7. Two items are included in the bid are:

1.4 Electrical Power Distribution Panels Maintenance Checks – Are these PDU’s?

- Circuit breaker panels 1.5a Circuit Breakers (De-energized) – Annual (Once per Year) – Which circuit breakers? Battery? UPS?

Normally if these are stand-alone electrical items they would be handled by a licensed electrician; but are they part of the UPS and you just breaking these items out in the scope? Can you clarify?

Breakers with-in electrical panels served by the UPS

8. The solicitation references (1) 80kVA and (1) 40kVA new 80kw unit but the matrix below shows (3) 40kVA. Can you confirm the quantity of the 40kva?

- The total quantity is (2) 80kVA. Since the time if the original PWS (1) 40kVa has been replaced with and 80kVA. And (2) additional 40kVA units have been removed from a decommissioned site.

9. Also, if possible is the new 80kVA referenced below needing replacement going to be a separate solicitation/contract or part of this contract?

– there is no new UPS’s in this contract, the above referenced new 80kVA has already been installed, replacing the existing 40kVA.

10. Sorry for not sending this additional question initially but could you ask the customer if there are serial numbers for each piece of equipment?

13. Upon checking with Schneider Electric, the Original Equipment Manufacturer, it appears these units’ last service coverage expired in 2016. It this correct?

S/N PI0845170019 was under service contract until 9-30-2020, but not contracted to Schneider Electric S/N QD2016140033 is a newly installed unit that had an install competition date of Dec 2020.

14. On page 5, Paragraph 1.0 it reads that the 40 kVA APC Symmetra is to be replaced by an 80 kVA Symmetra.

These two units have different costs for Service Coverage, when will the 80 kVA UPS be installed?

- The above mentioned 40kVA unit has been removed and replaced with the mentioned 80kVA as of

Dec 2020.

15. In the SOW on Page 9 it reads that there are Monthly Maintenance Checks required. Given that the scope given would require a Schneider Electric Technician for each visit and the scope would be the same as a Maintenance Visit, this would substantially increase the cost of the contract. Would quarterly Maintenance Visits be acceptable? This would also exceed the OEM’s suggested frequency.

- Please explain what task in question requires a Schneider Technician as opposed to in house technician with manufacturer’s training on the equipment?

When these comprehensive services are placed on these units they are covered by Schneider Electric and will include replacement parts, travel, labor, and emergency service. Any contract executed on these contracts that had a 3rd party ‘in-house technician’ performing these specific OEM tasks would nullify any coverage through Schneider Electric. In the event the 3rd party ‘in-house technician’ that had OEM training were to perform these task in lieu an actual Schneider Electric Employee, they would still be considered an Authorized Service Provider and their cost would be the same as an authentic Schneider Technician. So it would come down to vastly increased cost for monthly maintenance visits by a

Schneider Authorized Service Provider/Schneider Technician or a contract that would be violated and a termination of Schneider OEM services on your equipment. This increase of maintenance visits for the UPS systems vastly increases the potential cost for this contract without providing any increase in reliability.

- It is not our intent for these specific OEM tasks to be covered thru Schneider Electric, it is our intent that the third party contractor be the responsible party for all aspects of this scope of work.

There is an interest in this situation as I am a Schneider Electric Elite Data Center Partner and have held service contracts at this location in previous years. After speaking with Schneider Electric this morning they had no knowledge of the nuances of your scopes and I would urge you to delay this solicitation and speak directly with Schneider Electric to ensure proper maintenance procedures are being followed in a fiscally responsible way. To quote this solicitation out as written using bona fide and authentic services will most likely exclude myself and other OEM partners from being the lowest price bidder as a 3rd party vendor will provide cheaper pricing and likewise cheaper coverage so I would suggest that this solicitation is pushed back for a few weeks to better organize and decide on what the SOW should include. I’ve included the pertinent POC at Schneider Electric whom would be happy to discuss OEM suggested maintenance procedures and frequencies as well verification of OEM Partner status to ensure your organization is actually receiving the services they intend to.

16. On Page 11 it mentions ‘input/output switchgear’ but no equipment of this type is listed. Can you please provide make, model, and serial number(s) for this equipment?

- Automatic Transfer Switch (ATS), Make Generac, Model 10516810100, S/N 98135, Size 600Amp

17. Page 12 references ‘Circuit Breakers’ and a maintenance SOW for them. Are these circuit breakers associated with any equipment listed in the SOW? In not please provide subject equipment.

- Breakers with-in electrical panels served by the UPS

18. The SYBT1-PLP is designed and manufactured to be an inherently ‘maintenance-free’ battery and is listed as that by the OEM. Should they be PM’d in accordance with the OEM’s Guidelines?

– Yes, the batteries are maintenance free but shall be maintained, tested, and checked per OEM Guide lines.
