Vendor Question
Government Response
Question # 1: P. 7, 2nd paragraph. Plastic film/wrap is mentioned here – since plastic can contaminate a truckload of material, causing it to go to landfill instead of recycling, can you please provide an estimated historical amount of plastic that the vendor might expect to see during a pickup?
Answer # 1: The plastic/film would be the cellophane from return address windows in envelopes, or a document that may have a plastic tab attached that was overlooked.
Question # 2: P. 10, 4.5.2. This states that 64g and/or 96g bins will be provided. How many total bins will need to be delivered? Will those bins be left onsite for the duration of the contract?
Answer # 2: Bin size is discretion of contractor. Bins need to be onsite minimum of three business days prior to shred appointment to be filled.
Question # 3: P. 10, 4.5.2. This section states that the contractor will pick up bins at the facility dock and move them to the truck for shredding, but about 2/3 of the way down page 12 it states that after shredding the contractor will return empty bins to their original locations (plural). Could you please confirm if we will walk the building to retrieve and return bins? If so, will bins be located on more than the ground floor, how many floors are there, and how large a building is it?
Answer # 3: The facility is subterranean and only one level. The dock is cantilevered and used to load trailers up to 53'. All bins will be picked up/returned to the RCV dock.
Question # 4: Please confirm that there are not any stairs to negotiate with the bins.
Answer # 4: No stairs.
Question # 5: How close to the dock / point of egress will the truck be able to park?
Answer # 5: Contractor may utilize RCV's dock/dock leveler to load/unload bins from contractor vehicles.
Question # 6: Once the shred truck is full, does it normally return the same day to shred more material, or will further work continue the next scheduled day of service?
Answer # 6: Shredding may occur between 8:00 AM to 3:00 PM CST business days for bins that have been prefilled by VA prior to scheduled appointments.
Question # 7: P. 18, 7.1, 2nd bullet calls for onsite vehicle inspection of shredded items. Since opening the shred truck onsite violates HIPAA and NAID regulations, the standard VA practice is to observe the shredding via CCTV, will that be sufficient for this requirement?
Answer # 7: No. The highest level of attention to detail is required until the shredding of documents has been properly disposed of. In addition to observing the shredding, the Government requires a final visual inspection of the shredding machine to confirm all documents have been correctly disposed of, mitigating data breaches. If items are found to not have been properly disposed of, the Government reserves the right to request the Contractor turn on the shredder and redo the shredding process of any left over items not properly shredded.
Question # 8: P. 76 and Attachment D Price Schedule. o Could you please provide a little more guidance for the task order tab – what should be entered into column G for quantity? It isn’t clear what the unit of measure is for that column.
o Also, would you please confirm that nothing needs to be entered into the BOA Unit Pricing tab? If this is an incorrect interpretation, please elaborate on anything that should be entered in this tab.
Answer # 8: Regarding Attachment D Price Schedule - Column G will be different/based off of each vendor's capabilities. Regarding BPA Unit Pricing - this Tab was included for the pricing of forthcoming Task Orders. BPA Unit Pricing Tab Column D "Unit Price Per Truck" is pulled to Task Order Tab Column H "Unit Price Per Truck". So vendor's pricing on BPA Unit Pricing Tab will be set pricing for future Task Orders.
Question # 9: Is there a current contract for the work being solicited? If so, please provide that awarded contract number or task order number (not the incumbent GSA contractor number).
Answer # 9: This is a new Requirement.
Question # 10: Please also provide the name of the incumbent contractor, when the contract is ending, and the annual contract amount.
Answer # 10: This is a new Requirement.
Question # 11: Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract? If not, please explain how the work will be different under this solicitation.
Answer # 11: This is a new Requirement.
Question # 12: The 96g bin is easier to price at a fixed rate for the government and the contractor. For example we plan on delivering (15) 96g bins to fill with PII.
When we arrive to shred the (15) your staff can be filling the empties again to do another 15 for a total of 30 bins shredded that day.
At this point the truck has potentially 4.5 tons or 9000 pounds of material, however, we still have to weigh the material at the scales to get the weight.
For example ($100 x 30 tips = $3,000)
Weight is not a good weight of measure when pricing the government.
Answer # 12: The tonnage is how the Government will get approximations of vendor's truck capacity. The Government needs to know how much a vendor's trucks weighs for future Task Orders. This will assist in getting the approximate amount of what needs to be included on future Task Orders. The Government needs approximate tonnage of a vendor's truck capacity to be able to use these calculations in future Task Orders.
