About this file
This is a Solicitation document for a Veterans Health Administration (VHA) National Requirements contract for Combi Oven equipment. The solicitation number is 36C10X27Q0003, issued by the Department of Veterans Affairs Strategic Acquisition Center Frederick. Combi Ovens are thermally insulated cooking chambers used for warming, cooking, and baking food, powered by either natural gas or electricity. These units are equipped with thermostatic controls and timers, and may include complex computer-based controls offering multiple operating modes. The equipment will serve food service operations across VA medical centers and facilities in both the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
The contract consists of a base period of 12 months with four 12-month option periods, for a potential total performance period of five years. Contractors must demonstrate capability to meet all solicitation requirements and provide equipment suitable for use by cooks within VA facilities. The Combi Oven product line has been identified as a candidate for VA-wide national requirements contracting, indicating this will establish a blanket ordering agreement for multiple VA locations. Additional details regarding specific technical specifications, pricing terms, response deadlines, and award procedures are contained in the full RFP and related attachments.

DESCRIPTION
The purpose of this amendment is to provide a Government response to Industry questions.
1. Gas Model Electrical Connections (CLINs 0002 & 0004) The product description specifies that the natural gas models require a 208/240V 1-PH electrical connection for the computer controls. However, many leading commercial manufacturers in the U.S. market standardly produce their gas combi ovens with a 120V/60Hz/1-PH electrical connection.
· Question: Will the government accept gas models utilizing a 120V 1-PH electrical connection as an approved "equal"?
· Answer: Yes
2. Water Filtration Systems (CLIN 0014) The specification requests a "Water Filtration Single Cartridge System." In many regions, water quality necessitates a more robust dual-cartridge system to adequately protect the equipment and meet OEM warranty standards.
· Question: Will the government accept a dual-cartridge water filtration system (meeting or exceeding the required flow rates and micron reduction) as an approved "equal" to the single-cartridge system requested?
· Answer: Yes
3. Cleaning Consumables (CLINs 0016 & 0017) The solicitation specifies cleaning and care chemicals in the form of "Tabs" (solid pucks) packaged in buckets of 150 pieces.
· Question: If an alternate manufacturer’s proprietary automatic wash system utilizes liquid cleaning and descaling chemicals (provided in single-dosage dispensers or OEM bottles) rather than solid tabs, will the government accept these liquid chemical formats as an approved "equal"?
· Answer: Yes
