not industry standard for lead paint abatement or removal work. Reasonable time is needed to deliver air monitoring samples to the laboratory, for laboratory analysis of the samples, the contractor’s receipt of the laboratory’s air monitoring results and for the CIH to review and sign off on the results before submitting the signed results to the Contracting Officer’s Representative. Is the 24 hour turn-around time a requirement?
The VA will consider a more reasonable turnaround time upon request. Note however, any work that begins in building 62 must be completed same day.
18. Section 02 83 33.13 Lead-Based Paint Removal and Disposal, paragraph 3.5.B, page 02 83 33.13-10: Is the contractor to paint any new or bare surfaces?
In Building 61, the contractor is not responsible to paint any new or bare surfaces. In building 62, doors and frames need to be primed and painted.
19. Section 02 83 33.13 Lead-Based Paint Removal and Disposal, paragraph E Waste Disposal, page 02 83 33.11: Will the VA be receiving lead waste from the abatement contractor for disposal by the VA?
Contractor will dispose lead waste. Documentation will be needed in order to ensure lead waste was properly disposed.
20. Section 09 91 00 Painting: 1.1.1 Description: Is the application of Magnetic/Dry Erase paint anticipated in this contract?
The application on Magnetic/ Dry Erase paint is not anticipated in this contract.
21. The specifications refer to drawings for this RFQ. Can the VA please provide the drawings?
