There are two Performance Work Statements for the BPA Basic agreement: one in the SF30 Mod 0001 and then one as a stand-alone attachment (D.2 PWS Attachment 2 – BPA Basic Agreement – Amendment 1).
a. Which one takes precedence or should be used for preparing a technical response?
For clarification, the solicitation has been updated to only reference D.2 PWS Attachment 2 - BPA Basic Agreement – Amendment 1.
Please see solicitation Section B.2 which has been updated to reference D.2 PWS Attachment 2 - BPA Basic Agreement – Amendment 1.
SF30 and Amendment 2 PWS section 9.0 Contractor Key Personnel Qualifications and Responsibilities for General Maintenance both state “In addition to Key personnel, contractor must have a maintenance mechanic as part of the 24/7/365 coverage to support data center operations.”
a. Are these maintenance mechanics different from the Facility Maintenance Mechanic mentioned in section 9.1.2.4 Facility Maintenance Mechanic (maintain 24/7 coverage)?
No, it is the same Facility Maintenance Mechanic for 24/7 coverage.
SF30 and Amendment 2 PWS section 9.11.2.1 Program Manager (PM) both state ” When the PM is not present at the HITC, the shift Facility Maintenance Mechanic must be the contact point for any issues arising at the HITC and is responsible for notifying the PM and the COR of any issues.”
