About this file
This is a Brand Name or Equal Justification document submitted by the Department of Veterans Affairs, Office of Inspector General (VA OIG) for the procurement of glass tops under solicitation number 36C10M26R50038. The VA OIG seeks to acquire turnkey solutions for the purchase, delivery, and installation of tempered clear glass tops (3/8-inch thickness with flat polished edges) for furniture in two separate installations at their Washington, DC facility. The procurement identifies Dulles Glass as the preferred baseline manufacturer; however, the justification explicitly permits competing vendors to propose equivalent products that meet or exceed all specified salient characteristics.
The salient characteristics required include tempered clear glass with custom cut-outs and notches aligned to existing grommet locations, verification through pre-fabrication field visits and site verification, installation with silicone spacers and site-specific delivery coordinated with the OIG Space Manager, and compliance with project drawings and layouts. The contracting officer, Antoinette Ingram, has certified that the anticipated cost to the government is fair and reasonable. The procurement follows FAR 6.103(1)(d) authority and includes provisions for evaluating equal products through samples and shop drawings to ensure competition among qualified vendors while meeting the agency's requirements for compatibility, quality, and performance.
