About this file

This document is an Amendment (SF 30) to a Department of Veterans Affairs (VA) solicitation for Contact Center Staffing Support for the Veterans Experience Office. Amendment 0001 removes conflicting information in Section E.1 Instructions to Offerors, with changes marked in red for clarity. The solicitation (36C10X25R0032) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and requires offerors to be VetCert Verified and certified in SAM.gov under NAICS code 561422.

Proposal submissions require three separate volumes: Experience (6 pages), Past Performance (using specific attachments), and Pricing. Offerors must submit proposals via email to specific VA contacts by the date specified on the SF1449, Block 8, with strict formatting requirements including 12-point Times New Roman font, 1-inch margins, and specific file types. Key submission requirements include providing three relevant contract references, contact center support experience within the past three years, and a completed pricing schedule. The solicitation emphasizes thorough documentation, precise formatting, and compliance with small business certification requirements.

The purpose of Amendment 0001 is to remove conflicting information in Section E.1 Instructions to Offerors.

Changes are in red for ease of reference.

E.1 INSTRUCTIONS TO OFFERORS

All quotes shall be subject to evaluation by a team of Government personnel. Any proposals that do not meet the following criteria will be eliminated from consideration:

1. All SDVOSB concerns must be VetCert Verified at the time of proposal submission and certified in SAM under NAICS code 561422 to qualify as an interested party. Verification in VetCert alone does not meet the requirements for size standard authentication. Offerors are solely responsible for obtaining this verification. The Contracting Officer will not intervene with SBA regarding the processing of applications. Offerors and Subcontractors must also be certified in SAM.gov following SBA guidelines for certification as a small business.

1. All Offerors shall ensure FAR provision 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, is completed in SAM or submitted with the proposal.

A. PROPOSAL SUBMISSIONS/INSTRUCTIONS TO OFFERORS

In addition to information provided by FAR Clause 52.212-1 Instructions to Offers – Commercial Items, the following instructions to Offerors apply:

1. All proposal intentions, questions, and proposals shall be submitted via email to the Contracting Officer and the Contracting Specialist via email to Caitlin.Ruc@va.gov and Michael.Stevens5@va.gov.

2. Offeror’s intention to provide a proposal via email on or before close of business on the date specified on the SF1449, Block 20.

3. All questions from Offerors regarding this solicitation shall be submitted on or before date/time specified on the SF1449, Block 20. Only written questions will be accepted. It is requested that all questions be combined into one Microsoft Word document per Offeror.

2. Proposals shall be submitted to the Contracting Officer and the Contracting Specialist via email on or before date/time specified on the SF1449, Block 8. Proposals received after the due date/time will be considered late in accordance with FAR 52.212-1(f). Offerors are strongly encouraged to submit proposals early to avoid issues due to email delays or technical issues. The Government is not responsible for emails delayed by file size restrictions or security filters. Failure to provide any of the required Volumes as indicated below will result in immediate elimination of the proposal from consideration. Proposals received after the exact time specified for receipt may be considered late and may not be evaluated unless they meet the exceptions outlined in FAR 52.212-1(f)

3. Prior to award, the apparent successful Offeror shall provide the CO with the physical location(s) of contract performance (city, county, and state) so that the appropriate Department of Labor Service Contract Labor Standards wage determination(s) can be incorporated into the contract.

If multiple performance locations are proposed, all anticipated locations must be identified. The Offeror shall also notify the CO in writing of any change to performance location(s) during contract performance to allow incorporation of the applicable wage determination(s), as necessary.

4. Offerors shall submit all questions using Attachment G: Contractor Questions via email to Caitlin.Ruc@va.gov and Michael.Stevens5@va.gov on or before date/time specified on the SF1449, Block 20. Questions submitted in any other format, including Contractor-created forms or emails without the template, will not be reviewed or answered by the Government. Each question shall reference the solicitation section, paragraph, and page number, and shall be clearly and concisely stated within the space provided in the template.

5. Format:

The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer.

Proposal page limitations are applicable to this procurement. The table below indicates the maximum page count (when applicable) for each volume of the Offeror’s proposal. All files will be submitted as a Microsoft Excel (.XLS), Microsoft Word (doc, .docx), or Acrobat (PDF) file or compatible as indicated in the table. Page size shall be no greater than 8 1/2" x 11". The top, bottom, left and right margins shall be a minimum of one inch each. Font size shall be no smaller than 12-point. Times New Roman fonts are required. Characters shall be set at no less than normal spacing and 100% scale. Tables and illustrations may use a reduced font size not less than 8-point and may be landscape. Line spacing shall be set at no less than single space. Each paragraph shall be separated by at least one blank line. Page numbers, company logos, and headers and footers are not bound by the 12-point font requirement. Footnotes to text shall not be used. The use of hyperlinks in proposals is prohibited.

If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror’s page limitations unless otherwise indicated in the specific Volume instructions below. Pages in violation of these instructions, either by exceeding the margin, font or spacing restrictions or by exceeding the total page limit for a particular volume, will not be evaluated. Pages not evaluated due to violation of the margin, font or spacing restrictions will not count against the page limitations. The page count will be determined by counting the pages in the order they appear in the print layout view.

6. File Packaging:

Proposals shall be submitted as individual files. Compressed (zipped) files shall not be accepted.

7. Content Requirements:

All information shall be confined to the appropriate file. The Offeror shall confine submissions to essential matters, sufficient to define the proposal and provide an adequate basis for evaluation.
