Q&A

Question 1: Could you confirm if this requirement is flexible or if emergency services can be restricted to standard business hours?

Answer: Per PWS emergency must responded to within five (5) hours after the notification (during time of event). Non-emergencies can be flexible to performed during business hours.

Question 2: Given the competitive nature of providers and the specialized training required, our subcontractor has expressed concerns about obtaining certification directly from All-Tech. Is there any alternative certification or solution that the VA would consider, or could the VA assist in facilitating access to necessary training for this equipment?

Answer: General work such as, diesel fuel pipe fitting, pumps work, electrical work, etc.

requires industry standard certifications. However, the Contractor or Subcontractor must be certified by All-Tech to work on the system controls (programming and adjustments) due to All-Tech proprietary software. VA will not facilitate certification training.

Contractors will need to coordinate with All-Tech to become certified.

Any Changes to SECTION B.2 PERFORMANCE WORK STATEMENT (PWS) and SECTION E SOLICITATION PROVISIONS are annotated in BLUE font for ease of reference.

There are no further changes.

E.3 FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

1. BASIS FOR AWARD

Awards will be made on a best value basis using a trade-off process. The best value determination will be made by evaluating the following factors: Technical Capability, Past Performance, and Price. Technical Capability and Past Performance when combined are significantly more important than Price. It should be noted that award may be made to other than the lowest priced offerors, if the Government determines that a price premium is warranted due to merits of the non-price factor(s). Awardees must represent a best value to be considered for an award.

The Government reserves the right to award with or without exchanges based upon the initial evaluation of quotes. As such, offerors are encouraged to submit their best technical and price quote.

2. FACTORS TO BE EVALUATED

• Technical Capability;

• Past Performance; and

• Price.

3. EVALUATION APPROACH

All quotes shall be subject to evaluation by a team of Government personnel. The quotes will be evaluated strictly in accordance with their written content. Quotes which merely restate the requirement or state that the requirement will be met, without providing supporting rationale, are not sufficient and will be rated Unsatisfactory and thus, ineligible for award. Past performance and price analysis will not be conducted on any quote that is rated as Unsatisfactory. The quotes will be evaluated for Technical Capability, Past Performance and Price as follows:

A. TECHNICAL CAPABILITY. The evaluation will consider the following:

Understanding of the Work - The quote will be evaluated to determine the extent to which it demonstrates a clear understanding of all features involved in solving the problems and meeting the requirements presented in the contract, and the extent to which uncertainties are identified and resolutions proposed. A quote which merely restates the requirement or states that the requirement will be met, without providing supporting rationale, is not sufficient.

Feasibility - The quote will be evaluated to determine whether the offeror's methods and approach to meeting the contract requirements provide the Government with a high level of confidence of successful completion within the required schedule. The quote will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The quote will be evaluated to determine the level of confidence provided the Government with respect to the Offeror's methods and approach in successfully meeting and/or exceeding the requirements in a timely manner.

Risk relative to the proposed technical approach is evaluated as part of the Technical Capability evaluation to ascertain the likelihood of success of the proposed approach.

If a Technical Proposal is rated UNSATISFACTORY or MARGINAL no other volumes will be evaluated, and the offeror is not eligible for award.

B. PAST PERFORMANCE

Past performance will be evaluated to determine whether each reference is relevant (based on size, scope, and complexity to this requirement), recent (within the past three years), and reflects performance which is satisfactory or better. The offeror will be evaluated to determine the extent to which their performance demonstrates the likelihood of successful performance in providing requirements similar in size, scope, and complexity to this solicitation.

No relevant or recent past performance, as indicated on Attachment E or based on the determination of relevance by the Government, will be considered neutral.

C. PRICE

(a) The Government is using FAR Part 13 to procure these services. Price will be evaluated to ensure it is fair and reasonable in accordance with FAR 13.106-3(a). The Government will evaluate quotes for award purposes by adding the total prices for each Line Item.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, which includes rates applied to FAR clause 52.217-8 Option to Extend…
