About this file

This document provides instructions to offerors and the basis of award criteria for a Request for Quote (RFQ) solicitation for glass tabletops to support the Department of Veterans Affairs, Office of Inspector General (VA OIG). The Government seeks "turn-key" solutions for the purchase, delivery, and installation of protective glass tops for freestanding furniture.

Offerors must submit quotes including a cover letter with specific business information (Tax Identification Number, Unique Entity Identifier, complete mailing address, and contact details), GSA Schedule Number, and SAM registration information. Quotes must contain a technical narrative with images, pictures, or charts demonstrating the contractor's understanding of requirements and fulfillment approach, along with delivery and installation schedules, product specifications (glass thickness, edge finish, cut-outs), site visit and field verification details, and past performance documentation. Past performance documentation requires electronic submission of client references for Federal contracts of similar size, scope, and complexity completed as the Prime Contractor within the last three years, not to exceed five references total.

The Government will employ Lowest Priced Technically Acceptable (LPTA) source selection procedures for award. Pricing will be determined using the completed Pricing Sheet on pages 3-4 of the attached Standard Form 18. The lowest priced offer will be evaluated first for technical acceptability; if acceptable, award will be made to that offeror without evaluating other quotes. The Government intends to award without discussions and reserves the right to reject any or all offers, accept other than the lowest offer, and waive informalities and minor irregularities. Offerors should submit their best terms initially, as this represents their opportunity to present their complete proposal.

Work must have been performed as the Prime Contractor within the last 3 years. Provide references not to exceed a total of five.

EVALUATION CRITERIA

The Government will use Lowest Priced Technically Acceptable (LPTA) source selection procedures to evaluate quotes. Award will be made to the responsible offeror whose quote meets all the technical requirements outlined in the statement of work (SOW and is lowest price) including:

· Delivery and Installation Schedules

· Product Specifications (glass thickness, edge finish, cut-outs, etc.)

· Site visit and field verification

· Past Performance and references

Quotes will be ranked in terms of price. Price will be determined by adding together the complete information provided in the Pricing Sheet (pp 3-4 of attached SF 18). The lowest priced offer will then be evaluated for technical acceptability. Should the lowest priced quote be evaluated as technically acceptable, no other quotes will be evaluated and an award will be made to that offeror. Should the lowest priced quote be evaluated as technically unacceptable, the next lowest quote will be evaluated.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Pricing Complete pricing information on pp. 3-4 of the solicitation Schedule.
